January 8, 1940 Pursuant to adjournment of Tuesday, January 2nd, 1940, the Council met and was called to order by Mayor McCallen. Councilmen present: Morehouse, Chamness, Talbert, McCallen. Councilmen absent: Henrickson. Tax Delinquent A representative of the Santa Mora. Oil Company addressed the Council property relative to the purchase of a strip 51 x 250 feet in Block 2503, East Side Villa, same being on the City's delinquent tax list and one of the lots proposed to be sold by the City in the near future for taxes. He was informed that the plot would be offered for sale in the near future and it was recommended that he keep in touch with the City Attorney. Attorney Gries Attorney Gries appeared before the Council relative to -the purchase of tax deeded lots. The matter was referred -to City Attorney Overacker to work out and submit a plan to the City Council. Bids - The Clerk opened and read the following bids for furnishing the City lamps with lamps during the year January 1st to December 31st, 1940: Warner Hardware Company, Helm Electric Company, Ben Franklin Store, Bales Electric Company. Award to All bids were the same - that is 24o off list on standard Bales Elec. packages and Co. 19% off list on broken packages based on a $250.00 purchase total for the year and, on motion by Talbert seconded by Chamness, the award was given to the Bales Electric Company and all other bids rejected. Monthly reports The Clerk read monthly reports of the City Treasurer, City Clerk, City Collector, City Judge, Building Inspector, Chief of Police and annual report of the Chief of Police and, on motion by Talbert seconded by Chamness, the reports were accepted and ordered filed. Delinquent The Clerk read,6t the request of the City Collector, a list of licenses individuals and companies delinquent in derrick and license payments and, on motion by Talbert seconded by Chamness, the City Attorney was authorized and directed to notify those delinquent to pay within ten days from receipt of letter or make satisfactory arrangements with the City Collector and if neither is done the City Attorney to start what- ever action is necessary, to collect. Orange Co. The Clerk read copy of a letter from Mayor McCallen addressed to Flood Con- trol - the City Council of Huntington Beach also to the other twelve incorporate: tax levy ed cities of Orange County regarding the Orange County Flood Control District's operation. The letter called attention to the fact that a 10¢ per hundred dollars tax levy has been made against property owners 404Page 2 - Minutes �an. 8, 1949. of the cities for a number of years, that the United States government ma.y in the near future',Oake a substantial contri- bution to the County Flood Control funds, therefore it is right and proper that the cities receive some benefit from both the tax money and the government allocation. A copy of the, letter was also sent to the County Board of Supervisors, receipt of which was acknowledged by the Clerk of the Board on January 3rd. The communication was ordered filed. Boy Scouts The Clerk read a letter from the Boy Scouts of America soliciting funds from the City. Same was ordered filed without action from the City. Beach PEW. - The Clerk read a letter from the Disabled American Veterans Disabled Veterans of the World War, P.O..Box 1053, Santa Ana, relative to using the beach pavilion dance hall for their annual military ball. The letter stated that Chamber of Commerce Secretary Gallienne had extended an invitation to the Chapter to hold its dance in Hunt- ington Beach. The letter also stated that the dance, as in the past, would be used for raising funds'for the welfare of disabled veterans and that no rent or other -charges could be paid, and on motion by Morehouse, seconded by Chamness, the matter was referred to the Beach and Pier Committee with power to act. Ins. on t,;,e The Clerk informed the Council that Huston, Suter and Ntston sewage plant had furnished temporary eight point insurance coverage for the sewage disposal plant. Santa Ana Junior The request of the Santa. Ana Junior College for payment of College $5.00 covering advertising in their school paper was ordered paid. Permit granted to The Clerk read application of the H.R.O.Oil Company to erect HRO Oil Co. wooden derrick on Lots A & B, Block 1008, Vista Del Mar tract. The Mayor conducted the usual hearing and there being no objections,on motion by Chamness seconded by Morehouse, the permit was approved. Southwest Ex. Co. On motion by Talbert seconded by Morehouse, the application permit of the Southwest Exploration Company for permit to erect steel derrick on Location No. 23 was granted. Ord. #433, #434, At this time, the Clerk gave Ordinances No. 433, an ordinance & #435 - First reading for the raising of revenue by taxation, No. 434 an ordinance fixing and regulating the compensation of city officers and employees, No. 435 an ordinance repealing certain ordinances, their first reading. Resolution #861 The Clerk read Resolution No. 861, a resolution cancelling taxes on certain property and, on motion by Morehouse seconded by Talbert, Resolution No. 861 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: Henrickson. • 1 i 4 is 40 46 n 0 Page 3 Minutes Jan. 9, 194o.. 40017" • Resolution The Clerk read Resolution No. 862, a resolution cancelling taxes No. 862 on certain property and, on motion by Chamness seconded by Talbert, Resolution No. 862 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: Henrickson. Demands On motion by Chamness seconded by Talbert, demands approved by the Finance Committee were ordered paid. .Ins. on pier The matter of insuring the municipal pier against damage by storm and waves was discussed and, on motion by Chamness seconded by Talbert, • the Clerk was authorized and directed to order insurance immediately as follows: value $100,000.00, 80% coinsurance, $800.00 deductable, five year policy 7% premium, total premium $5,600.00 payable one -fifth ' or $1,120.00 per year, policy to be subject to cancellation on short term by the City Council. Motion put and carried unanimously. Use Map On motion by Talbert seconded by Chamness, the City Engineer was authorized to have prepared a Use Map for the Planning Commission, cost not to exceed $$50.00, 1 i 40 .1 IV 119 On motion by Talbert seconded by Chamness, the Council adjourned until 7:30 P.M.
