January 22, 194o Pursuant to adjournment of January 8th, 1940, the City Council met and was called to order at 7:30 P.M. by Mayor McCa.11en. • Councilmen present: Morehouse, Chamness, Henrickson, Talbert, McCallEn. Councilmen absent: None. R.N,.A. asks for The Clerk read a letter from the Royal Neighbors signed by contribution Annette M. McCain, Recorder, stating that their annual convention is to be held in Huntington -Beach during May of this year; that • there will be approximately 2500 people in attendance and that the organization needs the sum of $250.00 to help defray expenses of the convention. The matter was referred to the Beach and Pier Committee to contact the writer and make its recommendations at next meeting of the City Council. Orange Co. League The Clerk read a letter from the Orange County League of of Mun. Municipalities calling attention to the meeting to be held at Brea Thursday evening, January 25th. .H.B!.Vol. Fire The Clerk read a letter from D. E. Burry, Secretary -treasurer -Dept. dance of the Huntington Beach Volunteer Fire Department, asking permission to use the dance pavilion for the Firemen's annual ball to be held Thursday, February 15th, 1940, and on motion by Chamness seconded by Talbert, permission was granted. V Ins. policy- The Clerk presented and read a portion of the Standard marines Mun. pier - rejected Insurance policy #IM1690, amount $80,000.00, rate 4o for three year:.period covering a portion of the municipal pier and, on motion by Henrickson seconded by Morehouse, the policy was rejected and the Clerk directed to return same to Huston, Suter and Huston for the reason that Section #4 of the policy does not insure 200 feet of the outer end of the pier. Ins. on all Bldgs. The Clerk presented and read a proposed, form of insurance policy providing eight point fire insurance for all of the City's buildings. The Councilmen were of the opinion that the rate of $1.947 for P. five year period was too high. The matter was re- ferred to the Council as a whole to investigate and report at next meeting of the City Council. Mrs. Dabney Mrs. Ila N. Dabney addressed the Council and asked that she might be given a portion of the City's fire insurance. No action was taken by the Council. Plans & Specifi- City Engineer Harry Overmyer presented plans and specificat- cat ions for re- construction of ions for the reconstruction of the municipalpier. Blackman, consulting engineer, Long Beach, Calif- ornia. On motion by Henrickson seconded by Chamness, the above named plans and specifications for the reconstruction of the Huntington Beach municipal pier were accepted and approved. Motion put and carried unanimously. Resolution The Clerk presented and read Resolution No. 863, a Resolution of the #863 Wage scale City Council establishing the general prevailing rate of wages for each Pier craft or type of workmen or material needed in the reconstruction of the municipal pier in the City of Huntington Beach. • Reso. #863 City Engineer Overmyer testified under oath that the wages set out passed In the above named Resolution were, to the best of his knowledge, the j' prevailing wages now being paid in the vicinity for that type of work and, �-4 • on motion by Henrickson seconded by Talbert, Resolution No. 863 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Henrickson, Talbert, McCallen. NOES: Councilmen: None. • ABSENT: Councilmen: None. Ask for sealed On motion by Chamness seconded by Henrickson, the City Clerk was bids on pier reconst. authorized and directed to advertise for sealed bids for the furnishing • of all labor and material for the reconstruction of the Huntington Beach Municipal Pier. Bids to be opened and examined by the City Council at 2:30 P.M., Friday, February 9th, 1940. Motion put and carried unanimously. + Ord. #433 The Clerk presented and read the title of Ordinance No. 433, an passed - . taxation ordinance providing for the system for raising of revenue by taxation; this being the second reading of Ordinance No. 433, on motion by Henrickson seconded by Chamness, the ordinance was adopted by reference and, on motion by Chamness seconded by Morehouse, Ordinance No. 433 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, Henrickson, McCa.11en. NOES: Councilmen: None. ABSENT: Councilmen: None. Ord #434 The Clerk gave Ordinance No. 434, regulating the compensation of city 40 1st reading , employees, its first reading at this time. .1 Ord. #435 The Clerk gave Ordinance No. 435, repealing certain ordinances, its passed - repealing second reading and, on motion by Talbert seconded by Chamness, Ordinance certain Ord. No. 435 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert-, Henrickson, McCa.11en. NOES; Councilmen: None. ABSENT: Councilmen: None. On motion by Chamness seconded by Talbert, demands approved by the Finance Committee were ordered paid. Page 3 - Minutes Jan. 22, 1940s' Metal Sign The application of the Huntington Beach Auto Supply Company for permission to erect metal sign not in accordance with the City's ordinance was referred to the Building Committee for their recommendation.
