Council Chamber, City Hall,
Huntington Beach, California.
February 19, 194b.
Pursuant to adjournment of February 91, 1940, the Council met and
was called.to order at 7:30 P.M. by Mayor McCallen'.
Councilmen present: Morehouse, Chamness, Henricksonj McCallen.
Councilman Talbert arrived at 7:4O P.M.
Councilmen absent: None.
Co, ofCo The Clerk read a letter from the Chamber of Commerce recommending
Council
that the City/allocate the sum of $250-00 to help defray expense of
the Huntington Beach Royal Neighbor convention to be held in this city
during May 1940 and, on motion by Chamness seconded by Morehouse, the
sum of $250.00 was allocated to be turned over to the - Chamber of
Commerce for the above named purpose.
Amendment to The Clerk presented State of California certificate of Amendment to
Charter
CertificatEthe Chartereffective March 4, 1940.. On motionby .Henricksen seconded
by Chamness, same was accepted and ordered filed.
Application On mot -ion by Henrickson seconded by Morehouse, the application of

IL Chas. Brisco to install a one hundred gallon -underground gasoline tank
at 926 - llth Street .was 'approved. ,,
Boy Scouts A letter from the.Boy Scout Committeemen
Vteemen thanking the Council for
improvement. of Scout Headquarters was' .read and ordered filed.
The Clerk read a letter from the Works Progress Administration
storm drain
relative to 13th and Main Streets storm drain work. Action was de-
ferred until next meeting.of the City Council.
Mrs. Dabney - T
The Clerk read a letter from Ila Dabney relative to insurance for
Ins.on Scout
cabin the Boy Scout cabin,. It was agreed by the.City.Council.-that she write
• a $1500.00 policy, eight point 90%.coinsurance covering the Boy Scout
cabin, same to be held in binder until further notice from the City
Council.
40 Application m On motion by Chamness seconded by Talbert, the application of Adrain
Restaurant
Huffman to operate restaurant at 104 Main Street was approved.
Salary inc- The Clerk read a letter signed by the City Controller recommending
rease - Chas.
Derigo that the salary of Charles Derigo be advanced to cla'asification "B"
of the ordinance covering salaries at the rate -of $140.00 per month,
beginning as of February 15, 1940, and on motion by.Talbert seconded by
Chamness, the request was granted.
Mrs. Smith .-The Clerk read a letter from Lillie W. Smith, 506 m 15th'Street,
Huntington Beach, reading as follows:

In reply to Mr. Harry A. Overmyer's letter of February 7U
1940, asking for the. South 7.5 ft, of Lot B, Block 605, V.D.M.
Tract for alley purposes, I would be willing to deed the city
the amount of ground asked for, if you will be willing to move
the garage, including a cement floor.

On motion by Talbert seconded by Morehouse, the City Clerk was
directed to write her a letter of acceptance and order deed
for street and right of way purposes only.
Mr. Burleyeamp
The Clerk read a.letter from Charles Burleyeamp asking that
1911 Act bonds
the City Council pay him the sum of $260.82 covering 1911 Street
Improvement Bonds against Lots-21 and 22, Block 711 and Lots
--12®14m16
and 18, Block 912, Wesley park Tract and, on motion by
Chamness seconded by Talbert, the Clerk was directed to write
Mr. Burleyeamp to the effect that the City will purchase the bonds
as soon as title to the -above named lots is vested in the City._
Auction of lots
This being the date set for auctioning lots in accordance with
the notice published. -in the Huntington. Beach News, the Mayor called
"Lots 17-19-613
for bids on. Lots 17 and 19, Block 613. The Clerk read .the bid of
George Kesterson in the amount of $150.00, a number of bids from
the floor followed, the last and highest being that of Mrs. Mabel A.
Robertson in the amount of $195.00... The City Attorney was instruct-
ed to go into escrow in accordance with notice heretofore published on
the above. named bid.

The Mayor offered Lots 5, 7 and 9, Block 313, whereupon the Clerk
sold to Chas. E.
Burkhard
read'bid of Charles E. Burkhard in the sum of $250.00.' This being
the highest and only bid, the sale was declared closed and the City
Attorney directed to prepare the necessary escrow instructions.
Lake Park Club On mbtion,by Talbert seconded by Chamness, Mrs. Ila Dabney was

granted use of the Lake Park Club house to give dancing lessons
under W.P.A. supervision between:the hours of 3:00 o'clock and 6:00
o'clock P.M. and.for the purpose of staging W.P.A. talent between
the hours of 7:00 o'clock and 9:00 o'clock P.M., Fridays provided that
the hall can only be engaged two weeks in advance at any one.time.

by Talbert, Resolution No. 865 was passed and adopted by the
following vote:
AYES Councilmen: Morehouse, Chamness, Talbert, Henrickson, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Legion Hall Councilmen Talbert reported on the proposed work of redecorating
and painting the Legion hall. The report was accepted and the engineer=
ing department authorized to proceed with the work.
Neon sign for. On motion by Henrickson seconded by Morehouse, City Engineer Overmyer
C. of C.
was authorized to erect Neon sign -for the Chamber of Commerce, cost not
to.exceed.$40.00.
Oil cleaning On motion by Henrickson seconded by Talbert the application of H. P.
plant
Tunstall to erect and operate oil Cleaning plant on Lots 25 and 27, Block
619, was approved on condition that the provisions of Section 4, Ordinance
-01- 327, be complied with.
Demands On motion by Talbert seconded by Chamness, demands approved by the
Finance Committee were ordered paid.
Bids on Pier On motion -by Talbert seconded by Chamness, the matter of awarding
bids for the reconstruction of the municipal pier was deferred until
Monday, February 26, 1940, at the hour of 7:30 P.M.
Opinion of The Clerk read a letter from Attorney Geo, W. Bush calling attention

a given amount and, on motion by Henrickson seconded by Chamness, the
City Attorney was authorized to contact the first and second low bidders
and to furnish them with a copy of Attorney Bush's letter and invite them
to appear before the City Council at 7:30 P.M.; February 26th.
On motion by Henrickson seconded by Chamness, the Council adjourned
until 7:30 P.M., February 26, 1940.
