MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, February 26, 1940
Pursuant to adjournment of February 19th, the City Council 0
met and was called to order at 7:30 P.M. by Mayor McCallen.
Councilmen present: Morehouse, Chamness, Henrickson, McCallen.
Councilman Talbert arrived at 7:50 P.M.
Councilmen absent: None. "
Insurance The Mayor announced that the matter of awarding insurance •
would be deferred until 7:30 P.M. March 4th.
Att°y Bush Attorney George W. Bush addressed the Council relative to
what he termed an irregularity in the bid submitted by Elliott,
Stroud, Seabrook for the 'reconstruction of the municipal pier.
Attorney Bush stated that the surety bond for entering into the •
contract did not state a definite amount but that it did state that
the bond was 10% of the amount of the attached bid. City Attorney
Overacker stated that he had made a study of the points involved and
was of the opinion that there was no irregularity and that the bond
was good.
Mun, Pier The Clerk read a letter from the State Lands Commission by Webb
Shadle, executive officer, in which the City was advised to make appli-
cation to the State Lands Commission for permission to reconstruct the
municipal pier. No action was taken by the City Council.
Letter from War The Clerk read a letter from the War,,Department Office of the
Dept o o Pier
Division Engineer, South Pacific Division, 351 California Street, San
Francisco, California, which letter read as follows:
"Februaryo2l, 1940
City of Huntington Beach,
Engineering Department,
Huntington Beach, California.
Gentlemen:
In accordance with your written request dated February 6, 1940,
the revised plans hereto attached are approved to supersede the plans
for the work authorized by the Secretary of War in letter dated March •
17, 1930, from this office, to extend 500 feet seaward the existing
pier at the foot of Main Street, in the Pacific Ocean, at Huntington
Beach, California.
The conditions to which the work is made subject remain in
full force and effect.

Attached to the letter were a number of tracings showing plans of the
proposed work.

Bid of Following motion by Councilman Chamness: "That the bid of Elliott,

H.B.Planning The Clerk read a letter from the Huntington Beach Planning Commission

in which it was recommended that the City Council endeavor to have the Pacific
Electric Railway tracks removed from the center portion of the City. The
Mayor appointed on a committee to investigate, Talbert, Morehouse and McCallen.
C. of C. - The Clerk read a, letter from the Chamber of Commerce in which a
license
number of business men objected to the adoption of a proposed ordinance re-
ducing city license. The Mayor appointed the City Council as a committee as
a whole to consult the City Attorney and business men with a view of preparing
a new license ordinance agreeable to the business men and the Chamber of

Commerce.

Application - Action on the application of Edward Brenner to operate amusement games

matter.referred to the beach and pier committee and the Chief of Police for
their recommendations.
Deferred - The matter of awarding bid for furnishing the City with gasoline was

Revival The Clerk read a letter from A. H. Beck asking permission to erect
Services in
tent,,. tent and conduct revival services in the vicinity of the intersection of
Joliet and California. The City Engineer informed the Council that he had
interviewed a number of residents in that part of town and they were par-
tially agreeable for the tent to be erected and services conducted provided
the meetings closed not later than.9:30 P.M. and that they would not continue
more than two or three weeks and, on motion by Talbert seconded by Chamness,
permission was granted for a period of two weeks providing that the church
' services closed promptly at 9:30 P.M.
Fly Casting On motion by Henrickson seconded by Morehouse, the City Engineer was

cost not to exceed $300.00.

Hemet Dews The Clerk read a letter from the Hemet News soliciting advert-
ising in the Ramona Pageant edition of their paper. The matter was •
referred to the Music and Promotion Committee to confer with the
Chamber of Commerce and report back their recommendations.
Escrow on lots On motion by Henrickson seconded by Chamness, the Mayor and
sold by City
City Clerk were authorized to execute escrow papers for the sale of
Lots 17 and 19, Block 613 to Homer and Mabel A. Robertson; also Lots

5, 7 and 9, Block 313 from the City of Huntington Beach to Charles,E.
Burkhard, it being the understanding the City is to pay one-half of
the escrow fees and deliver title to the buyers.
Deeds On motion by Talbert seconded by Chamness, the Mayor and City
Clerk were authorized to execute deeds covering the above named prop- •
erty and to the above named persons.

Soo Calif, 'Water Co. Councilman Henrickson recommended that the City make applica-
tion to the Southern California Water Company to install two six inch
water hydrants in the vicinity of the elementary school, and on motion
by Henrickson seconded by Chamness, the Clerk was directed to write
the water company in accordance with Councilman Henrickson°s recommend -
ations; work to be done under the supervision of the Fire Chief.
Application to be
made for two 6 in. Councilman Henrickson recommended that application be made to

the alley between Eight and Ninth Streets from Palm Avenue to Ocean

Avenue and in the alley between Eleventh and Twelfth Streets from
Palm Avenue to Ocean Avenue and, on motion by Henrickson seconded
by Chamness, the City Clerk was directed to write the water company
in accordance with Councilman Henrickson°s recommendations.
Street lights Councilman Morehouse recommended that the following street
lights be installed - one in the alley between Ocean Avenue and Wal- •
nut Avenue between Second and Third Streets; one in the alley between
Main and Lake and.between Tenth and Eleventh Streets; a street light
on the south side of Frankfort Street between Alabama and Huntington; S
a street light on each of thi�_intersect.ions.on Ninth street between
Palm and Ocean Avenues and on motion by Morehouse seconded by Hen-
rickson, the City Engineer was authorized to prepare an estimate of

cost of the above named lights.
Park Dept. - On motion by Morehouse seconded by Chamness, the park depart -

went was authorized to spend the sum of $250.00 in the purchase and
planting of trees along Huntington Avenue, California Avenue, eleventh

by the Finance Committee were ordered paid.
