HomeMy WebLinkAbout1940-03-04422 • MINUTES • Council Chamber, . City HaVI, Huntington Beach, Calif. Monday, March 4, 1940 The regular meeting of the City Council was called to order at 7:30 P. M. by Mayor McCallen. Councilmen present: Morehouse, Chamness, Henrickson, McCallen. Councilmen absent: Talbert. Minutes On motion by Morehouse seconded by Chamness, minutes for the month of February were approved as read. Park - The Clerk read a letter from the State of California, • acquisition of Division of Parks, signed by Newton D. Drury, calling attention to the Statutes of 1939, Chapter 496, Item 147, to the effect that money expended for acquisition of parks by the State must be matched by either money or property from the community affected. The letter suggested that the City of Huntington Beach should match the State's $50,000.00 allocated with beach property of equal value. Action was deferred until the first meeting of the City Council following the meeting of April 15th, 1940. W.P.A. The Clerk read a letter from the Works Project Adminis- tration, 1206 Santee Street, Los Angeles, signed by Herbert C. Legg, Administrator, suggesting that the City Council out- line improvements and provide a budget to be used in conjunc- tion with labor to be furnished by the W.P.A. during the coming • year and, on motion by Morehouse seconded by Henrickson, City • Engineer Overmyer was directed to invite Mr. Legg to meet with the City Council sometime during the week March llth to the 16th. Motion put and carried unanimously. Mrs. Westmoreland The Clerk read a letter from Mrs. Beulah Westmoreland asking the City Council to reduce her rent at the municipal trailer park to $100.00 per year and, on motion by Chamness seconded by Henrickson, the Clerk was directed to write Mrs. Westmoreland and state that the City Council believed the original agreement to be just and equitable and that it would be impossible to alter the terms of the original lease at this time. Motion put and carried unanimously. Street Lights A letter from City.Engineer Overmyer reporting on the cost•of installation of certain street lights was read and, on motion by Chamness seconded by Morehouse, the City Engineer was authorized to place street lights as follows: One in 0 • Page 2, Minutes March 4, 194o .423 • the alley between Ocean and Walnut and Second and Third Streets; one in the alley between Main and Lake and loth and llth Street$; one on the south side of Frankfort Street between Alabama and Huntington Avenues; all of the above to be goose -neck type. One long arm extension at each intersection on Ninth Street between Palm Avenue and Ocean Avenue. Motion put and carried unanimously. Neon Sign - On motion by Henrickson seconded by Morehouse, the application • Standard Oil Co. of the Standard Oil Company to erect Neon sign near intersection of Fifth and Main Streets was approved. Offer on tax The Clerk read a letter from Jack Colvin offering to pay the • deeded lots = Jack Colvin City the sum of $85.00 for Lots 12, 14, 16 and 18, Block 812, Wesley Park tract. He also agreed to clear the lots of all debris and -� build a home within six months from the date of transfer. The Clerk was directed to write Mr. Colvin and call his attention to street light bonds and also inform him that the above named lots will be offered for sale at public auction in the Council Chamber in approxi- mately six weeks from this date . J. B. King The Clerk read a proposal from J. B. King to pay the City the sum of $100.00 for Lots 2 and 4, Block 413. The Clerk was directed to write Mr. King to the effect that the lots will be advertised for sale; the sale to take place in approximately six weeks from this date. Application On motion by Henrickson seconded by Chamness, the application approved - Restaurant of C. J. Kinsey to operate restaurant at 104 Main Street was approved. H.B.Garden Club A letter from the Huntington Beach Garden Club inviting the City Arbor Day tree planting Council to'the Arbor Day tree planting ceremony, 2:00 P.M. Saturday, March 9th, on the lawn at the City Hall, was read to the Council and the Clerk was directed to write the Garden Club that City Councilmen would endeavor to be present. Application - The application of Harriett E. Woodmansee of Riverside for the ordered filed position of playground supervisor was read and ordered filed and the 40 Clerk directed to write her that the City Council did not contemplate employing any one for this particular position. Monthly reports On motion by Henrickson seconded by Morehouse, monthly reports of the City Treasurer, City Clerk, City Collector, City Engineer, Chief of Police and City Judge were accepted and ordered filed. Pier Insurance The matter of pier insurance was deferred and, on motion by « Chamness seconded by Morehouse, the Clerk was directed to write local insurance agents to the effect that the City Council will re- ceive informal bids for insuring the pier and that same will be opened and examined at 7:30 P. M. Monday, March 19, 1940. Demands On motion by Chamness seconded by Henrickson, demands approved by the Finance Committee were ordered paid. Sowest Expl. Co, On motion by Henrickson seconded by Chamness, the application of State Well #26 the Southwest Exploration Company to drill well known as State No. 26 424 Page 3, Minutes March 4, 194o was approved. Codtract - Recon- The Clerk read contract between the City of Huntington struction of pier Beach and Elliott, Stroud, Seabrook for the reconstruction of the municipal pier and, on motion by Chamness seconded by Henrickson, the Mayor and City Clerk were authorized to execute same on behalf of the City. Fire Ins; The matter of City fire insurance under the group plan was deferred until next meeting of the City Council. Removal of Tree On motion by Henrickson seconded by Chamness, Mrs. A. J. Miller was authorized to remove tree in front of 510 - 14th Street; work to be done under the observation of the City Engineer. do The City Engineer was authorized to remove Palm tree located at 12th and Olive. Alley r/w Mayor McCallen stated that he would get in touch with the Woolner Oil Corporation relative to securing from them an alley right of way across Lot "A", Block 605, Vista Del Mar.
