HomeMy WebLinkAbout1940-03-18• .425 MINUTES Council Chamber, City Hall, Huntington Beach, California March 18, 1940 Pursuant to adjournment of March 4th, the City Council met and was called to order at 7:30 P.M. by Mayor McCallen. • Councilmen present: Morehouse, Chamness, Talbert, Henrickson, McCallen. Councilmen absent: None. C. of C.i The Clerk read a letter from the Chamber of Commerce recommending that the City Council take steps immediately to improve and put into • use the remaining eight hundred feet of beach frontage adjacent to the present municipal trailer park. The improvement's ,to., -be- similar to` the present trailer park. The letter was referred to the Beach and Pier Committee'. Surety bond On motion by Henrickson seconded by Talbert, the surety bond of City Clerk C. R. Furr was accepted and ordered filed. Application The application of Mrs. Anna Warner for position as beach super- visor was referred to the Beach and Pier Committee. P.T.A. A letter of appreciation for use of Lake Park Club house by the elementary school Parent-Teacher Association was read and ordered filed. H.B.Garden Club The Clerk read a letter from Bertha E..Pann, secretary of the requests appro- priation, Huntington Beach Garden Club requesting an appropriation for staging a flower show April l8th and_l-9th. The request was referred to Council- men Morehouse and Henrickson with the suggestion that they confer with the Garden Club and Dick Beeson, superintendent of parks. Salaries o The Clerk read a letter from the City Engineer recommending that Mr. Mauldin Mr. Wells Fred Mauldin be placed on the regular monthly payroll at a salary of $125.00 per month which is grade "B" of the salary ordinance, also that Hugh Wells be advanced to grade "C" rating which is $140.00 per month, both effective as of March 1, 1940 and, on motion by Morehouse seconded by Chamness, the recommendation was accepted and ordered put into effect. Mayor recommends Mayor McCallen stated that he believed the men working on the increase in salary for trash truck should have an increase in salary due to the fact that the men on trash truck work is more difficult than the ordinary labor jobs. The matter was taken under advisement by the City Council. • Application pp On motion by Talbert seconded by Chamness, the application of approved Annette Bailey to operate confectionery at 116 Main Street was approved. Claim e Denio, The Clerk presented and read claim of Denio, Hart, Taubman and " Hart,, Taubman & Simpson Simpson dated March 9, 1940 in which demand is made for payment of certain alleged oil royalties. The claim was ordered filed. Red Cross The Clerk read a letter from Robert.Hosmer, president of the H. B. branch of the Red Cross asking that the City appropriate h sum of money equal to the net receipts to be received from one evening's dance during the week March 18th to 23rd for the benefit of the Red Cross and, on 426 Page 2, Minutes March 18, 194o motion by Chamness seconded by-L'Talbert, the Council agreed to appropriate net proceeds of Thursday night, March 21, 1940. The Clerk read a letter from Buxton Neon Sign and Dis- Agreement pier reconstruction Mr. Bundy Protest - On Sale Beer at 2139 Main Verbal protests Neon sign Mr. Chester Dale W.P.A. play agreeing to cancel a repair job of $63.83 provided the City would enter into an agreement to pay them $144.00 at the rate of $6.00 per month for the period August 12, 1939 to August 11, 1941, for the maintenance of all Neon tubing, electrodes, transformers, high-tension cable and all working parts of the overhead sign at the intersection of Main Street. and Ocean Avenue and, on motion by Chamness seconded by Morehouse, the Mayor and City Clerk were authorized to execute same on behalf of the City. The Clerk presented and read an -agreement between the City of Huntington Beach and Elliott, Stroud, Seabrook covering the reconstruction of the municipal pier, this agreement being an aMendment to an original agreement entered into between the above named parties on March 4, 1940 and, on motion by Talbert seconded by Chamness, the Mayor and City Clerk were authorized to execute same on behalf of the City. Mr. F. E. Bundy, president of the Chamber of Commerce, appeared before the City Council and asked that a Neon sign indicating the location of the Chamber of Commerce and civic center be placed near the intersection of Fifth Street and Ocean Avenue. The matter was referred to Councilmen Morehouse and Talbert for their recommendation. The Clerk read a letter from J. S. Bales, 217 Main Street protesting the issuance of a license by the State Board of Equal- ization for an On Sale Beer parlor at 213t Main Street. The Clerk informed the Council that a number of verbal pro- tests had been made to the effect that the place was unsanitary from the view point of the Orange County Health Department, that the proposed location is in connection with living quarters of the applicant and that the applicant has two minor children resi- dent at the place of business and, on motion by Henrickson seconded by Chamness, the Clerk was directed to write the Board of Equali- zation requesting that license not be issued. On motion by Morehouse seconded by Talbert, the application of Annette Bailey to erect Neon sign at 116 Main Street was approved. The Clerk read a letter from City Engineer Overmyer to the effect that Mr. Chester Dale, Orange County Coordinator of the W.P.A. would like to meet with the City Council some day during the present week. The Mayor and City Council agreed to meet with Mr. Dale at 10:00 A.M.Thursday, March 21st, and instructed the City rl J 4 ft 1 1 0 0 Page 3, Minutes March 18, 1940 Tco • Engineer to contact Mr. Dale and arrange for the meeting at the City Hall. Fire Ins. on On motion by Henrickson seconded by Talbert, the City Clerk sewage dis- posal plant. was directed to secure from Huston, Suter and Huston fire insurance covering the sewage disposal plant for a term of three years, also fire insurance covering the Boy Scout cabin for a term of three . years to be written by Ila N. Dabney. Contract - On motion by Morehouse seconded by Talbert, the Mayor and City KF OX Clerk were authorized to execute contract with K.F.O.X. covering spot • announcement during the week March llth to 18th, 1940. Ins. of The Clerk read the following letter from Robbins -Henderson, Ltd., reconstruct- ion of pier 107 West 5th Street, Santa Ana: "To The Honorable City Council, City of Huntington Beach. PROPOSAL FOR INSURANCE ON MUNICIPAL PIER The following proposal for insurance on the municipal pier is pre- sented on behalf of Huston, Suter & Huston and C. H. King of Hunting- ton Beach, and Robbins -Henderson and Richard G. Robbins of Santa Ana. Proposal is as follows: $100,000 insurance on the pier Premium, $4,500 for three year term Coverage: Wind and/or wave Collision and/or allision Proposed form, as approved by the underwriters, is available for your examination. - Insurance offered to be written in a capital stock insurance company admitted to do business in California, and with a Best's rating of A plus. Acceptance of the proposal may be made to the undersigned, on behalf of the above named agents. We can bind coverage immediately on your acceptance. Robbins President -10 Motion Whereupon the following motion was made by Councilman Talbert: "That the City Clerk be authorized to acknowledge receipt of the above named y letter and order an insurance policy in accordance with the terms of said letter. Said policy to be dated as of April 1, 1940 and premium to be paid at the meeting of the City Council to be held at 7:30 P.M. Monday July 1, 1940.t1 Motion was seconded by Councilman Henrickson, put and carried unanimously. American The Mayor called attention to a proposed ordinance sponsored by Legion - Emergency the American Legion relative to the organization of emergency units units composed of legionaires to be called upon during times of disaster such as earthquakes, etc., same was referred to Councilmen Henrickson and Chamness and to City Attorney Overacker for their study and recommendation. 428 Page 4, Minutes March 18, 194o Demands On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid.
