MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, April 1, 1940.
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor McCallen.
Councilmen present: Morehouse, Talbert, Henrickson, McCallen.
Councilman Chamness arrived at 7:45 P-M.
Councilmen absent: None.
Minutes On motion by Henrickson seconded by Talbert, minutes for the month
of March were approved as read.
Application On motion by Henrickson seconded by Morehouse, the application of

works Phillip A.'Racine to sell fireworks at 113 - 3rd Street was approved pro-
viding the full license be paid In advance and sales be made in accordance
' with city ordinances.
Monthly On motion by Talbert seconded by Chamness, monthly reports of the city

collector were accepted and ordered filed.
Delinquent Judge Patton informed the Council that he was not ready to make a re -
wheel tax
port on delinquent wheel tax license but would do so in the near future.
W.P.A. The Clerk read a letter from the Works Progress Administration calling
attention to "America's Unfinished Business Week" May 20th to May 25th, 1940.
The letter was ordered filed.
Drumm,Tucker The Clerk read a.letter from Irumm, Tucker & Drumm, special attorneys
& Drumm
in the case Denio et al against the City of Huntington Beach stating that
the trial had been set ahead for sometime in September. The letter was
`• ordered filed.
Orange Daily The Clerk read a letter from the Orange Daily News soliciting advert -

ising. No action was taken by the City Council.
• Garden Club - On motion by Talbert seconded by Henrickson, the Council voted to
appropriation
appropriate the sum of $30.00 to be used in assisting the Garden Club
during their flower show April 18th and 19th, also that charges on Memo-
rial Hall be waived for the show.
Mrs. Dabney The letter of Mrs. Ila N. Dabney requesting insurance on Memorial
Ins.
Hall was referred to the City Clerk.
Application The application of Harry Stephenson for position with the City was
read and filed for future reference.
So. Calif. On motion by Henrickson seconded by Talbert, contract between the City

contract of Huntington Beach and the Southern California Telephone Company was approved
and the Mayor and City Clerk authorized to execute same on behalf of the City.
Liquor The Clerk informed the Council that he had on file "Notification of
license Liquor License Application" from the State Board of Equalization by Charlotte

T. Cresse, 112 - l9th Street. The Clerk informed the Council that
no objections to issuing the license had been received whereupon
the Mayor asked if there were any councilmen or anyone in the
audience who had objections. There being none, no action was taken
by the Council.
Letter from C.
of C e The Clerk read a letter from the Huntington Beach Chamber of
Ocean front
Commerce recommending that the City lease from the Huntington Beach
Company the ocean front from the pier to 12th Street at the nominal
sum of $1.00 per year. Mayor McCallen stated that he had discussed
the matter with Mr. James Lawshe who seemed agreeable to such an

arrangement. Action was deferred until the new City 'Council takes
•
its seat following the April 9th election.
Neon sign
On motion by Morehouse seconded by Henrickson, the application

approved.
American Red On motion by Henrickson seconded by Talbert, the Clerk was

directed to write to the president of the Huntington Beach branch of
the American Red Cross to the effect that there were no net proceeds
from the dance held at the pavilion Thursday, March 28th.
Appropriate
$6.50 The Clerk read a letter from the City Clerk to the City Council
per month to

recommending that the City appropriate the sum of 46.50 per month to
apply on rental of new quarters for the W.P.A. sewing project and
that an expenditure of not to exceed $20.00 be allowed for plumbing
and electrical repair work in the room at the rear of the Security
First National Bank building and, on motion by Talbert seconded by
Morehouse, the plan was accepted and approved and the clerk directed
to so notify the W.P.A. in Santa Ana.

made sponsor's agent in the matter of filing application with the
W.P.A., Santa Ana, for six typists and clerks to copy resolutions,
contracts, deeds and other instruments in the clerk's office; to
copy and file records in the engineer's office including maps and
drawings.
Demands On motion by Talbert seconded by Chamness, demands approved by

the Finance Committee were ordered paid.
E.C.Errington On motion by Henrickson seconded by Chamness, E. C. Errington
to Police Dept.
was transferred from the Street Department to the Police Department
as of April 16th, 1940, salary $145.00 per month.
Not observing Councilman Henrickson stated that automobile drivers were not in
stop sign at Main
& Walnut some instances observing the stop sign at the intersection of Walnut
and Main Streets, the matter was referred to the Chief of Police.

Delaware &s Mrs. Svella White informed the Council that considerable reckless
Frankfort
driving was being done at the intersection of Delaware and Frankfort.
This matter was referred to the Chief of Police to investigate and make
recommendations.
Mr. Bundy - Mr. F. E. Bundy, president of the Chamber of Commerce, addressed the
49 acres
Council and urged that some action be taken to acquire the 49 acre tract
at the easterly p.00tion of the City for the purpose of inducing airplane
manufacturers to locate here. Action was deferred by the City Council until
after the formation of the new Council following the April election.
Claim of The clerk presented and read claim of Mrs. Ila N. Dabney in the amount
Mrs. Dabney
of $25.00 for damages on account of alleged obstruction at the alley be-
tween Ocean Avenue and Walnut Avenue on the westerly side. The matter was
referred to the City Attorney who in turn was authorized to consult with
the insurance company.
' Drainage The matter of the need of better drainage in the vicinity near 17th
and Ocean Avenue was discussed and referred to the new City Council.
On motion by Talbert seconded by Chamness, the Council adjourned
' until Monday, April 15, 1940.
