MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, April 22, 1940
Pursuant to adjournment of April 15th, 1940, the City Council
met and was called to order at 7:30 P. M. by Mayor McCallen.
Councilmen present: Chamness, Gr�ble, Talbert, Morehouse, McCallen.
Councilmen absent: None.
Sign for Fly Byrl Harper addressed the Council and requested permission for
casting club
the Fly Casting Club to erect a sign_designating ,location of the Club.
He was referred to -the City Engineer and asked to file the usual •
application.
Plant Propaga- The Clerk read a letter from City Engineer Overmyer calling

attention to "CO-Sponsor's Application State -Aide Plant Propagation"
and, on motion by Talbert seconded by Chamness, the City Council ap-
proved the project in accordance with the terms of the application and
appointed Harry A. Overmyer, city engineer, as sponsor's agent on
behalf of the City of Huntington Beach.
Application The application of Roy V. Watts for position as assistant care-
taker at the trailer camp was referred to the Beach and Pier Committee.
American Red The Clerk read a letter from the American Red Cross, Huntington
Cross
Beach Chapter, thanking the Council for its willingness to support the
Red Cross. The letter was ordered filed.
Deputy city The Clerk read a letter from City Treasurer W. M. Clegg relative
Treas. appointed
to the appointment of Myrtle E. Herlinger to act as deputy city treas-
urer and, on motion by Chamness seconded by Morehouse, the appointment
was approved in accordance with the recommendation.
Mr. Heitzman - A letter was read from Byron E. Heitzman relative to an accident

on April 14th in which his son Donald was injured while using swing on
the beach playground. The Clerk was directed to send a copy of the
letter to the City Attorney for his file. •

Fine tree On motion by Morehouse seconded by Talbert, the City Engineer was

Orange Co. League The Clerk read a letter from the Orange County League of Municipalities
of Mun.
calling attention of the Council to the April meeting of the League to
be held at the Elk's Club, 423 No. Los Angeles Street, Anaheim; dinner •
at 6:45 P.M. Thursday evening, April 25th. The Mayor stated that he and
four others would attend the meeting.

Petroleum The Clerk presented and read application for oil well permit by the Petroleum

Company to drill No. 6 on Lots 19 and 20, Block 2003, vista Del Mar. Application
was accompanied by bond and agreement properly executed. This being a wooden

the permit. There being none, on motion by Grable seconded by Talbert, the appli-
cation was approved and the city engineer directed to issue permit. Motion put
and carried by the following vote:

ABSENT: Councilmen: None.
Neon sign The Clerk presented and read application to erect Neon sign by Cecil J.
Kinsey; at 104 Main Street and, on motion by Chamness seconded by Talbert,
same was approved.

Sowest Ex. well The Clerk presented and read application for oil well permit by

by Morehouse seconded by Chamness, the application was approved.
Termo Co. The Clerk presented and read application for oil well permit by

by Morehouse, the application was approved.
Fee #3 The Clerk presented and read application for oil well permit by the
Teruo Company to drill Fee No. 3 and, on motion by Grable seconded by
Talbert, the application was approved.
FEE #4 The Clerk presented and read application for oil well permit by the
Termo Company to redrill well, Fee No. 4, and on motion by Chamness
seconded by Morehouse, the application was approved. Motion put and
carried by the following vote:
AYES: Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
The Clerk read a letter from the Termo Company asking permission to
extend the rotary engine and base over the sidewalk on 20th Street to a

distance not to exceed three feet for the purpose of redrilling Fee No.
4 and, on motion by Chamness seconded by Morehouse, permission was granted '
providing the obstruction on the sidewalk be amply protected with rail-
ing by day time and in addition thereto, red lights at night.
Charges waived

On motion by Talbert seconded by Morehouse, the request of the Community

Leasing beach
The matter of leasing beach front from the Huntington Beach Company was

referred by the Mayor to the Beach and Pier Committee to meet with James
Lawshe at 2:30 P.M. April 23d, after which the Beach and Pier Committee is
to meet with the City Attorney and assist him in preparing a lease form to

State Park
On motion by Chamness seconded by Talbert, the City Clerk was directed
to write J. H. Covington, secretary State Park Commission and invite him
to meet with the City Council and discuss the matter of purchasing ocean
frontage between Huntington Beach and Newport Beach for park purposes.

The Mayor announced that he had appointed the following committees

Demands On motion by Chamness seconded by Talbert, demands approved by the
Finance Committee were ordered paid.
Gasoline This being the time set for awarding bids for furnishing the City with
Contract
gasoline for the year beginning March 20, 1940 and closing March 19, 1941,
on motion by Chamness seconded by Talbert, the bid of the Standard Oil Company
in the amount of .0987 was accepted and all other bids rejected.
Fire Ins. The City Clerk was directed to prepare a statement showing the average
cost per $100.00 of fire insurance under the present plan to be compared with
the blanket rate recently submitted the City and submit same to the City Council
at its next meeting.
' Wheel tax
The Mayor suggested that the Police and Fire Committee meet with the City
License
Judge and ascertain what action is being taken to collect wheel tax license
and report their findings to the City Council at next meeting.
Stop signs The matter of installing stop signs on Frankfort Street in the vicinity of
its intersection with Delaware Avenue was referred to the Police Committee to
investigate and report back at next meeting.
Intersection The matter of improving the intersection of Frankfort Street with Highway
Hiway 39
No. 39 so as to lessen accident hazards was referred to the Streets and Parks
Committee to confer with the City Engineer and the State Highway Commission and
report their recommendation at next meeting of the City Council.
Alley The Mayor instructed the City Engineer to write Henry Woolner relative to
deeding the City certain property for alley purposes in Block 605, Vista Del
Mar, and request a reply: from Mr. Woolner.
Refining The matter of removal of the Richfield Oil Company's refining plant from

its present location at 12th and Palm was referred to the Streets and Parks
Committee.
Budgets The Mayor suggested that all heads of departments prepare and submit budgets
to the city controller on or before June 1st.
Major dis- The matter of adopting a major disaster ordinance as recommended by the

American Legion is to be studied by Councilmen and discussed at next meeting

City Emp® Councilman Morehouse stated that he had been contacted by local business

men who claimed employees of the city do not patronize Huntington Beach merchants
• as they should.and suggested that the matter be brought to the attention of the
employees and, on motion by Morehouse seconded by Chamness, the Clerk was directed
to prepare a letter and inform employees that they are in reality employees of
the voters, tax payers and merchants and recommend that they trade at home as

much as possible. The same to be attached to their pay checks.
Dances on Councilman Chamness stated that he and his committee had decided
Wed. nights
to hold regular dances on Wednesday nights as an experiment and that
if well attended, they would continue on Wednesday nights as well as
Friday and Saturday.
On motion by Chamness seconded by Grable, the Council adjourned.
