M. by Mayor McCallen. Councilmen present: Chamness, Grable, Talbert, Morehouse, McCallen. Councilmen absent: None. Minutes On motion by Talbert seconded by Chamness, minutes for the month,of April were approved as read. IP5 Angling & The Clerk read a letter from the Chamber of Commerce asking C0 Casting Club • r� the City Council to appropriate the sum of $250.00 to defray general expenses of the loth Annual Western Tournament of the Angling and Casting Club to be held in Huntington Beach July 19th, 20th and 21st and, on motion by Morehouse seconded by Talbert, the Council allocated not to exceed $50.00 immediately and to allocate not to exceed $200.00 to be paid from the 1940-1.941 budget. Application The application of James H. Kennedy to conduct the business of ' denied 1 sale of soft drinks and social club on the second floor of the 0°Barr building was read and, on motion by Talbert seconded by Morehouse, the request was denied. Approved On motion by Talbert seconded by Chamness, the application of Vita Azzara to operate concession #12, Huntington Beach Company pavilion, was approved. Approved On motion by Chamness seconded by Grable, the application of Mrs. Herman Lang to operate milk depot at 520 Main Street was approved. Lights The Clerk read a letter from the Chamber of Commerce relative to more adequate lights in the business district and along the ocean front and, on motion by Chamness seconded by Talbert, the City Engineer was authorized to request the Southern California Edison Company to erect lights easterly from Main Street in accordance with plans outlined by Councilman Chamness and the City Engineer. It being understood that the M Southern California Edison Company is to secure the necessary permits from the State of California highway department. The matter of other lighting recommended by the Chamber of Commerce was referred to the Beach and Pier Committee. Councilman Morehouse stated that there were some unnecessary light globes on the archway. This matter was referred to the streets and parks committee for their report. 42 Page 2, Minutes May 6, 1940 Blossom - The Clerk read a letter from Chief of Police Grant to the effect Assistant Chief of Police that he had appointed officer D. M. Blossom to the position of assistant chief of police and, on motion by Chamness seconded by Talbert, the ap- pointment was approved effective July 1, 1940 and to continue at the. will and pleasure of the Chief of Police and the City Council. Salary to be in accordance with classification "A" of the salary ordinance, namely: $190.00 per month. Sec. -First Nat°1 On motion by Chamness seconded by Grable, the City Council by un- bank - depository animous vote designated the Security -First National Bank of Los Angeles, Huntington Beach branch, as the depository for the funds of the City of Huntington Beach, same to continue and be in full force during the will and pleasure of the City Council of the City of Huntington Beach. Safety deposit On motion by Chamness seconded by Morehouse, City Treasurer W. M. box Clegg was authorized to have access to the safety deposit box of the City of Huntington Beach located in the vault of the First National Bank in Santa Ana until further notia.e in writing to said bank. Lease of beach The Clerk read a Memorandum addressed to Mayor McCallen and signed front by James S. Lawshe relative to the leasing of beach front to the City Blanket fire insurance Celebration and, on motion by Talbert seconded by Chamness, the matter was referred to the City Council as a committee of the whole until Monday, May 13th meeting of the City Council. The Clerk read a letter signed by the City Clerk addressed to the City Council relative to proposed blanket fire insurance for the City. The letter stated in part that under the blanket rate, the cost would be about the same to the City as at the present time. On Motion by Talbert seconded by Grable, the City Council voted unanimously to adopt the blanket plan at a rate not to exceed $1.20 per hundred for a three year period; that the fire insurance of the City be divided equally among the four active insurance agents, namely: Huston, Suter and Huston, C. H. King, J. K. McDonald and Ila Dabney; allocation to be made as soon as valuation figures are compiled and a standard form of insurance sub- mitted to and accepted by the City Council, but not before July 1, 1940. Mr. Bundy, president of the Chamber of Commerce, introduced Mr. Harper, manager of the Studebaker agency of Huntington Beach, who read a proposed program for a celebration beginning May 30th and continuing through May 31st, June 1st and June 2d. The letter stated that the cost of the celebration would be approximately $664.00 and requested that the City appropriate the sum of $300.00 to help defray expenses. Decision by the City Council was deferred to its meeting of May 13, 1940. Page 3, Minutes May 6, ' 194o 44.3 Mrs. B rose- The Clerk read a letter from former assistant treasurer Grace vacation M. Brose asking that the City Council allow her a two weeks vacation with pay and, on motion by Grable seconded by Morehouse, the request was granted. State Desks The Clerk read a letter from J. H. Covington to the effect that Mr. NewtonB. Drury, investigating officer of the State Parks Committee, would determine a date on which he will be able to meet with the City Council and discuss State Parks. As soon as this date is determined upon the City Council will be advised. Dance onm The Clerk read a letter from D. E. Burry of the 1.0.0 F lodge ask- IOOF lodge' ing that the Council waive rental charge on the dance pavilion May 24th for the purpose of holding a lodge dance in conjunction with the City's Old Timers° dance and, on motion by Talbert seconded by Grable, the Council voted to waive the charge and directed the Clerk to so notify. Mr. Burry. Application The Clerk read a letter from Lawrence A. Mollica making applica- • tion for work with the City, same was ordered filed., Mr.Bales The Clerk read a letter from Wm. M. Bales asking permission. to use Lot 19, Block 105, for gardening. Matter was referred to the Chief of Police. James Clark to On motion by Talbert seconded by Cham ness, the sum of $20.00 was Sew.conv. allocated to defray expense of James Clark in attending the California • Sewage Workers' meeting at Avalon May 20th and 21st, 1940. S.R.A. The Clerk read agreement for ASSIGNMENT OF RELIEF WORKERS, Form S.R.A. 467, between the City of Huntington Beach and the State Relief Administration in which the City agreed to pay to the State Administra- tion an amount equal to twenty per cent of the monthly direct relief budget Fixed and paid by the Administration. The project to which relief work- ers shall be assigned is described as follows: Beach, municipal camp grounds and park maintenance and crossing guards. Whereupon the following motion was made by Councilman Talbert; "That the Mayor and City Clerk be autho- rized to execute the above named agreement on behalf of the City of Hunt- ington Beach." Motion seconded by Councilman Grable, put and carried unanimously. John Bonell - The Clerk read a letter from City Engineer Overmyer recommending Salary increase that the salary of assistant engineer John Bonell be advanced to class- ification "B" of the ordinance, effective May 1, 1940, salary $150.00 • and, on motion by Grable seconded by Morehouse., the recommendation was approved and made effective as of May 1, 1940. Lease- On motion by Chamness seconded by Talbert, the City Engineer was autho- • PE Ry.Co. rized to write the Pacific Electric Railway Company and ask for lease covering a strip of right-of-way on the easterly side of the Pacific Electric tracks between First Street and the municipal trailer camp Page 4, Minutes May 6, 1940 444 grounds; the City to pay a nominal rental and annual taxes in return for use of the ground. Surety bond - On motion by Talbert seconded by,Chamness, the surety bond A.D.Moodie of A. D. Moodie was approved and ordered filed. Surety bond On motion by Morehouse seconded by Grable, the surety bond H.N.Newland of Helen N. Newland was approved and ordered filed. Surety Bond- On motion by Chamness seconded by Talbert, the surety bond M.E.Herlinger of Myrtle E. Herlinger was approved and ordered filed. Southwest Ex. Co.- On motion by Chamness seconded by Talbert, application of the State Well #27 Southwest Exploration Company to drill well known as State No. 27 was accepted, approved and ordered filed. • Reso..0867 The Clerk read Resolution No. 867, cancelling taxes on certain cancelling taxes property and, on motion by Chamness seconded by Morehouse, Resolution g` No. 867 was passed and adopted by the following vote: E AYES: Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: None. Demands On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid. Councilman Chamness Mayor McCallen advised the Council that he had appointed Council - on Recreation Committee man Chamness on the Recreation Committee to succ-eed retiring Council- man Henrickson and, on motion by Grable seconded by Morehouse, the appointment of Councilman Chamness on the Recreation Committee by Mayor McCallen was approved. Claim referred to The Clerk read an informal claim made by Byron Heitzman, 700 Ins. Co. Orange Grove Street, Alhambra, on account of alleged injury of his son, Donald, on April 14th while using beach playground equipmenp and, on motion by Chamness seconded by Grable, the City Clerk was directed to send copies of the claim to the insurance company.. Planning The Clerk was directed to write the Planning Commission to the Commission effect that the City Council will appoint members to the commission at its meeting May 13th. Deed for strip On motion by Talbert seconded by Chamness, the City Attorney for alley was authorized to prepare a deed from Henry Woolner to the City for a portion of Lot A, Block 605, Vista Del Mar Tract, to be used for r alley purposes, also.a deed from Lillie W. Smith to the City of Huntington Beach for the same purpose. Palm trees On motion by Talbert seconded by Grable, the City Engineer was authorized to remove approximately half of the palm trees along Wesley Avenue running through the Huntington Beach golf course and trim the remaining trees, also to contact probable purchasers for the palms being removed. , Stop signs Chief of Police Grant recommended four way stop signs at the intersection of Delaware and Frankfort and two way stop signs at Page 5, Minutes May 6, 1940 .445 intersection of Frankfort and Alabama. No action was taken by the Council. On motion by Talbert seconded by Chamness, the Council ad- journed until 7:30 P.M., Monday May 13th, 194o. C. City Gler _and ex-officio CleFE of the City Council.
