The special meeting of the Huntington Beach Planning Commission was called to order at 7:30 P.M. by vice-chairman Wilson. Members present: Bristol, Osborn, Overacker, Wilson, Purr, DeBritton, Terry, Elliott and Englneer Parks. Members absent: Overrpyer. Minutes .Minutes for the months of March and April were approved as read. Nev, Members Chairman Wilson welcomed the new members, Bristol and Osborn, on the board. Election of Chairman Wilson announced to the members that officers this was the da to set for electing new officers to the Commission and in connection he stated for the benefit of the new members that it had been the policy of the Commission in the past, and he hoped it would be in the future, to limit the duties of the Planning Commission to the usual duties prescribed by law for such a body. A.F.Wilson - DeBritton nominated A. F. Wilson for the office chairman of chairman during the ensuing year. There being no other nominations, on motion by Elliott seconded by Osborn, the nomination was closed and the secretary Instructed to cast a unanimous ballot for Wilson. W.J.Bristol DeBritton nominated W. J. Bristol as vice - vice -chairman chairman for the ensuing year and, on motion by Elliott seconded by Osborn, the nomination was closed and the secretary directed to cast a unanimous ballot for Bristol. C.R.Furr, Elliott nominated C. R. Furr for secretary for secretary the ensuing year. There being no further nominations, on motion by DeBritton seconded by Osborn, the nomina- tions were closed and the chair directed to cast a unanimous ballot in favor of Furr for secretary. The secretary read a letter from the City of Orange Co. Fullerton Planning Commission inviting members of the meeting Planning Commission in Orange County to join a meeting to be held on May 29th at 7:30 P. M. in the Council Chamber of Fullerton, 123 W. Wilshire Avenue. A number of members indicated that it was their intention to be present at the meeting. The following budget for the ensuing year was Budget presented by Engineer Parks: Printing $75.00 Maps for zoning, street lay- outs, set -back areas and for advertising purposes 330.00 Membership in associations & School of Government 28.00 Clerical help 5.00 Consulting engineer 225.00 Advertisements and other Expenses in conducting public hearings 50.00 Office supplies 25.00 Total - $780.00 1 • • • • • • C] • On motion by Osborn seconded by Bristol, the chair- man and secretary were authorized to submit the above bud- get to the City Council for its consideration. Eng.Parks Engineer Parks stated that he would be willing to attend all meetings of the Planning Commission and do the ordinary work required at such meetings for the sum of $15.00 per month. That in the event he was required to prepare additional maps, the rate would be $50.00 per month and, on motion by Elliott seconded by DeBritton, the Com- mission voted unanimously to recommend to the City Council that Mr. Parks be retained at a salary of $15.00 per month beginning May 15, 1940, and to continue at the will and pleasure of the City Council. Coast defense- Commissioner Osborn addressed the members concerning Mr. Osborn the matter of coast defense in cooperation with the Federal Government. He read a proposed resolution to be sent to Senators Johnson and Downey and Congressman Sheppard, to the Secretary of War and Secretary of Navy and to the President of the United States offering to assist the War Department in establishing a defense unit in or near the City of Huntington Beach. Mr. Osborn stated that it was the desire of the Mayor that the Planning Commission endorse the resolution and after securing the signatures of the Mayor and City Council and officers of the Planning Commission forward same to the above named federal officers. Commissioner Elliott said that he felt that the re- solution -and such action as called for was not strictly a function of the Planning Commission; that he believed such an offer should come from the city governing body rather than from the Planning Commission. His opinion was concurred -in by Terry, Furr and others, whereupon the following motion was made by DeBritton: "That the commission go on record in favor of cooperating with any defense measure when so recom- mended by the City Council". notion seconded by Terry, put and carried unanimously. Amusement zone The matter•of amusement zoning was discussed generally but no action taken by the commission. Duties Engineer Parks read an outline of the duties of a Planning Commission, also expressed his own opinion con- cerning such duties. Ocean Ave. Commissioner DeBritton expressed a desire that the Planning Commission urge the City Council to allocate a sum of money in the 1940-1941 budget for beautification of Ocean Avenue, First Street to 23rd Street. No action was taken by the Commission. w. J. Bristol The Chair appointed W. J. Bristol as a special committee- man to meet with other organizations in the County and discuss shore line planning and the problem of errosion. kmendment to On motion by Terry seconded by DeBritton, Chairman Wilson, by -laves Commissioners Bristol, Furr and Overacker were appointed on a committee to submit an amendment to the -by -Laws creating com- mitteemen in the commission. Vacation - On motion by Osborn seconded by Terry, Engineer Parks Mr. Parks was granted vacation June 22d to July 15th to attend the San Francisco Conference of Planning Commission. The secretary was directed to adjourn the regular meeting on May 29th to 7:30 P.M. Wednesday June 5, 1940. • • There being no,further business to come before the commission, the Chair declared it adjourned. 4011 CFairma-Planing omnission MINUTES Council Chamber, City Hall, Funtington Beach, Calif. Wednesday, June 19, 1940 The special meeting of the Huntington Beach Planning Commission was called to order at 7:30 P.M. by Chairman Wilson. Members present: Overmyer, Elliott, DeBritton, Bristol,, Furr, Wilson and Engineer Parks. Members absent: Terry, Osborn, Overacker. By-laws - After some discussion, on motion by Overmyer seconded change in by DeBritton, Attorney Overacker was authorized to amend meeting the By-laws of the Commission making the regular meeting date the last Thursday in each month. Amusement The secretary read a letter from the City Council zone referring to the Planning Commission and application to operate an amusement zone in Block 102 on Ocean Avenue. Also a petition signed by a number of residents object- ing to the issuance of a permit and, on motion by Elliott seconded by DeBritton, the secretary was directed to.in- form the City Council that Block 102 is located in the Proposed business district as outlined by a proposed ordinance Ord. to be submitted to the City Council by the Commission. The above named ordinance provides that amusement enter- prises may be located in the business district. Members of the Commission proceeded to read and discuss the pro- posed ordinance covering zoning as submitted by Engineer Parks. The matter was carried over until next meeting of the Commission.
