Council Chamber, City Hall,
Huntington Beach, Calif.
Monday, June 10, 1940
Pursuant to adjournment of June 3rd, the City Council met and
was called to order at 7:30 P. M. by Mayor McCallen.
Councilmen present: Grable, Talbert, Morehouse, McCallen.
Councilman Chamness arrived at 7:55 P. M.
Councilmen absent: None.
Baltimore St.
The Mayor informed the Council that he and some of the Councilmen
and Engineer Overmyer had investigated the feasibility of opening
Baltimore Street through to Orange Avenue, also the straightening out
of the point at the intersection of First, Lake and Orange Avenues and,
on motion by Chamness seconded by Grable, the City Engineer was directed
to prepare a plot and an estimate of cost for doing the above named work.
Application
On motion by Talbert seconded by Morehouse, the application of
approved
George Soffou to operate cafe at 304 Ocean Avenue was approved.
Neon sign
On motion by Talbert seconded by Morehouse, the application of
Macmillan Petroleum Company to erect Neon sign on their station at

Second and Ocean was approved.
Lease with P. E. Ry.Co.On motion by Talbert seconded by Grable, the Mayor and City Clerk
were authorized to execute a lease between the Pacific Electric Company
and the City.of Huntington Beach covering a 12 foot strip of Pacific
Electric Railway Company's Newport Beach line right of way north side
of tracks, south side of Ocean Avenue between First and A Streets,
Huntington Beach.
Tax deeded The Clerk called the Councilmen's attention to certain tax deeded

lots upon which were located producing oil wells and a residence and,

on motion by Talbert seconded by Chamness, the matter was referred to
the City Attorney t.,o take such action as is necessary to collect taxes

and clear up title i,o the lots. Councilman Talbert and Morehouse were •
appointed on a committee to work with the City Attorney on this matter.
Life Guards The Clerk read a recommendation from Delbert Higgins relative to
the employment of life guards and their salaries and on motion by More-
house seconded by Grable, the matter was referred to the Beach and
Pier Committee.
Extension of The Clerk read a letter from Elliott -Stroud -Seabrook requesting
time on pier �
an extension of 25 working days in which to complete the reconstruction
of the municipal pier and, on motion by Chamness seconded by Grable, the
Councilvoted to extend the time for completion of pier to and includ-
ing July 2, 1940 without penalty.
Improvement of 'The matter of straightening and improving 12th Street and Magnolia

t Acacia Avenue was referred to the Streets and Parks Committee.
H. B. Co. - The Clerk read a letter from James S. Lawshe, manager of the
lease
Huntington Beach Company, relative to leasing to the City ay.'portbn.:of
the beach front between Main Street and 9th Street. The letter was re-
ferred to the Beach and Pier Committee for their recommendation.
Southwest The Clerk informed the Council that he had written the Southwest
Ex. Co.
Exploration Company relative to amount due the City in accordance with
contract dated November 3, 1938 and that no reply had been received.
Whereupon the following motion was made by Councilman Chamness; "That the
City Attorney be authorized to take the necessary legal steps to collect
in accordance with that certain agreement between the City and the South-
west Exploration Company dated the 3rd day of November, 1938". Motion
seconded by Councilman Talbert, put and carried unanimously.
.( Contract - On motion by Talbert seconded by Chamness, the Mayor and Clerk were
DeGuelle
authorized to execute a contract between the City and James DeGuelle to be
dated as of October 17th, 1940 and run for a period of three years at a
rental charge of $100.00 for the first year, $125.00 for the second year
and $150.00 for the third year.
Tideland Councilman Chamness stated that -he and the committee had met with the
ownership
• City Attorney and discussed the matter of tideland ownership but that no

definite action had been decided upon. The committee was continued by the
Mayor.
Demands On motion by Talbert seconded by Chamness, demands approved by the
Finance Committee were ordered paid.
Live bait The matter of erecting a building for Miss Montgomery to operate live
stand
bait stand on the municipal pier was referred to the Beach and Pier Committee.
On motion by Chamness seconded by Talbert, Council adjourned until
7:30 P. M. Monday, June 24th, 1940.
