MINUTES
Council Chamber, City Hall,
Huntington Beach, Calif.
Monday, June 24, 1940.
Pursuant to adjournment of June loth, the Council met and
was called to order at 7:30 P.M. by Mayor McCallen.
Councilmen present: Chamness, Talbert, Morehouse, McCallen.
Councilmen absent: Grable.
Lease on bait The Clerk read a letter from Jack Long asking for lease on
stand - Jack Long
live bait stand on the pier also a letter from Maud Montgomery
stating that she had sold her business to Jack Long and asked
th6t a new lease be made and, on motion by Chamness seconded by
Talbert, the city attorney was directed to prepare a three year
lease with an option of two years extension in favor of T. H.
Long incorporating the same provisions as those in the contract
with J. W. Montgomery. The J.W.Montgomery lease was referred to
the city attorney for proper cancellation.
C. of C. The Clerk read a letter from the Chamber of Commerce asking
4th of July
that the Council allocate the sum of $750.00 to help defray expenses
of the Fourth of July celebration and, on motion by Chamness seconded
by Morehouse, the sum was allocated.
Application e The Clerk read an application for license from Fred W. Mack `
Fred W. Mack
to conduct the business of'selling cigars and soft drinks at 304
Walnut Avenue. The application also asked permission to operate
card games ona chair rental basis and, on motion by Talbert `
seconded by Chamness, application to sell cigars and.soft drinks
at 304 Walnut Avenue was approved and the application to operate
card games was,by permission of Fred W. Mack, stricken from the `
request.
Ideal Picture Corp. e The Mayor appointed Councilman Chamness on the Finance Committee.
request denied
The Clerk read a letter from Ideal Picture Corporation addressed
to the City Engineer asking permission to conduct moving picture
shows in Lake Park each Friday night for the remainder of the summer
and, on motion by Chamness seconded by Talbert, the request was
denied and the City Engineer directed to so notify Mr. R. H. Shepard
the manager.
C. of C. e The Clerk read a letter from the Chamber of Commerce asking
merry-go-round, etc
permission to allow merry-go-round, Perris wheel and other types
of children rides to be operated during the period of July 3rd to
7th exclusively for the benefit of the Fourth of July celebration
and that license fee be wgived and, onnotion by Chamness seconded
by Morehouse, permission was granted.

• Application - On motion by Chamness seconded by Morehouse, the application
fire works
of Mrs. Claude Fredrick to sell fireworks at 126 Main Street was
approved.
Fireworks - The Clerk read a letter from the Chamber of Commerce asking per-

mission to shoot and display fireworks from the second T of the munici-
pal pier on the night of July 4th at eight o°clock P.M. Accompanying
• the application was a bond in the penal sum of $1,000.00 as required by
law. On motion by Talbert seconded by Chamness, permission was granted
with the provision that the display should be under the supervision of
• the Fire Chief and the Chief of Police of the City of Huntington Beach.

help and that the net proceeds of the dance go to the,Chamber of Commerce.
On motion by Morehouse seconded by Chamness, the request was granted.
Bond approved On motion by Chamness seconded by Talbert, the license bond of H. 0.
Sanderson and H. M. Mylar, doing business as Electric Motor Repair Shop,
was approved.
Scrap iron The Clerk read an excerpt from the California Assembly Journal re-
commending that all cities provide a yard for the collection of scrap
iron to be furnished to the government of the United States and, on motion
by Talbert seconded by Chamness, the city engineer was directed to select
a lot within the City for such purpose.
Street light - The Clerk read a letter from M. G. Jones of the Union High School
high school
` asking that the City accept charges for street lighting now being charged
to the high school and that when paid by the City to bill the high school
direct for the amount. There being no objections, the Clerk was directed
4 to comply with the request.
Parade - The Clerk read a letter from the Chamber of Commerce inviting the
City Council to enter the parade July 4th. The Clerk was directed to in-
form the Chamber of Commerce that the City Councilmen would provide a
decorated car.
Orange Co. The Clerk read a letter from the Orange County League of Municipalities
League of Mun.
stating that the next meeting would be held in Huntington Beach June 27th at
the Golden Bear Cafe.
Comp.Ins. The matter of compensation insurance for S.R.A. crossing guards was

• referred to the City Attorney to determine whether or not the City would be
liable in the event of personal injury to one of the guards.

Southwest The Clerk presented and read an application from the South-
Exp. -State
Well #30 west Exploration Company for permit to drill well known as State
No. 30 to be located 125 feet northerly and 1871.36 feet westerly

intersection center lines Ocean Avenue and 23rd Street. The .appli-
cation was accompanied by agreement and blue print of location and,
on motion by Chamness seconded by Morehouse, the application was
referred to the City Attorney to check up and determine whether or
not the .bond of the Southwest Exploration Company is sµfficient;
report to be made to the City Council at its next meeting, July 1, 1940.
The matter of blanket coverage insurance was deferred and the
clerk was directed to secure a rate covering all property except the
sewage disposal plant.
On motion by Talbert seconded by Chamness, demands approved
by the Finance Committee were ordered paid.

The Mayor stated that the City Council had been invited to
attend a breakfast to be held by the Belmont Businessmen's Asso-
ciation at 7:30 A. M. Wednesday, June 25th.
Mr. Olson Councilman Chamness stated that he had been endeavoring to
fishing barge
contact Mr. Olson who holds a contract to operate a fishing barge ,
but.to date had not been successful. On motion by Talbert seconded
by Chamness, the Chief of Police was directed to contact Mr. Olson
and to ascertain whether or not Mr. Olson and associates intendet.o
operate fishing barge during the coming summer season. The City
Attorney was authorized to prepare a cancellation notice to be used
in the event Olson and associates decide not to operate. The Chief
of Police was also directed to make demand on Olson for amount due
the City for last season.
Improvement - City Engineer Overmyer presented a plot for the improvement of
intersection at
Baltimore the intersection connecting Baltimore Street with the west side and,
on motion by Chamness seconded by Talbert, the City Attorney was
authorized to ascertain ownership of the property described in the
plot and make application to the Railroad Commission for a crossing
and that the Mayor be authorized to verify the petition to the Rail-
road Commission. Motion put and carried unanimously.
Hartford St. Councilman Morehouse stated that he would like to see Hartford
Street improved through the property recently purchased by the City.
No action was taken by the Council.
Streets - Councilman Talbert stated that he had contacted owners of property
Blocks 411,412,
511.& 512 in Blocks 411, 412, 511 and 512 and that .they were willing to deed to
the City property necessary to straighten 12th Street and Magnolia
Avenue through the property and, on motion by Talbert seconded by
Chamness, the City Engineer and City Attorney were authorized to
.-prepare the necessary descriptions and deeds to be submitted to owners

• with the understanding that in the event deeds are made and accepted
that the City will at its own expense improve the streets through the
.....above named property by grading and oiling only:
Flood lights- On motion by Chamness seconded by Morehouse, the City Engineer w4s

authorized to paint sign at the arch and to install two -flood lights at
a cost not to exceed $64.00.
' Dances Councilman Chamness informed the Council that'he had discontinued the
Sunday afternoon dances.
Ham and Egg Mr. Potts addressed the Council and asked permission to use the stage
picnic
• July 14th on the beach and a few of the picnic tables on Sunday July 14th for the -
purpose of conducting a Ham and Egg meeting. Permission was granted.
On motion by Chamness seconded by Talbert, the Council adjourned.
