Monday, July 8, 1940 Pursuant to adjournment of July 1, 1940, the City Council met and was called to order at 8:30 P.M. by Mayor MaCallen. Councilmen present; Chamness, G rable, Talbert, Morehouse, McCallen. Councilmen absent; None. Board of Whereupon Mayor McCallen declared a ten minutes recess for the Equalization Council to go,in session as a Board of Equalization. Council again called to order at 8:45 P.M.,, all members of the Council present. Mun. Camp Grd. Reverend Frederick M. Crane of Beaumont addressed the Council relative to holding church services in the municipal auto camp. After some discussion with the City Council, it was decided not to hold the meeting. Drum & Bugle The Clerk read a letter from Joseph Rodman Post #133 asking that Corps the City Council allocate money to help defray expense -of the Legion Drum and Bugle Corps. After some discussion the City Council expressed a willingness to appropriate not exceeding $300.00 to apply on expense of sending the Drum and Bugle Corps to other cities providing the City Council is allowed to select the occasions. No further action by -the City Council. Application On motion by Morehouse seconded by Chamness, the application of Ted approved Bartlett for license to sell fireworks at 620 Ocean Avenue July 4th was approved. do On motion by Chamness seconded by Morehouse,, the license application of George M. Gelzer to operate service station at 520 Ocean Avenue was approved. Neon sign On motion by Talbert seconded by Grable, the application of Frank Harder for permission.to erect Neon sign at 109 - 5th Street was approved. Ord.#437 e The Clerk gave first reading of Ordinance No. 437, an ordinance of the 1st reading City Council creating a Major Disaster Emergency Council. Demands On motion by Talbert seconded by Chamness., demands approved by the Finance Committee were ordered paid. 12th St. & Councilman Talbert stated that in the matter of improving 12th Street Magnolia Ave. and Magnolia Avenue through the Methodist camp ground was progressing and that they were waiting for a -legal description. Councilman Talbert also reported that the committee appointed to investigate lease or purchase of acreage near the easterly city limits was making progress. He stated that he had caused a portion of the ground belonging to the Mills Land and Water Company to be cleared off for a temporary landing field. No action was taken by the City Council. 462 Page 2, Minutes -July 8, 1940 Weeds on acreage The matter of cleaning weeds on acreage adjoining the Currie ' Confectionery on Ocean Avenue was referred to the City Engineer to get- . • in touch with the land owners and request that same be cleaned off. Barge e Councilman Chamness reported that he had been in communication with Harry R. Pence Harry R. Pence, now operating a barge off Seal Beach, and that Mr. Pence was agreeable to move the barge off the coast of Huntington Beach. *here- upon, on motion by Talbert seconded by Morehouse, permission was given ' Harry R. Pence and associates to use the municipal pier landing for the loading and unloading of passengers to and from a fishing barge and to other fishing locations beginning Saturday, July 13, 1940, with the under- ' standing that Mr. Pence furnish the City with a $15,000.00 liability • insurance policy; that he agree to pay to the City 5% gross of all tickets sold; that the contract be for a period of three years with an option for an ' additional two years, dated as of April 1, 1940; that the contract be sub- ject to cancellation upon thirty days notice and that the city attorney be authorized to prepare a written contract along the above named lines in- ' eluding the fact that until further notice in writing the permanent address of Harry R. Pence is to be 228 - loth Street, Huntington Beach. Motion put and carried unanAnously. " Contract e The Clerk read a contract furnishing a certain location on the Thayne H.Long municipal pier to Thayne H. Long and, on motion by Chamness seconded by Talbert, the Mayor and City Clerk were authorized to execute same on behalf of the City. Salaries - On motion by Morehouse seconded by Grable, the following laborers operating the trash wagon in the Street Department were advanced to Class "D" $145.00 per month as of July 1, 1940 and to continue at the will and pleasure of the City Council; C. H. Ellis, ' E. E. Murphy, A. H. Campbell. do . On motion by Chamness seconded by Morehouse, the salary of Richard Beeson, park department, was increased to Class "B", $165.00 per month • beginning as of July 1, 1940 and to continue at the will and pleasure of the City Council. On motion by Morehouse seconded by Grable, the City Engineer was ` directed to notify the park superintendent to lay off three men laborers. in the park department, namely; T. G. Allen as of July 15th, with the pro - .vision that he be allowed a one-half month vacation with pay, the other two men,Kenry Talbert and John Shrode,to be notified immediately and laid off as of July 31, 1940. Judge Patton Mayor McCallen appointed Councilman Chamness, Grable and McCallen K to call at the office of Judge Patton and make a check concerning fines Y for violation of the Motor Vehicle Code and report back to the Council at its next meeting. M n K 1 sk E .1 11 Stop sign On motion by Morehouse seconded by Grable, the City Attorney was authorized to prepare an ordinance providing for a'"four way stop at the intersection of Main Street and Crest Avenue. do On motion by Morehouse seconded by Grable, the City Attorney was authorized to make application to the State Highway Department for per- mission to mark three way stop at the intersection of Main Street and Ocean Avenue and in the event permission is granted to draft an ordinance accordingly. McClintock o On motion by Chariness seconded by Grable, the police chief was autho- patrolman rized to employ Ernest.S. McClintock as patrolman at a salary of $135.00 per month, July 16th to September 16, 1940. Councilman Morehouse voted "No", all other councilmen voting "Yes". Budget for On motion by Chamness seconded by Morehouse, the annual budget, as 1940-1941 prepared by the city auditor for the period July 1, 1940 to June 30, 1941, was.approved and adopted.
