MINUTES
Council Chamber, City Hall,
Huntington Beach, Calif.
Monday, August 5, 1940
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor McCallen.
Councilmen present: Chamness, Grable, Morehouse, McCallen
Councilmen absent: Talbert.
Minutes On motion by dhamness seconded by Grable, minutes for the month

of July were approved as read.
Liquor Appli- The Clerk informed the Council that he had received"'Notification
cation
of Liquor Application," State Board of Equalization, account Herbert
A. and Blanche Wood, location 408 Ocean Avenue, Huntington Beach. There
being no objection to issuance of State liquor license, the notices were
ordered filed.

passed - The Clerk gave -Ordinance No. 438, boulevard stop ordinance, its
Blvd. stop second and final -reading at this time and, on motion by Chamness seconded
by Grable, Ordinance No. 438 was passed and adopted by the following vote:
AYES: Councilmen: Chamness, Grable, Morehouse, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: Talbert.
Peace The Clerk read a letter from Joe Tompkins asking for free use of
Crusaders
Memorial Hall for the Peace Crusaders the evening of August 24, 1940.
The matter was referred to Councilmen Morehouse and Chamness to in-
vestigate and report back.
Contract - The Clerk read contract between City of Huntington Beach and Chamber
C. of C.
of Commerce in which the City agrees to allocate the sum of $1,920.00 for
advertising purposes for the fiscal year July 1, 1940 to June 30, 1941,
and on motion by Morehouse seconded by Chamness, the Mayor and Clerk were
authorized to execute same on behalf of the City.
. Application On motion by Grable seconded by Chamness, the application of H. W.
approved
Hartley, Inc. for license to operate used car market at 303 3rd Street•
was approved.

Letter of The Clerk read a letter from Byrl Harper, general chairman for the
thanks from
i Casting Western Tournament of Angling and Casting Club thanking the Council
Club
and city officials for use of Lake Park during the recent meeting of
the organization: The letter was ordered filed.
New city hall The Clerk read a letter from the City of Placentia inviting City
at Placentia
Councilmen to attend the dedication of their new city hall at 6:00 P.M.
IF August 15, 1940. The letter was ordered filed and the Clerk directed
to make a reply thereto.

Monthly Reports The Clerk read monthly reports of the City Treasurer, City
Clerk, City Collector, City Judge, Chief of Police and City
Engineer and, on motion by Chamness seconded by Morehouse, same
were accepted and ordered filed.
Agreement - The Clerk presented and read AGREEMENT FOR ASSIGNMENT OF RELIEF
State Relief Ad-
ministration WORKERS dated August 5th, 1940 between the City of Huntington
Beach and the State Relief Administration in which the State
Relief Administration agrees to furnish relief workers to per-
form not more than a total of. 64 man-hours of work per day for a
period commencing on or about the first day of September 1940 and
ending on the 31st day of March 1941. The project to which re-
lief workers shall be assigned is Beach, Municipal Camp Grounds •
and Park Maintenance and Crossing Guards for which the'City of
Huntington Beach agrees to pay to said Administration an amount
equal to 20% of the monthly direct relief budget fixed and paid
by the Administration to each person assigned to said project or
an amount not to exceed the sum of $133.12 in any thirty --day
period or a maximum of approximately $931.84 during the entire
period and, on motion by Councilman Morehouse seconded by Council-
man Chamness, the Mayor and City Clerk were authorized and direct-
ed to execute said agreement. on behalf of the City of Huntington
Beach.

Subway , Councilman Morehouse recommended that the City make application
to the State for funds,to assist in the construction of a subway.
under Ocean Avenue at the intersection of Main Street and, on motion
by Morehouse seconded by Chamness, the City Engineer was authorized
to check into the matter and advise the City Council.
Patrolman Belshe - Councilman Chamness moved that Motor Patrolman Belshe be allowed
swimming meet
two or three days for training and one day to attend the swimming
meet at Santa Monica on August 7th, 8th, 9th and loth. Motion
seconded by Councilman Grable, put and carried unanimously.
Imp. of Main St. Mayor McCallen suggested that the City Council discuss with
beyond city limits
the County Board of Supervisors the feasibility of removing the
two rows of trees in the center of Main Street between the city"
limits and Five Points and that the street be improved for traffic. f
The matter was referred to the City Council as a whole and the City
Engineer to discuss with the Supervisors..
Demands On motion by Chamness seconded by Grable, demands approved by
the.Finanee Committee were ordered paid.
Vacation - Chief of On motion by Chamness seconded by Grable, the Chief of Police
Police
was allowed two weeks vacation beginning August 15th.
Tuesday night dances Councilman Chamness informed the Council that it was the In -
discontinued
tentions of Mr. Talbert and himself to discontinue Tuesday night
dances after Tuesday, August 6th.

Seats for The matter of purchasing seats for the reconstructed portion of the
pier
municipal pier was referred to the Music and Promotion committee to in-
vestigate and report to the Council.
Streets - Councilman Morehouse stated 9th Street and llth Street were in need
of repairs.' The matter Was referred to Engineer Overmyer to investigate
and submit estimate of cost.
Fire Fire Chief Sargent submitted a number of samples of fire hose.

Order to purchase same was held over until meeting of the Council
August 19th.
On motion by Chamness seconded by Grable, the Council adjourned
until 7:30 P.M. Monday, August 19th, 1940.
