Pursuant to adjournment of August 5th, 1940, the City Council met and was called to order at 7:30 P. M. by Mayor McCallen. Councilmen present: Chamness, Grable, Morehouse, McCallen. Councilmen absent: Talbert. ., Mrs. Buckner - The Clerk read a letter from Mrs. L. V. Buckner objecting to letter the removal of trees along the center of Main Street outside the city limits, also complaining of the fact that the hog ranch conducted by the Huntington Beach Company was objectionable: Mayor Mc Callen stated that he had called on the Huntington Beach Company and that Mr. Lawshe stated that there would be no more hog raising and that the :.:. place would be closed as soon as stock now on hand is sold out. The Clerk was directed to so inform Mrs. Buckner. Fires on The matter of building fires on the beach was discussed at some beach length and, on motion by Grable seconded by Chamness, the City Engineer was authorized to start immediately on construction of ten 6 foot fire rings between First Street and the municipal trailer park. �. Case of Denio The Clerk read a letter from Attorney Drumm stating that Attorney continued two weeks Overacker would prefer a two weeks continuance of the trial in the case of Denio et al -vs- City of Huntington Beach so as to enable him to err attend the State League of Municipalities meeting at San Diego. The Clerk was directed to write Mr. Drumm that a continuance of two weeks would be agreeable with the City Council. ._ Municipal pier The Clerk read a letter from the City Engineer also one from completed Elliott -Stroud -Seabrook to the effect that the reconstruction of the. municipal pier had been completed and, on motion by Chamness seconded by Grable, the City Council voted unanimously to accept as completed the reconstruction of the municipal pier and that the City Clerk be directed to record Notice of Completion in the Office of the County • Notify Fidelity Recorder. & Deposit Co. On motion by Grable seconded by Chamness, the Clerk was directed to notify the Fidelity and Deposit Company of Maryland, insurers for Elliott -Stroud -Seabrook to the effect that their contract had been completed satisfactorily. Fire hose On motion by Chamness seconded by Grable, the Fire Chief was authorized to purchase five hundred feet of fire hose at a cost not to exceed $490.00. Contract - So. The Clerk informed the Council that he had received three Calif. Water Co. copies of a renewal of contract with the Southern California Water Company for water for fire hydrants but that Chief Sargent had objected to the increase in rate and other matters in the contract. 0 Page 2, Minutes Aug. 19, 1940 • The Clerk was directed to write Mr. H. V. Anderson, manager, and ask r that he meet with the City Council at its next meeting -September 3rd and discuss the contract. Crossing - In the matter of application for crossing of Ocean Avenue easterly Ocean Ave. from Main Street, action was deferred on recommendation of Councilman Cham- ness until after a reply has been received from the Railroad Commission. Crossing - City Attorney Overacker stated that he had not had a reply from Baltimore St. the Southern Pacific Railway Company relative to proposed crossing at the westerly end of Baltimore Street. Peace Crum Mr. Edgar P. Rose, 807 Geneva Street, addressed the Council stating saders that he was president of the Peace Crusaders in Huntington Beach and asked permission to use Memorial Hall. There being no objections offered, the matter was referred to the City Clerk. Survey of The Clerk read a letter from F.E.Bundy recommending that survey be Haigh tideline made to determine the -mean high tideline. The matter was referred to the Beach Committee. Seal Beach - The matter of construction by the City of Seal Beach of two jetties jetties within the city limits of Seal Beach was discussed and, on motion by Chamness seconded by Grable, the Clerk was directed to write a letter to the Federal Erosion Board and that copies of same be sent to the Mayor of Seal Beach and to the Honorable Webb Shadle, Division of Land, Sacramento, to the effect that the City Council, at its regular adjourned meeting of August 19th, went on record as being opposed to the construction of such jetties for the reason that same might prove damaging to the beach front of the City of Huntington Beach and adjacent beaches. Motion put and carried unanimously. Joliet St. The Clerk read a letter from City Engineer Overmyer stating that the sewer Joliet Street sanitary sewer line had been completed at a total cost to the City of $317.00 and, on motion by Chamness seconded by Grable, the City Attorney was authorized to prepare an ordinance providing for a collection . of $15.00 connection fee for each connection made or to be made to the above named line. Motion put and carried unanimously. Resurfacing The Clerk read an estimate from Engineer Overmyer for resurfacing Sixth, Streets • Ninth and Eleventh Streets. The matter was referred to the Streets and Parks Committee for their consideration and report. ¢gas tax The matter of using a portion of the cent gas tax on stop and go for stop signs signals on Ocean Avenue at the intersection of Main was deferred until next meeting of the Council. Black -Gold A committee for the staging of Black -Gold Days appeared before the days Council and asked for $300.00 to apply on expense of Black -Gold Days, Twin convention and dedication of the pier and, on motion by Grable seconded by Morehouse, the request was granted. 16 Orange Ave. The matter of painting a white line on Orange Avenue in front of the residence of Joe Palladino was referred to the City Engineer to proceed with the work. Oliver to construct Neon sign at 123 - 6th Street was v:, r approved. do On motion by Chamness seconded by Grable, the application of Theodore Robins for permission to erect Neon sign at 5th and Olive was approved. do On motion by Grable seconded by Chamness, the application of <, Frank Harder to erect Neon sign at Fifth and Ocean. was approved. do On motion by Morehouse seconded by Grable, the application of the Patty Ann Shoppe to erect Neon sign at 119 Main Street was approved. Orange Co. League The Clerk read a letter from the Orange County League of Muni- • eipalities stating they would meet at Newport Beach at 6:45 P.M. Thursday, August 22d. Councilmen Morehouse, Chamness, McCallen, Grable, Attorney Overacker and Engineer Overmyer stated that they expected to attend. Surety bond - On motion by Chamness seconded by Morehouse, the surety bond Tidewater Oil Co. of Tide Water Oil Company to engage in the electrical contracting business was accepted and ordered filed. Stop signal • The Clerk read a. letter from the Division of Highway addressed to Engineer Overmyer relative to the proposed installation of stop signal on Ocean Avenue.. The letter stated that before such a change in traffic control would be approved by the Sacramento office, it would be necessary to take a traffic count in order that complete information may be submitted with a further request that the Division of Highway be authorized to charge the cost of such an investigation to the City°s j cent gas tax fund. On motion by Morehouse seconded by Chamness, the City Engineer was directed to contact the State Highway Department to the effect that the City agrees to pay the above named expense from its portion of the j cent gas tax fund. Charges waived - On motion by Chamness seconded by Grable, the application of Lake Park club house Bertha E. Pann to waive charges for use of Lake Park Club house for a recent meeting of a church organization was approved. Rental of public 4 bldgs. On motion by Chamness seconded by Grable, custodians of city buildings were directed to comply with the provisions of resolutions regulating rental of public buildings and in all cases where charges are to be made to collect same strictly in advance. Motion put and • carried unanimously. Ira Chandler m The bid of Ira Chandler in the amount of $35.00 for mothproofing bid 4 draperies in Memorial Hall was referred to the building committee. Agreement e On motion by Chamness seconded by Grable, the Mayor and Clerk Sign Animation Corp. were authorized to execute agreement with Sign Animation Corporation of California for maintenance of sign over beach pavilion. Fire The request of the Huntington Beach Fire Department for $50.00 to Dept. help defray expense of sending two members to the State convention was, on motion by Grable seconded by Chamness, denied and the Clerk directed to write Mr. D.E.Burry, secretary, to the effect that no allocation had been made in the 1940-1941 budget. Demands On motion by Chamness seconded by Morehouse,, demands approved by the Finance Committee were ordered paid. go Southwest Exp. On motion by Morehouse seconded by Grable, the application of South - Co. -Well #32 west Exploration Company for permit to drill well known as State No. 32 was accepted, approved and ordered filed. Ambulance The Mayor appointed -Councilmen Chamness and Grable to meet with Mr. Service Smith, owner of the Smith Mortuary, and discuss the matter of ambulance service and report their findings at next meeting of the City Council. Used piano - Councilman Morehouse was appointed as a committee of one to select Lake Park Bldg. and purchase a used piano to be used in Lake Park building. Main St. Mayor McCallen stated that he had discussed with Supervisor Warner ' the matter of improving Main Street outside of the city limits and Mr. Warner had agreed to look into the matter. Derricks Councilman Grable suggested that some action be taken that would along Main St. result in removal of unsightly and unused derricks along Main Street. The Mayor appointed Councilmen Grable and Uhamness as a committee to confer with City Attorney Overacker and suggest some plan, also the matter of removal of the Richfield plant on Palm Avenue was to be taken into consideration by the committee. Vacation - On motion by Ghamness seconded by Grable, Engineer Overmyer was granted Eng.Overmyer ' a four day leave of absence, August 27th to 30th inclusive. • r 1 On motion by Chamness seconded by Grable, the Council adjourned.
