MINUTES
Council Chamber, City Hall,
Huntington Beach, California
November 4, 1940
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor McCallen.
Councilmen present: Chamness,Grable,Talbert,Morehouse, McCallen.
Councilmen absent: None.
Minutes On motion by Chamness seconded by Morehouse, minutes for the
month of October were approved as read.
P.T.A. Cook Mrs. Adah Kirkpatrick addressed the Council and asked that the
book
City purchase advertising space in the P.T.A. cook book and stated
that there would be about five hundred books published to sell at
500 each and, on motion by Chamness seconded by Talbert, the Council
allocated the sum of $25.00 for advertising in the Huntington Beach
Union High School P.T.A. cook book.
Christmas fund The Clerk read a letter from the Chamber of Commerce asking that
allocated
the City allocate the sum of $300.00 for the Christmas fund and, on

motion by Talbert seconded by Grable, the Council allocated the sum of
$300.00 with the provision that $50.00 of this amount go to the Fire
Department for baskets.
Application
On motion by Chamness seconded by Grable, the application of
gasoline tank
C.K.Cole to install gasoline tank at ?52 Main Street was approved,

same having been approved by Fire Chief Sargent.
Faculty Club-
On motion by Morehouse seconded by Chamness, the Faculty Club
Orange
of the Orange Union High School was given permission to use the Lake
Park building for a meeting to be held Tuesday, November 26th for the
usual price of $2.00.
Monthly
Reports
The Clerk read monthly reports of the City Treasurer, City Clerk,
City Judge, City Engineer, City Collector and Chief of Police and, on

motion by Chamness seconded by Grable, same were accepted and ordered
filed.

parade
Mayor ideCallen informed the Council that he would furnish an

automobile, same to be decorated by the Chamber of Commerce, and to be
used by the City Council in the Armistice Day parade in Santa Ana.
The Clerk was directed to so inform the Armistice Day committee.
¢ Gas Tax
The Clerk read First Supplemental Memorandum of Agreement for
Expenditure of 1¢ Gas Tax for State Highways for the year ending June
30, 1941, also Resolution No. 873 authorizing the Mayor and City Clerk

to execute the above named agreement on behalf of the City and, on
motion by Councilman Chamness seconded by Councilman Morehouse, Resolu-
tion No. 873 was passed and adopted by the following vote:

Ord.#441 Ordinance No. 441, an ordinance ordering the closing of portion
of certain street was given its second and final reading by the Clerk
and, on motion by Morehouse seconded by Talbert, Ordinance No. 441
was passed and adopted by the following vote:
AYES: Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen. '
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Ord.#442 ordered Ordinance No. 442, an ordinance of the City of Huntington
filed without
adoption Beach setting the -fee for connection with the Alabama Street sewer •
was ordered filed without second reading or adoption by the City •
Council.
Gra:.t deed The Clerk read grant deed by the City of Huntington Beach to
Palisades Corporation covering a portion of parcel "C" as described
in the decree rendered January,29, 1926 in the Superior Court of
the State of California in the action entitled: City of Huntington '
Beach vs Pacific Palisades Association, case 1.$415 and, on motion
by Chamness seconded by Talbert, the Mayor and City Clerk were autho-
rized to.execute the above named deed and the Clerk was directed to
hand same to the City Attorney to be held until a certain deed has
been delivered to the City Attorney by the Palisades Corporation.
12th Street
On motion by Talbert seconded by Chamness, the City Attorney
was authorized to prepare an agreement with F.E.Bundy covering a
strip along 12th Street and present same to the City Council at its
next regular meeting.
Letter from
The Clerk read a letter from Drumm, Tucker and Drumm relative
Drumm, Tucker
& Drumm
to the case Denio, Hart, Taubman and Simpson against the City of
Huntington Beach, same was ordered filed.

Garbage contract The Clerk presented and read garbage contract between the City
and Julius S. Cail and Grace Minner, contractors, and on motion by
•
Chamness seconded by Morehouse, the Mayor and City Clerk were autho-
rized to execute same on behalf of the City.
Demands
On motion by Talbert seconded by Chamness, demands approved
by the Finance Committee were ordered paid.

was transferred from the trailer park to the Street Department as

granted seven days leave of absence beginning Thursday, November 7th.

Higgins to On motion by Chamness seconded by Talbert, Delbert Higgins
Ste Dept.
was transferred from the Life Guard department to the Street De-
partment as of November 1st.
TJ.P.A. Engineer Overmyer informed the Council that there was approx-
imately $300.00 left in the W.P.A. allocation on account of 13th
Street storm drain and recommended.that a concrete gutter be in-
stalled along northwesterly side of Lake Park on 12th Street and,
on motion by Talbert seconded by Chamness, the City Engineer was
authorized to make application for a change order to do the above
named work, same to cost the City not in excess of $245.00.
Storm drain - On motion by Chamness seconded by Grable, the City Engineer
8 th & Walnut
was authorized to make a study of and report to the City Council
estimate.of cost for improving storm drain in the vicinity of 8th
and Walnut.
On motion by Chamness seconded by Talbert, the Council ad-
journed until 3*00 o'clock P.M., Wednesday, November 6th, 1940.
