MINUTES
Council Chamber, City Hall,
Huntington Beach, Calif.
December 2, 1940
The regular meeting of the City Council was called to order
at 7:30 P. M. by Mayor McCallen.
Councilmen present: Chamness, Grable, Talbert, Morehouse, McCallen.
Councilmen absent: None.
Minutes
On motion by Chamness seconded by Morehouse, minutes for the
month of November were approved as read.
Adv.-New Year
On motion by Chamness seconded by Grable, the Council appropriated
edition
the sum of $260.00 to cover cost of one-half page advertisement in the
annual New Year edition of the Press -Telegram, copy to be submitted
by. the Chamber of Commerce. Motion put and carried by the following
vote:
AYES: Councilmen: Chamness, Grable, Talbert, McCallen.
NOES: Councilmen: Morehouse.
ABSENT: Councilmen: None.
Monthly
The Clerk read monthly reports of the City Treasurer, City Clerk, J
reports
City Collector, City Judge, City Engineer and Chief of Police and,
on motion by Chamness seconded by Grable, same were approved and _
ordered filed.
Application On motion by Grable seconded by Morehouse, the application of .
ordered filed
Andy S. Jauman for work by the City was ordered filed.
Removal of The Clerk read a letter from the Chamber of Commerce and the
passenger stations
Pacific Electric Railway engineer relative to the removal of four
small passenger stations between loth and 23rd streets and, on
motion by Talbert seconded by Morehouse, the Mayor and Clerk were
authorized to sign permit for removal and the City Engineer and Beach
and Pier Committee were authorized to remove the buildings and to
make whatever disposition of them they may desire. It being under-
stood that.one building is to be turned over to the life guard
department.
H.P.Tunstall On motion by Grable seconded by Morehouse, the request of
H. P.Tunstall to move gasoline pump and underground tank from its
present location, 16th and Olive, to the alley between 19th and
Lj
20th Streets was approved subject to the supervision of the Fire

Chief.
Neon sign The Clerk read a letter from the Chamber of Commerce re-
questing the City to install a Neon sign at 5th and Ocean
designating the location of the City Hall and Chamber of Com-
merce at a cost of $233.05. The request was ordered filed.

The City Clerk was directed to prepare a supplementary

Letter from
N.Y.A. Adm.
The Clerk read a letter from the National Youth Administra-
Lion offering to furnish the City, free of charge, a number of
young people between the ages of_18 and 25 to work for the City
with the understanding that they are to have special training while
on the jobs. After some discussion, the City Clerk was directed to
inform the Administration that the City can use three young men as

follows:
One in the automobile repair shop
One in the electrical department and
One junior draftsman in the engineer's office
Two typists in the City Cler0s office.
Unpaid license
The Clerk read a list of unpaid city license and derrick license
and, on motion by Grable seconded by Chamness, same were referred to
the City Attorney and City Collector with authority to take the necessary
steps to make collection.

Annual report
of Auditors
The Clerk read the annual report of audit by the Certified Public
Accountants Diehl and Edwards and, on motion by Grable seconded by

Chamness, same was accepted and ordered filed.

The Clerk read an agreement cancelling land lease agreement between

the City and Ray Yakura, also bill of sale conveying to the City a certain
pump and well located on land described in the above named lease together
with all right, title and interest of Ray Yakura under the above named

and, on motion by Talbert seconded by Chamness, the Mayor and
Clerk were authorized to sign the agreement and the City Attorney was
authorized to deliver a check for $800.00 to Ray Yakura upon execution
of the abovenamed instrument.

The Clerk gave Ordinance No. 443 its second and final reading and,

on motion by Chamness seconded by Morehouse, Ordinance No. 443 was
passed and adopted by the following vote:

celebrations
The Clerk informed the Council that the allocation for celebration
-- overdrawn
at Anaheim and the Armistice Day celebration at Santa Ana had been slight-
ly overdrawn by the Chamber of Commerce but that there was some salvage
to be,used for further celebrations. The Council agreed to pay the extra

Resolution No.977 The Clerk read Resolution No. 877 cancelling taxes on tax
passed
deeded lots 2 and 4, Block 413, 17th Street Section and, on motion
by Talbert seconded by Morehouse, Resolution No. 977 was passed
and adopted by the following vote:
AYES: 'Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Demands On motion by Talbert seconded by Chamness, demands approved by
the Finance Committee were ordered paid.
Errington to On motion by Chamness seconded by Talbert, E. C. Errington was

transferred from the Police Department to the Street Department,
effective December 6, 1940.
City funds The Mayor informed the Council that city funds were running
low and suggested that the Council make an investigation to determine
if any labor can be dispensed with.
Sewer rods Engineer Overmyer informed the Council that the Street Depart-
ment was badly in need of a set of sewer rods. The matter was referred
to Councilman Talbert to investigate and report back at next meeting
of the Council.
On motion by Chamness seconded by Morehouse, the Council ad-
journed until 7.30 P.M. Monday, December 16, 1940.
