MINUTES
Council Chamber, City Hall,
Huntington Beach, Calif.
Monday, January. 6, 1941
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor McCallen.

Councilmen present: Chamness, Grable, Talbert, Morehouse, McCallen. '
Councilmen absent: None.
On motion by Chamness seconded by Talbert, minutes for the month
Minutes
of December were approved as read.
Monthly
The Clerk read monthly reports of the City Treasurer, City Clerk,
reports
•
City Collector, City Judge, City Engineer, Chief of Police and annual
reports of the Chief of Police and Chief Lifeguard and, on motion by
Talbert seconded by Grable, same were accepted and ordered filed.
Bait stand
The Clerk read a letter -from Vern Spaulding asking to use city
owned ground at the junction of 39 Highway and Ocean.Boulevard formerly cr
P
occupied by Harry Robinson and, on motion by Talbert seconded by Chamness,
the request was granted, it being understood that the business to be
conducted is that of bait stand and that Mr. Spaulding will use his
best efforts to prevent trash being dumped on the grounds. This
permission subject to the will and pleasure of the City Council and
may be revoked on'thirty days notice.
Crossing -
The Clerk read a letter from City Attorney'Overacker.calling
railroad at
Baltimore attention to an attached letter from Mr. O.A.Smith, president of the
Pacific Electric Railway Company, relative to proposed railroad
crossing at -the intersection of Baltimore Street. Mayor McCallen
stated that he would contact Mr. Smithkwith further reference to this
crossing.
Intersection On motion by Talbert seconded by Chamness, the City Engineer was

Olive authorized to make a survey of the intersection of Atlanta and Olive
Avenue and submit an estimate of work required to straighten the
intersection.
Lake Park The Clerk read a letter from Marjorie Carnes, asking permission

to use the. -.Lake mark Club House and, on motion by Chamness seconded by «
Grable, the Clerk was directed to inform Miss Carnes that she and her
organization could use the Club House on the evening of January loth
for a charge of $5.00.
Bids on The Clerk read the following informal bids for furnishing the City
car -
Police Dept. Police Department with a new car:
Main Street Garage $1,032.06, less trade in value of used Hudson
$575.00, net $457.06.
Terry's Garage - $1,346.72.
H.W.Hartley, Inc. - $1,189.32.

On motion by Talbert seconded by Morehouse, the matter of purchase
was referred to the Police Committee to investigate and consult with the
City Council.
Waste The Clerk read a letter from City Engineer Overmyer calling attention
water
to those delinquent in making payment for waste water disposal permits and,
on motion by Grable seconded by Talbert, the matter was referred to the City
Attorney to contact the owners of the wells and advise them that unless pay-
ments are made within -ten days, action will be taken to prohibit them from
the use of the city streets for disposal of waste water.
Damage to On motion by Talbert seconded by Chamness, the City Attorney was auth-

orized to attempt to collect the sum of $38.00 from Charles K. Palmer, 1135.So.
Birch Street, Santa Ana, on account of damage to Neon sign -at Five Points.
Quarterly The Clerk read a letter from Diehl and Edwards, certified accountants of

Santa Ana, o.f.ferthgx to make a quarterly audit of -the City records and to
furnish one complete annual report for the sum of $90.00 per quarter. The
City Clerk recomi:iended that the offer be accepted and, on motion by Chamness
seconded by Morehouse, the offer was accepted for the period of one year.
W.P.A. - The Clerk read a letter from City Engineer Harry A. Overmyer relative
Plant
. raising to the Recreation of the W.P.A. Mr. Overmyer stated that the W.P.A. is
project
desirous of opening a "Plant Raising" project for the younger people in the
community and that the cost for building the necessary lath house would be
approximately $30.00 to the City of Huntington Beach and, on motion by More-
house seconded by Chamness, the City Council allocated the sum of $30.00
for the above named project.
State Well On motion by Grable seconded by Talbert, the application of the South-

west Exploration Company for permit to drill State No..34 was approved.
State Well On motion by. Grable seconded by Talbert, the application of the South-

Application - On motion by Talbert seconded by Chamness, the application of Gus Kruse
garage
to operate garage at 117 Third Street was approved.
.• Neon On motion by Chamness seconded by Morehouse, the application of Standard

Station to erect Neon sign at the intersection of Main and Frankfort was
approved.
Easement -The Clerk presented and read easement of the Pacific Electric Railway Company
crossing
at 3rd covering pedestrain crossing at Third Street and,on motion by Talbert seconded

by Grable, the Mayor and Clerk were authorized to execute same on behalf of
the City.
Contrast for The Clerk read a letter from City Engineer Overmyer suggesting that the
chlorine
City enter into a contract with the Stevenson Chemical Company to furnish the
Iilp city with chlorine for the ensuing ;year. The Clerk read the contract and, on,
motion by Talbert seconded by Morehouse, the Mayor and Clerk were authorized
to execute same.

Contract - The Clerk read a letter from the Southern California Water Company
So. Calif. Water
Co. calling attention to contracts submitted therewith and quoting rates
for water used by the City. The contracts were referred to the City
Council as a whole, the Fire Chief and City Attorney for study.
Agreement - The Clerk read a lease agreement between Brown -Bevis and the City
Brown -Bevis
for roller covering lease of roller to the City for a period of years and, on
motion by Morehouse seconded by Talbert, the Mayor and Clerk were autho-
rized to execute same on behalf of the City.
Demands
On motion by Talbert seconded by Chamness, demands approved by the.
Finance Committee were ordered paid.
Drainage - City Engineer.' -Overmyer submitted a plot covering proposed -drainage

in the vicinity,of S.th Street and Walnut Avenue and along Ocean Avenue
between 16th and 23rd Streets and, on motion by Morehouse seconded by
Chamness, the plans were approved and the City Engineer authorized to
make application to the W.P.A. for the necessary labor also file the
necessary application with the State of California for the City's
portion of State Gas Tax, City Engineer Harry A. Overmyer was appointed
as Sponsor.'s Agent by the City Council to perform the above named duties.
On motion by Chamness seconded by.Talbert, the Council adjourned
until 7:30 P.M. Monday, January 20, 1941.
