HomeMy WebLinkAbout1941-03-03R MINUTES Council Chamber, City Hall, Huntington Beach, Calif. ► Monday, March 3, 1941 The regular meeting of the City Council was called to order at 7:30-P.M. by Mayor McCallen. Councilmen present: Chamness, Grable, Morehouse, McCallen. (Councilman Talbert arrived at 7:50 P.M.) Councilman absent: None. Minutes On motion by Chamness seconded by Morehouse, minutes for the month of February were approved as read by the City Clerk. ' Councilman Talbert -Councilman Talbert arrived at this time, 7:50 P.M. • arrives Mayor McCallen addressed the audience relative to an ord- Waste Water - collection of inance under consideration by the Council regulating the collect - fees ion of waste water fees and derricks. Mr. McCallen stated the present rate of $2.00 per well per month did not cover the ex- pense of taking care of the waste water -especially since.it became necessary to enforce collection througji the City Attorney's office and the Police Department. He said he believed a better plan would be to make it read $3.00 per month payable in advance annually. He also stated that he believed it would be a good plan to make a charge of $250.00 per year for nonproducing oil wells and cited instances where idle derricks were left standing year after.year without proper supervision. This charge would apply only to abandoned derricks and where neither owner or re- presentative were in the field to make the necessary inspection and repairs. Bond Mr. McCallen stated that it might be a good plan for all concerned to require at least a $500.00 bond to insure clearing the property after wells have been abandoned. This provision of the ordinance not to be retroactive. Councilman Talbert suggested '• that the group of oil: operators present in conjunction with the City Council appoint a. committee to discuss the provisions of the proposed ordinance. This was agreed upon. The Mayor appoint- ed C. H. King to represent the City, whereupon Mr. King and the oil men adjourned to the City Judge's room to select the balance of the dommittee. ,. Petition - The Clerk presented and read a petition signed by a number Oil operators of oil operators objecting to the provisions of a proposed ord- inance regulating waste water collections and idle derricks and, on motion by Talbert seconded by Grable, the petition was placed on file to be held for further consideration. Councilman Morehouse stated that the Chamber of Commerce long distance telephone bills seemed to be rather high, whereupon Mayor McCallen appointed Mr. Morehouse a committee of one to investigate and report back to the Council. Requests re- The Clerk read a letter from W. M. Clegg asking the City to ,. moval of palm trees remove two small palm trees from in front of 507 - 10th Street and, on motion by Morehouse seconded by Talbert, the request was ' granted with the understanding that the two palms be replaced by trees agreeable to the superintendent of parks. Letter of The Clerk read a letter from the orange County Association of thanks Employees thanking the City Council for use of Memorial Hall Friday night, February 14th. The letter was ordered filed. Saturday night On motion by Chamness seconded by Morehouse, the City Council dances - proceeds unanimously went on record approving payment of 50% of the proceeds collected at the dances held Saturday nights. This payment to be made to the orchestra furnishing music at the dance and to be com- puted after government taxes have been deducted. Friday night On motion by Talbert seconded by Chamness, the Council approved dances - proceeds the payment of $44.00 to the orchestra and 45.00 to,the caller during Friday night dances. Quarterly audit The Clerk presented and read quarterly audit report of Diehl report and Edwards covering City audit July 1, 1940 to October 1st, 1940 and, on motion by Chamness seconded by Talbert, same was accepted and ordered filed. 3rd St. The matter of making final application for 3rd Street crossing crossing was deferred until next meeting of the City Council. Bill of Sale - On motion by Talbert seconded by Grable, the City Attorney was So.Calif.Water Co. • authorized to prepare a Bill of Sale transferring to the Southern California Water Company the fire hydrants now installed for the sum of $$10.00 and other various considerations. Shore Line The Clerk read a letter from the Shore Line Planning Commission • Planning Com. addressed to the Mayor inviting the City of Huntington Beach to sub- scribe $50.00 to their association. The matter was referred to the Beach and Pier Committee. Application - The written request of Calvin's Bowling Academy to erect Neon Neon sign sign on ground leased from the Pacific Electric for parking purposes was referred to the Beach and Pier Committee and the City Engineer. Application - On motion by Grable seconded by Chamness, the application of Penny Arcade George Phillips to operate Penny Arcade at 121 Main Street was approved. Monthly The Clerk read monthly reports of the City Treasurer, City :Clerk, reports City Collector;¢ity Judge, City Engineer, Chief of Police, Orange County Bureau of Health and the City Building Supervisor and, on Page 3, Minutes March 3, 1941. motion by Grable seconded by Talbert, same were accepted.and ordered filed. Demands On motion by Talbert seconded by Chamness, demands ap- proved by the Finance Committee were ordered paid. P.E.Depot Mayor McCallen stated that he had talked with the presi- dent of the Pacific Electric Railway Company relative to the reconstruction and removal of the Pacific Electric depot and that he had been advised that work would be started in the near future. Notices to be City Attorney Overacker stated that there was ready at served - Delinquent tax this time some 800 notices to be served in connection with sales delinquent tax sales and suggested that some outsider be employed to serve the notices. Action was deferred until next meeting of the City Council. Flood water City Engineer Overmyer was authorized to contact County officials relative to flood water being drained into the City from outside the city limits.and to make a report to the City Council. Water .in " City Engineer 6vermyer stated that there was 18 inches sewage Disposal plant of water in the control room of the sewage disposal plant; that he had notified the insurance company by telephone and letter. Mayor McCallen agreed to call the County Supervisors relative to water backing up from the Coast Boulevard to the sewage disposal plant.
