MINUTES
Council Chamber, City Hall,
Huntington Beach, Calif.
Monday, March 17, 1941.
Pursuant to adjournment.of March 3d, 1941, the City Council met
and was called to order at 7:30 P.M. by Mayor McCallen.
Councilmen present: Chamness, Grable, Talbert, Morehouse, McCallen.
Councilmen absent: None.
Application - On motion by Morehouse seconded by Talbert, the application of
Swanson
Gus E. Swanson to operate hotel at 3072 Main Street was approved.
Application - On motion by Talbert seconded by Grable, the application of
Mrs. Craig
Mrs. A.A.Craig to operate hotel and dining room at 804 Ocean Avenue
was approved.
S&M Reflectors The Clerk read a letter from Joe Rodgers, 3080 Cherry Avenue,
at ball park
Long Beach, stating that he owned twelve S & M reflector lamps now
being used at the city ball park and asked permission to remove them.
There seemed to be some question as to ownership of the lamps and the
matter was referred to the Streets and Parks Committee to investigate
and report back to the City Council.
State Relief Adm.The Clerk read appl.caton_of the City Engineer requesting an
time extended
extension of an agreement between the City of Huntington Beach and the
State Relief Administration for the assignment of relief workers for the
period April 1, 1941 to and including June 30, 1941, at a maximum cost to
the City of $692.00 and, on motion by Morehouse seconded by Talbert, the
Mayor and City Clerk were authorized to execute same on behalf of the City.
Traffic signal - The Clerk read a letter from the City Engineer relative to the
Main & ocean
installation of traffic signal at the intersection of Main Street and
Ocean Avenue. The engineer was authorized to contact salesmen of the
various companies handling traffic signals and invite them to confer
with members of the Streets and Parks Committee and other City councilmen.
British Fire- D. E. Burry addressed the Council relative to aid for the British
menfs funds
Firemen's funds and stated that the Huntington Beach firemen were making
a contribution for this cause.
Chaffee appoint- The Clerk read a letter from H. L. Grant, Chief of Police, by D.M.
ed Deputy City Coll.
Blossom, assistant chief of police, stating that he had appointed R. A.
Chaffee as deputy City collector for.the collection of unsecured personal
property tax for the City of Huntington Beach for the period March lst
to July 15th, 1941 and, on motion by Morehouse seconded by Chamness, the
appointment was approved, salary not to exceed $4.00 per day,

at 5th St. & Ocean Ave.
relative to the proposed pedestrian crossing at Fifth Street
.in which it was recommended that the crossing be so constructed
as not to cross the Pacific Electric side tracks and, on motion
by Talbert seconded by Grable, the City Council went on record
as agreeing with the proposal.
Bill of Sale - The Clerk read Bill.of Sale covering all fire hydrants in

of $10.00 and other good and valuable consideration and, on motion by
Talbert seconded by Grable, the Mayor.and City Clerk were authorized
to execute same on behalf of the City.
City Engineer Overmyer informed the Council that he was no
longer in need of an assistant engineer because most major projects
had been completed and that no others -were in view at the present
time. He said he regretted having to discontinue the services of
assistant city engineer John Bonell and suggested that he be given
a two weeks vacation with pay and a recommendation for efficient
service and, on motion by Talbert seconded by Morehouse, the City
Engineer was commended for economizing in the Engineering Depart-
ment and authorized him to allow Mr. Bonell a two weeks vacation with
pay and furnish him with a letter of recommendation.
On motion by Chamness seconded by Grable, the Street Department
was authorized to transfer M. C. Larson to the City Hall Department
as janitor as of March 28, 1941, to take the place of Charles Derigo
in the event he is accepted by the Draft Boardq salary to be Class "B".
The Clerk was authorized to furnish Mr. Charles Derigo with
excerpts from the Minutes of the City Council to the effect that the
Council has gone on record in favor of rehiring, at the termination of
their enlistment, anyone called and accepted by the Draft Board.
On motion by Chamness seconded by Grable, the City Attorney
was authorized to furnish the necessary papers relative to tax
deeded property to Policeman Gale Bergey to be served.
The Clerk read a letter from the Daily News Tribune at . ,
Fullerton asking permission to run advertisement for the City.
The City Clerk was directed to reply and state that City funds
at the present time will not permit the payment of unbudgeted
advertising funds.
On motion by Grable seconded by Chamness, the Council authori-�!:1
zed an increase from the present rate of $49.00 to $57.00 for fur-
nishing music for the Old Timers' dances on Friday nights.

Demands On motion by Talbert seconded by Chamness, demands approved
by the Finance Committee.were ordered paid.
Neon sign - The application of Calvin's Bowling Academy to erect Neon
Calvin's
Bowling sign on property belonging to the Pacific Electric Railway Company
Academy
and used by the City as auto parking grounds was referred to the

Planning Commission for their recommendation.
Killian to; On motion by Chamness seconded by Talbert, Jack Killian
trailer park
is to be transferred from the Street Department to the trailer
park effective April 1, -1941.
On motion by Talbert seconded by-Grable, the Council
