MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, April 7, 1941.
The regular meeting of the City Council was called to order
at 7:30 P.M. by Mayor McCallen.
Councilmen present: Grable, Morehouse, McCallen.
Councilmen Absent: Chamness, Talbert.
Minutes On motion by Grable seconded by Morehouse, minutes for the
month of March were approved asyread.
C. of C. The Clerk read a letter from the Chamber of Commerce asking
Easter Service
the City to underwrite the expense of conducting musical entertain-
ment Easter Sunday afternoon in the beach pavilion and, on motion by
Grable seconded by Morehouse, the Council appropriated the sum of
$50.00 with the understanding that the Chamber of Commerce will
endeavor to secure subscriptions for a portion of this amount to be
refunded to the City.
Nuisance - The Clerk read a letter from Dr. Lee Russell of the County
stagnant water
in lowlands Health Department calling attention to the nuisance created by
stagnant water in the lowlands between the City of Huntington Beach
and Newport Beach. The subject was discussed by the Mayor and mem-
bers of the City Council with Mr. Ed Farnsworth, Mr. Gisler and

others owning property in the above named district. In the dis-
cussion Mr. Farnsworth said the estimated cost for pumping the water
from the lowlands would be approximately $3,000.00 and he believed
the City of Huntington Beach, County of Orange and the Talbert
Drainage District should join in meeting this expense. He stated that
the Drainage District had already donated the sum of approximately
$1,500.00 and that a pump is now in operation but other pumps will
be needed and should be located at various places adjoining the
highway and, on motion by Grable seconded by Morehouse, the City
Council went on record requesting the Board of Supervisors of Orange
County to take some action toward relieving the financial strain.
It was agreed that the Mayor and members of the City Council would
meet with the Board of Supervisors at 10:00 A.M. Tuesday, April 8th.
Opening under
State highway On motion by Morehouse seconded by Grable, the City Engineer
.was directed to contact the State Highway Department and ask that
an engineer be sent to consult with the City Engineer regarding
appropriate opening under the state highway to assist in carrying
off surplus water.
Surety bonds - Herlinger & On motion by Morehouse seconded by Grable, the surety bond

the sum of $20.00 to be allowed James Clark in attending the California
Sewage Works Association at Santa Cruz April 20th to 22d, inclusive,
Neon sign The application of P. L. Wood to erect Neon "sign on the municipal
pier was read and referred to the Beach and Pier Committee for their
,- recommendations.

Errington to The Clerk read a letter from Assistant Chief of Police asking that
Police Dept.
E.C.Errington be transferred from the Street Department to the Police
Department as of April 1st and, on motion by Morehouse seconded by Grable,
the request was granted, salary to be Class "Bit.
Prices on The Clerk read_a letter from Foster -Barker Company quoting prices
microphones
for furnishing the City with microphones. The letter was referred to
Chamness, Talbert and Grable for their consideration.
Neon sign On motion by Grable seconded by Morehouse, the application of C.O.
Birch to install Neon sign at 408 Ocean Avenue was approved.
Licenser On motion by Grable seconded by Morehouse, the application of Teddie
Teddie & Lee .
.and Lee for license to operate restaurant at 406 Ocean Avenue was approved.
Sowest Exp. On motion by Grable seconded by Morehouse, application of Southwest
State well #38
Exploration Company for permit to drill well known as State No. 38 was
approved.
Emerg.Vol. The Clerk read a report from the American Legion Auxiliary showing
Service
Tabulation Emergency Voluntary Service Tabulation. The report was ordered placed on
file for future reference.
Lights at Referring to a letter from Joe Rodgers dated March 6, 1941 asking
baseball
park the City to turn over twelve lights now being used in the City Baseball
Park. The Mayor asked Engineer Overmyer if he had been able to determine
who owns the lights. Engineer Overmyer stated that ten of the lights were
purchased directly by the City and that he understood on good authority the

balance of the lights were purchased by the Baseball League and;by private
contributions to the Baseball League and,on motion
by Grable seconded by Morehouse, the City Clerk was directed to write Mr.
Rodgers to the effect that all lights in the park belonged to the City to
be used in the ball park.
Letter of The Clerk read a letter from C. P. Pann recommending Mr. Ross Parr
recommendation -
Parr for a position with the City. The letter was ordered filed for future
reference.
Cancellation The Clerk read a letter from McVicar-Rood asking the"City to cancel
of surety
bond surety bond in the principal sum of $500.00 each covering easements 406
and 408,for the reason that no drilling has or will be performed on these
leases and, on motion by Morehouse seconded by Grable, the Clerk was di-
rected to reply stating that it is agreeable with the City to cancel surety
bonds on the above drilling easements.
Garden Club The Clerk read a letter from the Huntington Beach Garden Club re -
recommends

reply and state that the Council would be glad to take the matter
under consideration as soon as the depot has been removed.
Monthly The Clerk read monthly reports of the City Treasurer, City
reports
Clerk, City Collector, City Judge, City Engineer, Chief of Police
and, on motion by Grable seconded by Morehouse, same were accepted
and ordered filed.

purpose of this report being to allocate the sum of approximately
$3,100.00 for the erection of stop and go signals at the intersection
of Main Street and Ocean Avenue. The Clerk read Resolution No. 878 ap-
proving the application and, on motion by Grable seconded by Morehouse,
Resolution No. 878 was passed and adopted by the following vote:
AYES: Councilmen: Grable, Morehouse, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: Chamness, Talbert.
On motion by. Grable seconded by lbrehouse, plans and specifications
for the erection of stop and go signal at the intersection of Main Street
and Ocean Avenue were approved as submitted by the City Engineer. The
Clerk read a letter from Engineer Qvermyer recommending that the present
arch over Ocean Avenue be removed for the reason that it is becoming
defective and that there is great danger of collapse -unless a considerable
sum of money is spent on immediate repairs. The matter was taken•under
consideration by the City Council.
On motion by Grable seconded by Morehouse, demands approved by
the Finance Committee were ordered paid.
Councilman Grable stated that he and the Fire Chief and the
Assistant Chief of Police attended a meeting of the National Emergency
Council in Santa Ana recently and that another meeting is to be held
Thursday, April loth, at Swanson's Cafe, Santa Ana, 6:30 P.M. dinner.
On motion by Grable seconded by Morehouse,,the City Council
adjourned until 7:30 P.M. Monday, April 14, 1941.
