MINUTES
Council Chamber, City Hall,
Huntington Beach, Calif.
Monday, April 21, 1941.
Pursuant to adjournment of April 14th, 1941, the City
Council met and was called to order at 7:30 P.M. by Mayor
McCallen.
Councilmen present: Chamness, Grable, Talbert, Morehouse,
McCallen.
Councilmen absent: None.
Surety bond - On motion by dhamness seconded by Grable,the surety bond
Helen N. Newland
of Helen.N. Newland, deputy city clerk, was accepted and order-
ed filed.
Renewal of lease On motion by Talbert seconded by Grable, renewal of lease
P.E.Ryo Coo
by the Pacific Electric Railway Company to the City of Hunt-
ington Beach covering a rectangular parcel of land on the south
side of the railroad tracks on Ocean Avenue was approved and the
Mayor and Clerk authorized to execute same on behalf of the City.
Pedestrian The Clerk read Decision No. 34107 before the Railroad
crossing at 5th St.
Commission of the State of California authorizing the installa-
tion of a pedestrian crossing at Fifth Street across the Pacific
Electric Railway Company's property and, on motion by Talbert
seconded by Morehouse, the City Engineer was authorized to start
negotiations with the Pacific Electric Railway Company for per-
mission to install the crossing.
Delaware Ave. The Clerk read an estimate prepared by City Engineer.:.Over-
Dyer covering elevation of Delaware Avenue which was recently
covered by storm water. The estimate being $2,826.00. The
estimate was referred to the Streets and Parks Committee for future
study and recommendation.
Mr. Kimball - The Clerk read a letter from the Health Department of Orange
Sanitary Engineer
County informing the Council that Mr. Jack H. Kimball had been ap=
pointed as Sanitary Engineer of the Orange County Health Depart-
ment and that his services would be available to the City. The
letter was ordered filed.
Palisades Corp. The Clerk read deed of the Palisades Corporation deeding to the
deeds land for sto
City of Huntington Beach parcels of land located in Blocks 411,
51.1 and 512 for street purposes, also Resolution No. 979 accepting
the above named deed and authorizing the Clerk to record.same and,
Resolution -079 on motion by Talbert seconded by Chamness, Resolution No. 879 was
passed and adopted by the following Vote:
AYES: Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen.
NOES: Councilmen: None.

Orange Daily The Clerk read a letter from the Orange Daily News asking

the City to advertise in their Seventh Annual Orange Harvest
Festival edition. The letter was referred to the Chamber of
Commerce for its recommendation.
Asks for Sto The letter of Mrs. Charles Crew asking that a light be

placed on Geneva Street between Huntington Avenue and Alabama
was referred to the Streets and Parks Committee and City Engi-
neer Overmyer for their recommendations.
Microphones On motion by Chamness seconded by Talbert, the c offer..°'.of
Foster-Barker;to install microphones in the beach pavilion at a
net.cost of $138.75 was accepted and the Clerk directed to issue
the order. :
' Music at The Clerk read a letter from the American Society of Composers,
pavilion
Authors and Publishers informing the City Council that the City
would be liable in the event their music is used in the dance pav-
ilion without their permission. The letter was referred to the
Beach and Pier Committee and the City Attorney.
Bonds The Clerk read requests from the Termo Company, The Petro-
leum Company, Alabama Street Oil Company and National Automobile
Insurance Company to collect the $500.00 bond required by Ordinance
No-.

directed
to so advise the
companies. -
Orange Coo A letter from City Attorney Overacker calling attention to the
League of
Cities meeting of the Orange County league of Cities to be held on Thursday,
t April 24th, 6:45 P.m. in the Women's Club House, Rose and Lewis
Streets, La Habra. The following officials said they would attend;
McCallen, Grable, Overacker and Moreho,_ise. The letter was ordered
f iled.
W.P.A. The Clerk read a letter from the Work Project Administration
stating that there will probably be a shortage of laborers in this
administration and asking the City Council to prepare their budget well
in advance. The letter was ordered filed.
Neon sign On motion by Grable seconded by Chamness, the application of
L P.L.Wood to erect.Neon sign at his place of business on the municipal
pier was approved.
Esquires Councilman Chamness informed the Council that the Esquires, now
furnishing music Saturday evenings at the beach pavilion, were to
cancel their contract in the near future and that he was at the
present time contacting bands with a view of securing the best
possible for the City at a reasonable consideration and, on motion
by Talbert seconded by Grable, the Beach and Pier Committee were
authorized to emplpy a band at a cost not to exceed the present
price paid to the Esquires.

On motion by Talbert seconded by Chamness, demands
approved by the Finance Committee were ordered paid.
On motion.by Morehouse seconded by Chamness, the City
Engineer was authorized to prepare a preliminary estimate
for the construction df subway under Ocean Avenue at its inter—
section with Main Street and submit to the City Council.
On motion by Chamness seconded by Grable, the City
Engineer was authorized to dismantle and remove the arch at
the intersection of Main Street and Ocean Avenue; motion
put and carried by the following vote:
AYES: Councilmen: Chamness, Grable, Talbert, Morehouse,
McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
The matter of preparing resolution for weed cutting was
referred to the City Attorney and the Superintendent of Streets
to prepare.
On motion by Talbert seconded by Chamness, the Council
adjourned until 7:30 P.M., Monday, April 29, 1941.
