The regular meeting of the City Council was called to order
at 7:30 P.M. by Mayor McCallen.
Councilmen present: Grable, Talbert, Morehouse, McCallen.
Councilmen absent: Chamness.
Minutes On motion by Morehouse seconded by Talbert, minutes.6fr-the
City Council for the month of April were approved as read.
Monthly The Clerk read monthly reports of the City Treasurer, City
reports
Clerk, City Collector, City Judge, City Engineer and Chief of
Police and, on motion by Morehouse seconded by Talbert, same were
accepted and ordered filed.
Application On motion by Grable seconded by Talbert, the license applica®
tion of George Phillips to operate Penny Arcade at 121 Main Street
was ordered cancelled.
License On motion by Grable seconded by'Talbert, the license applica
approved
tion of Fred H. Gray to operate Penny Arcade at 121 Main Street was
approved.
Troop #1 to The application of LeRoy Paxson, Scoutmaster,;, to allow Boy
sell fire-
works Scout Troop #1 to sell fireworks on Lot 25, Block 105, Main Street,
and that license fees be waived was approved.
Letter .. A letter from the Municipal Finance Officers' Association of
recommending
adoption Southern California was read recommending the adoption of a resolution

memorializing the California Legislature to make provisions to celebrate
the anniversary of the discovery of California was ordered filed.
j American The Clerk read a letter from the American Aircraft Company, 777
Aircraft
\ Co.Obispo Street, Long Beach, California, signed by W. B. Kinner, asking
the City to purchase the building built by that company on City owned
land. No price was set and the -letter was referred, on motion by
Talbert seconded by Grable, to the City Attorney for his advice*
Neon On motion by Morehouse seconded by Grable, the application of

Clyde Musgrave to erect Neon sign on the building owned by the Hunt-
ington Beach Company on the beach front was approved,

H.B.Planning The Mayor and City Council expressed their desire to meet with
Com. meeting
5-15- 41 the Huntington Beach Planning Commission at 7:45 P.M. Thursday,.May 15th
and the Clerk was directed to so notify the Planning Commission.

Lake Park The Clerk read an application from Miss Jane Carlson,
Club house
R. R. #1, Box 284, Huntington Beach, to rent the Lake Park Club
house Tuesday, May 13th from 3 to 6 P.M. and, on motion by
Talbert seconded by Grable, the Clerk was directed to advise
Miss Carlson that the date mentioned has already been taken by
other parties and advise her also that an application for a new
date will be accepted providing it arrives in time.to place the
matter before the City Council for its action,that the rate will
be $7.50 per night or 'day when -the kitchen is not used, that if
the kitchen is used the price will be $10.000

do The Clerk read a letter from H. W. Emley, Garden Grove Dis-
trict Superintendent Elementary School, Garden.Grove, asking for

use of the Lake Park Club house Thursday afternoon and evening of
June 5th and, on motion by Talbert seconded by Grable, the Clerk
was directed to advise.Mr. Emley that the rate now established by 19
the City Council.is $7.50 where the kitchen is not used and $10.00
if the kitchen is used. `4
Storm drains e The Clerk read a letter from the City Engineer submitting
WPA Application
application to the W.P.A. for the construction of certain storm drains
on 7th, 16th and 20th streets at Ocean Avenue and, on motion by
Talbert seconded by Grable, the City Engineer and City Controller
were authorized to execute agreement with the Works Progress Ad--.
ministration, work to begin on or immediately after July 1, 1941,
Resolution The Clerk read Resolution No. 982, a resolution declaring a
Weeds nuisance to exist and providing for the abatement thereof, same
being the usual weed resolution and, on motion by Talbert seconded
by Grable, Resolution No. 882 was passed and adopted by the, follow-

ing vote:
AYES: Councilmen: Grable, Talbert, Morehouse, McCallen,
NOES: Councilmen: None.
ABSENT: Councilmen: Chamness.
The date of hearing of the above named resolution was set for 7:30
P.M. Monday, May 26, 1941.
Demands
On motion by Talbert seconded by.Morehouse, demands approved
by the Finance Committee were ordered paid.
Ellis St.
On motion by Grable seconded by Talbert, the City Clerk was
directed to write the Board of Supervisors of Orange County asking
that some action be taken immediately in'the matter of filling in
Ellis Street immediately west of Golden West Avenue where a serious:
accident occurred Saturday night, May 3rde

On motion by Grable seconded by Morehouse, the City Engineer

was authorized and directed to place a 6 x 6 redwood post on the
westerly side of each and every lamp post located on the southerly
side of Ocean Avenue. Posts to be painted black and white stripes

and to be set with two 4 inch reflectors and the lamps to be replaced
with 2500 lumen globes.
Waste Water Councilman Morehouse stated that damage was being done from
waste water draining on to 12th Street section of Lake Park and
r suggested that some action be taken by the Council to abate this
nuisance. The matter was referred to Councilman Talbert to contact
owners of these wells and report back his recommendations to the
City Council.
0 gas tax On motion by Talbert seconded by Grable, the City Engineer was
to be used on
Delaware authorized and directed to make application to use gas tax funds
for filling in Delaware Avenue in the vicinity of what is known as
Brunton Lake, also to prepare plans and specifications for same and
present to the City Council.
Bus stops Councilman Grable said it was his understanding that the Grey—
hound and Santa Fe -Bus lines had agreed to cease unloading passengers
on the southerly side of Ocean Avenue but -that this practice is still
being conducted and suggested -that some action be taken by the Council
and, on motion by Grable seconded by Talbert, the Clerk was directed
_ to write the above named bus lines and advise them to take immediate
M.
steps to provide a location other than on the southerly side of
Ocean Avenue or it will be necessary for the City Council to pass an
ordinance prohibiting such practice.
On motion by Talbert seconded by Grable, the Council adjourned
until 7:30 P.M., Thursday, May 15, 1941.
