Council Chamber, City Hall,
Huntington Beach, Calif.
Thursday, May 15, 1941.
Pursuant to adjournment of May 5th, the City Council met
and was called to order at 7:30 P. M. by Mayor McCallen.
Councilmen present: Chamness, Grable, Talbert, Morehouse, McCallen.
Councilmen absent: None.
Bids - This being the date set by the City Council for opening
,Stop and go
signals and examining bids for the construction and.installation of semi
traffic actuated stop and go signals on Ocean Avenue at its in-
tersection with Main Street in the City of Huntington Beach, the
Clerk opened and,read the following bids:
R. E. Ziebarth, 442 Olive Ave., Long Beach, California
$3,600.00. Alternate No. 1 using concrete poles instead
of Union metal, deduct $125.00. Alternate No. 2 use re-
conditioned pipe poles instead of Union metal, deduct
$250.00. Bid was accompanied by cashier's check in the
amount of $195.00, returned plans and specifications were
attached to the bid.
Econolite Corporation, 3517 W. Washington Blvd., Los
Angeles, $3,385.00, State Sales tax included. Bid was
accompanied by certified check in the amount of $350.00,
plans and Specifications were returned with bid and, on
motion by hamness seconded by Morehouse, the bid of Econ-
olite Corporation was accepted and all other bids re-
jected and the Mayor and City Clerk authorized to execute
agreement with the Econolite Corporation on behalf of the
City of Huntington Beach. Motion put and carried
tananimously.
Appoint successor Mayor McCallen informed the Council that on account of
for unexpired term
of H.L.Grant the death of Chief of Police H. L. Grant it would ht this time
be necessary to appoint a successor for the unexpired term and,
on motion by Talbert seconded by Chamness, Donald M. Blossom was
appointed Chief of Police to serve the unexpired term of the late
H. L. Grant. Motion put and carried by the following vote:
AYES: Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Oath of office adm. The Clerk administered the.oath of office to the newly
to D.M.Blossom
appointed Chief, Donald M. Blossom.
J.M.J.P. Corp. The Clerk presented and read stipulation between J.M.J.P.
Corporation, cross defendant, and City of Huntington Beach, cross
complainant, No. 38089, in the Superior Court that an interlocutory
judgment may be made and entered into between the above named
parties whereby the City of Huntington Beach sells to J.M.J.P. Corp_
oration Lots 10 and 12, Block 419 and Lots 26.and 28, Block 619,
H. B. 17th Street Section for the sum of $197.19 within 30 days
from the date of said interlocutory judgment and, on motion by
Chamness seconded by Talbert, the Mayor and City Clerk were autho-
rized to execute same on behalf of the City.

Surety Bond On motion by Chamness seconded by Grable, the surety bond
of E. J. Quick, Nu -Ad Neon Sign Company, for engaging in the business
of electrical contracting, was approved.
Application- On motion by Grable seconded by Chamness, the application of
Chev.Co.
Culbertson Chevrolet Company to operate auto sales and service at 302
Ocean Avenue was approved.
Application - On motion by Talbert seconded by Chamness, the application of
3 Amer. Legion I
the American Legion Auxiliary to sell poppies on May 23 and 24 on the
streets of Huntington Beach and that license be waived was approved.
Application - On motion by Chamness seconded by Grable, the application of

Lucile Dodd, chairman V.F.W. Coast Line Posts, to sell poppies May
23 and 24 was rejected.
Application On motion by Grable seconded by Morehouse, the application of
concession -
approved D. H. Westmoreland to operate concession at Booth 12, Huntington Beach
Company's pavilion, was approved.
Deputy City The Clerk read a letter from Chief of Police D. M. Blossom
Collector
asking the City Council to confirm the appointment of Helen N. Newland
as deputy city collector and, on motion by Chamness seconded by Talbert,
the appointment was approved.

Talbert Drainage On motion by Morehouse seconded by Chamness, the Mayor and
-. Dist. - renewal
of cont. Councilman Talbert were appointed as a committee to meet with officials
of the Talbert Drainage District and negotiate a renewal of a lease
for the use.of their drainage ditch in the vicinity of the sewage dis-
posal plant.
Reso. of The Clerk read Resolution of Condolence, a copy of which was
Condolence
ordered delivered to Mrs. H. L. Grant, same was adopted unanimously.

On motion by Chamness seconded by Grable, the Council adjourn-
ed until 7:30 P. M. Monday, May 26th, 1941.

and
it is the desire of the Mayor and members of the
City Council of the City of Huntington Beach,California, to humbly
express their deep sorrow and sympathy to the bereaved wife and
family:
NOW THEREFORE,BE IT RESOLVED, that the City Council hereby confirm
and sustain the act --of the various,City Departments in closing
the City Hall and all work between the hours of Twelve Noon and
Five O'clock P.M. thereby giving all fellow employees and officers
of the City the opportunity to render respect and tribute to the
memory of our departed friend and Chief of Police Lester Grant.
We know that the Divine Chief of the Universe will greet, and
reward the man who so faithfully served his fellowman, his City
and his Country in the defense of its honor and flag®
BE IT FURTHER RESOLVED, that a copy of this RESOLUTION be sent
to the bereaved family and that same be spread on.the minutes
of this City Council.
