HomeMy WebLinkAbout1941-05-2627 M MINUTES Council Chamber, City Hall, Huntington Beach, California _Monday, May 26, 1941 Pursuant to adjournment of May 15th, 1941, the City Council met and was called to order at 7:40 P.M. by Mayor McCallen. Councilmen present: ..Chamness, Grable, Morehouse, McCallen. -Councilmen absent: Talbert who arrived at 7:50 P.M. Weeds The Clerk read Affidavit.of Posting Notices to Destroy Weeds by Superintendent of Streets Harry A. Overmyer. Whereupon the Mayor asked if there were any in the audience who objected to the procedure heretofore taken by the City Council to destroy weeds -in the City Huntington Beach. There being no objections, on motion by Grable seconded by Chamness, the Superintendent of Streets was directed to proceed in accordance with Reso- lution and procedure taken by the City Council. Motion put and carried by the following vote: AYES: Councilmen: Chamness, Grable, Morehouse, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: Talbert. °- Councilman Talbert At this time, 7:50 P.M. Councilman Talbert arrived. arrives The Clerk read a letter from Willis H. Warner, Chairman of the Orange %oard of Supervisors of Orange County, inviting members of the City Council Fair & Horse show, officials of the City of Huntington Beach to attend and enter the parade of the Orange Count-y-Fair and Horse Show June 6th, 7th.and 8th. The letter ' was referred to the Chamber of Commerce. Surety bond- On motion by Morehouse seconded by Chamness, the surety bond of D.M.Blo Fona1d M. Blossom, Chief of Police, was accepted and ordered filed. Memo Hall - On motion by Chamness seconded by Morehouse, application No. 1158, charges A ril 2d to use Memorial Hall April 6th b the Indoor Sports Club was accepted waived p P y P P 4-6-41 and charges waived. Ellis,Ave. The Clerk read a letter from the County Clerk stating that the Board r/w of Supervisors were negotiating for right of way along Ellis Avenue in order to eliminate the dangerous condition that now exists. The letter was ordered filed. Santa Fe Trail The Clerk read a letter from The Santa Fe Trail Transportation Company, Tran.Co. owner of the bus line operating through Huntington Beach, relative to loading and discharging passengers along Ocean Avenue. The letter stated that Bulletin BB-"384 had been issued to all --drivers as of February 6, 1941 prohibiting the loading and discharging of passengers on Ocean Avenue and that since that date there had been only one violation of the order. The Clerk was directed to write the Santa Fe Trail Transportation Company and thank them for their cooperation. 2 Page 2 - Minutes May 26, 1941 Pacific Greyhound The Clerk read a letter from the Pacific Greyhound Lines Lines dated May 22, 1941, referring to a letter from the City Council dated May 7th concerning loading and discharging passengers on Ocean Avenue. The letter stated that while it was the desire of the Pacific Greyhound Lines to avoid accidents, they were of the opinion that it was more hazardous to make two left-hand turns than to i unload on the south -side of Ocean Avenue at Sixth Street. They further objected on the grounds that it would cause considerable delay to drive around.a block so as to unload passengers on side streets. The Clerk was directed to write this company to the effect that it was the earnest desire of the,City Council to avoid further accidents along Ocean Avenue where three people have been killed during the past year and a half, others injured and a number of near accidents have occurred" it being the opinion of the City Council that had side streets. been -'.used' no,' -accidents .-Would,ihave occurred.-;: t The Clerk --.was directed to call attention of the company to the effect that another passenger bus line is complying with the City's request willingly and that unless the Pacific Grey- hound Lines see fit to comply with the request of the City Council, an ordinance will be drafted to enforce compliance. Applications: On motion by Talbert seconded by Grable, the application Mrs. Azzara - lunch stand of -Mrs. Vita Azzara to operate,lunch counter on the strand between the bathhouse and pavilion was approved. Bob Lively - On motion by Talbert seconded by Chamness, the application Service Station of Bob Lively to operate service station at 301 Main Street was approved. Jack Long On motion by Chamness seconded by Grable, the application of Neon sign Jack Long.to construct portable Neon sign in cabinet on municipal pier was approved. E.F.Bray _ On motion by Grable seconded by Talbert, the application of Neon sign E. F. Bray to erect Neon sign at 218 Main Street was approved. Frank Linnel - On motion by Grable seconded by Chamness, the application of Neon sign Frank Linnel to erect Neon sign at 121 Main Street was approved.. Annette Bailey - On motion by Talbert seconded by Morehouse, the application Noen sign of Annette.Bailey to erect Neon sign at 104 Main Street was approved. Cecylle Oliver - On motion by Chamness seconded by Grable, the application of Neon sign , . . Cecylle Oliver to erect Neon sign at 416 beoan Avenue was approved. Union Oil Co. On motion by Grable seconded by Chamness, the application of Service station The Union Oil Company,to erect service station at Third Street and Ocean Avenue,and to remove and re -set a lamp post at their own expense was approved, Sewage Disposal The Clerk read a letter from the Department of Public Health plant - flood water making certain recommendations for preventing flood water entering the sewage disposal plant. The letter was referred to the Sewage Committee to discuss with the City Engineer and refer back to the City Council, J ,a. Page 3 - Minutes May 26, 1941 99 Application - On mmtion by Chamness seconded by Morehouse, the application of Standard Oil Co. the Standard Oil Company to construct power line across Ocean Avenue at 23rd Street.was approved. `r 1940 Uniform The Clerk read a letter from City Engineer Overmyer recommending Bldg.code that the City Council adopt the 1940 edition of the Uniform Building Code of the Pacific Coast Building Official Conference and, on motion by Chamness seconded by Grable, the City Attorney was authorized to prepare an amend- ment to.the present building ordinance to comply with the recommendations of the City Engineer and to include certain other requirements to be fur- nished the City Attorney by Engineer Overmyer. Agreement - The Clerk read an Agreement between the County of Orange and the Police broad- casting City of Huntington Beach whereby the County of Orange agrees to install changes or replacements and maintain police broadcasting Remote Control Station heretofore installed in the City of Huntington Beach without cost to the City of Huntington Beach other than for equipment, material, apparatus and parts required for installation, maintenance, replacement and repairs which expense is to be born by the City of Huntington Beach, and on motion by Chamness seconded by Grable, the Mayor and City Clerk were authorized to ex- ecute the Agreement on behalf of the City of -Huntington Beach. Gas Tax for The Clerk read a letter from the Division of Highways, S. V. Cort- signals at Main & elyou, District Engineer, dated May 22, 1941, to the effect that the Third Ocean Supplemental Memorandum of Agreement for Expenditure of Gas Tax for State Highways within the City of Huntington Beach for the 1939-1941 biennium was being forwarded to the City of Huntington Beach; that said agreement had been prepared in accordance with the City Council's Resolution No. 883 and letter of May 17th, 1941, to provide additional funds in the amount of $600.00 - for signal installation at Ocean Avenue, Route #60 and Main Street, Project No. 10. Whereupon the following motion was made by Councilman Chamness; "That the:Mayor and City Clerk be authorized to execute Third Supplemental Memorandum of Agreement for Expenditure of Gas Tax for State.Highways." Motion seconded by Councilman Talbert, put and carried unanimously. Term-.of'.:service- t.o _,bdgin June 1, 1941 and continue during the will and pleasure of the City Agreement— The Clerk presented and read an Agreement between the City of Econolite Corp. - signals Huntington Beach and Econolite Corporation, contractors, for furnishing labor and material in the construction and installation of semi traffic - actuated stop and go signals on Ocean Avenue at its intersection with Main Street in the City of Huntington Beach and, on motion by Morehouse seconded by Chamness, the Mayor and City Clerk were authorized to execute +; - same on behalf of the City of Huntington Beach. "30 Page 4 - Minutes May 26, 1941 0 Demands On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid. �E. Fish & Game Act Mr. Edward/ Beatty addressed the Council and complained violated that officers of the Fish and Game Commission had arrested and fined one -of the citizens of Huntington Beach for alleged vio- lation of the Fish and Game Act: namely, fishing from the muni- cipal pier in Huntington Beach without a proper license. Mr. P.L.Wood, operator of bait stand on municipal pier, stated that he did not believe any law had been violated by the person so alleged and asked that the City Council take some action to in- fluence the Fish and Game Commission to desist from such unwarbK.-u','I.:::6' ranted acts in the future. Mayor McCallen stated that he would 1 + contact officers of the Fish and Game Commission and the City Clerk was directed to write the secretary of the Fish and Game Commission and call attention to the incident and ask that some action be taken to prevent its recurrence, also to inform the Fish and Game Commission that full details will be furnished by the City Council _ upon their request. Camp sites Councilman Chamness stated that there had been a request from requested for troops the United States War Department for camp sites in the City of Hunt- ington Beach to be used from one to seven days by troops passing through the City of Huntington Beach. The baseball park and a portion of what - is known as the barley field belonging to the Hunt- ington Beach Company and the Standard Oil Company were recommended as available sites. The matter was referred.to the City Engineer to contact Captaih-,.Meehan and start negotiations for securing per- mission from the Standard Oil Company and the Huntington"Beach Company to use a site in the barley field. Talbert Mayor McCallen stated that he and Mr. Talbert had not yet drainage district made contact with the Talbert Drainage District relative to renewal of Agreement to use their drainage ditch at the sewage plant.
