Monday, June 2, 1941
The regular meeting of the City Council was called to order at
z 7:30 P. M. by the City Clerk.
Councilmen present: Grable, Morehouse, Talbert.
Councilmen absent: McCallen, Chamness.
Talbert - On motion by Grable seconded by Morehouse, Councilman Talbert was
mayor pro-tem

Minutes On motion by Morehouse seconded by Grable, minutes for the month of
May were approved as read by the Clerk.
Application - On motion by Grable seconded by Morehouse, the application of D. D.
D.D.Dunlap Oil
Co. Dunlap Oil Company to drill well on Lots 1, 2, 3 and 4, Block 119, 17th
Street Section, was approved providing a corrected bond is submitted which
is satisfactory to the city attorney and that the applicant file map showing
location of the well.
Institute of Mr. H..C: Mead of the Institute of Government, University of Southern
Govt. Univ. of s.
Calif. California, addressed the Council relative to membership in their summer
school beginning June 9th and closing June 13th and, on motion by Grable
seconded by Morehouse, the City appropriated the sum of $25.00 to purchase
a forty admission membership book.
Relief driver -On motion by Morehouse seconded by Grable, the request of J. K.
Fire Dept.
Sargent, fire chief, to employ Gordon Talbert for a period of two and one-
half months as relief driver under the "A" classification at $135.00 per
month was' approved.

Life guards for The Clerk read a letter from Delbert Higgins, chief life guard,

And on motion by Grable seconded by Morehouse, the appointments were
confirmed, term of service to be at the will and pleasure of the City
Council.
Fire works - On motion by Morehouse seconded by Grable, the application of

Ted Bartlett to sell fireworks in accordance with City ordinance at
7th and Ocean was approved.
Seal Beach Post The Clerk read a letter from the Seal Beach Post and Wave solici-

held June 27th, 29th and 29th. The matter was carried over until next
meeting of the City Council.
C.A.Double - On motion by Grable seconded'by Morehouse, the Council approved
relief patrolman
the appointment of Clarence A. Double as relief patrolman for the
summer vacation period at a salary of $145.00 per month.
Special officers On motion by Grable seconded by Morehouse, the Council approved the
bppoi_ntmcnt of Delbert Higgins and W. S. Ebert as special officers
starting as of May 27, 1941 at no ,,salary from the City.
Demands On motion by Morehouse seconded by Grable, demands approved by the
Finance Committee were ordered paid.
Talbert'Drainage Mayor pro-tem Talbert informed the Council that he would meet with

officials of the Talbert Drainage District Tuesday evening, June 3rd,
and that he would be accompanied by Engineer Overmyer.
Camp sites The Clerk read a letter from E. Raymond Cato, chief, California
for Army
Highway Patrol, to the effect that he had received instructions from
headquarters to locate spots that might be used for over -night camp
sites for the United States Army when the occasion arises for it to
move through this county. That upon making a survey, he had located
a very suitable site at 38th Street and Ocean Avenue in Huntington
Beach.
Chief Cato asked that the City Council of Huntington Beach
contact the land owners for permission to use the property for the
purpose of a Military Camp site if and when it becomes necessary
and, on motion by Grable seconded by Morehouse, the City Clerk was

directed to write the Huntington Beach Company in care of James S.
Lawshe, Los Angeles and the Standard Oil Company in care of A. F.
.Wilson, Huntington Beach, asking permission to use the named sites
for the purpose recommended by Chief Cato. Copy of Chief Cato°s
letter to be mailed both the Huntington Beach Company and the
Standard Oil Company and copies of the letters written to the above
named companies to be sent to Chief Cato,
C. of C. The Clerk read a letter from the Chamber of Commerce by R. Y.
4th of July
Jackson, chairman, asking that.the City appropriate the sum of $1,000.00
for the Fourth -of July celebration and, on motion by Morehouse seconded
by Grable, the City Council allocated the sum of $500.00 and in addition
assumed responsibility for staging fireworks display.
Planning The Mayor instructed the Clerk to notify members of the Planning
Commission
Commission to meet with the City Council at its meeting $:00 P.M. June
9th.
On motion by Grable seconded by Morehouse, the Council adjourned
until 7:30 P.M. Monday, June 9, 1941.
