MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, July 7, 1941
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor McCallen.

Councilmen present: Chamness, Grable, Talbert, Morehouse, McCallen.
Councilmen absent: None.
Minutes
On motion by Chamness seconded by Morehouse, Minutes for the
month of June were approved as read.
Monthly
The Clerk read monthly reports of the city clerk, city treasurer,
reports
city collector, city engineer, city judge, chief of police and building
supervisor and, on motion by Grable seconded by Talbert, same were
accepted and ordered filed.
Offer on Lots The Clerk read a letter from Charles W. McKnight offering to

purchase Lots 1 and 2. Block 503, Vista Del Mar Tract, Huntington
Beach. No definite offer was made but $25.00 cash accompanied the
letter to be used as a deposit in'the event he was. the successful
bidder, otherwise the amount would be returned in full. Mr. McKnight
addressed the Council relative to the purchase of the above named lots
and was informed that the City Council desired to use its
regular prom
cedure in advertising and selling to the highest bidder. Mr. McKnight

was informed that he might secure a return of his deposit in the mean-
time if he so desired.

The Clerk gave Ordinance No. 444 its second and final reading and,
Passed -
surety bond
on motion by Chamness seconded by Grable, Ordinance No. 444 establish-
ing amount of surety bond for city employees was passed and adopted by
the following vote:
AYES: Councilmen: Grable, Chamness, Talbert, Morehouse, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Report of
The Clerk read report of audit by Diehl and Edwards and, on motion
audit
by Chamness seconded by Morehouse, the report was accepted and ordered
filed.
Charges
On motion by Talbert seconded by Chamness, the following charges
waived -

Library Board - The Clerk read a letter from Lloyd H. Jorgensen, secretary, Board

of
C.P.Patton
of Trustees, H.B.Library,-calling attention to the expiration of term of
& Mrs. Jones
office of C. P. Patton and Mrs. Pearl Jones and recommending that they be
reappointed for a period of three years beginning July 1, 1941 and ending.
June 30, 1944- Mayor McCallen made the appointments in accordance with

recommendations and, on motion by Talbert seconded.by Chamness,
the appointments were approved by the City Council.
Title quieted
The City Attorney presented letter advising the City
Lots 12,14,16 & 18,
Blk 812, W.P.
Council that title to Lots 12, 14, 16 and 19, Block 812,
Wesley Park tract, has.been quieted with the exception of 1911
Bonds #27, 28, 29 and 30, issued December 4, 1931, Crest Avenue
lights. The City Attorney was directed to so notify Jack Colvin.
Contract
The City Engineer presented a contract between the City and
General Neon Co.
the General Neon Company covering maintenance and repairs of the
dance sign on the pavilion for a period of one year and, on motion
by Chamness seconded by -Morehouse, the Mayor and Clerk were autho-
rized to execute same on behalf of the City.
Planning Com,
The Clerk informed the Council that R.Y.DeBritton had _
filed a letter with the City Clerk that he could not serve on
the Planning Commission for the four year period beginning April ti
24, 1941. The'Clerk was directed to write Mr. DeBritton and
thank him for past service'and express regret of the City Council
that he could not continue with the work. The matter -of filling
the vacancy was deferred until next meeting of the City Council.
Application
On motion by Talbert seconded by Chamness, the application
approved.
of Hallie J. Law to operate hotel at 116 Main Street was approved.
Lots 5 & 6, Blk
The Clerk read a letter from Don S. Mozley to the tax collect-

or to the effect that the County had received an offer to purchase a

Lots 5 and 6, Block 111, Huntington Beach, and that sale would be made
unless objection is made by the City.' That such objection should be a,.....,
made by a resolution of the City Council to be filed with the Board'
of Supervisors of orange County and a copy of same filed with the
tax collector of Grange County and, on ration by Chamness seconded
by Morehouse, the City Attorney was authorized and directed to
appear before the Board of Supervisors on July 8th, and endeavor
to negotiate a compromise agreement by making an offer to purchase
the,lots for the City of Huntington Beach at a price not to exceed
$50.00 on the above mentioned lots.
Surety bond m
On motion by Chamness seconded by Grable, the surety bond of
Elec.Motor Repair

the Electric Motor Repair Shop to engage in the electrical contract-
ing business in Huntington Beach was approved.
Project Statement
The City Engineer presented a Project Statement providing for
-the allocation and expenditure of State gas money on State Highways
in the City of Huntington Beach, namely, $2,000.00 for general
maintenance on Ocean Avenue, $615.00 for traffic striping and signs
on Ocean Avenue and $1,000.00 for general maintenance and painting
of Hampshire Avenue and, on motion by Chamness seconded by Talbert,
the Mayor and Clerk were authorized to execute same on behalf of the
City..

Project The City Engineer presented Project Statements:No.l and 2
Statement
1 & 2 providing for the allocation and expenditure of gas tax monies
on Streets of Major Importance in the City of Huntington Beach,
namely, $6,800e00 to purchase material for a storm drain project
on Ocean Avenue under Project #1 and $3,000.00 to improve a portion
of Delaware -Avenue by eliminating a flood condition which exists
r during the winter months under Project #2 and, on motion by Talbert
seconded by Chamness, the Mayor and Clerk were authorized and
and directed to execute Projects #1 and #2 on behalf of the City.
Helen Axton The City Clerk informed the Council that he had appointed Helen

Office clerk e The City Engineer informed the Council that his office clerk

was resigning August 31st. The matter of.an appointment to fill the

.Guard -
vacancy was deferred by the City Council until after the return of the
city clerk from his vacation.
On motion by Morehouse seconded by Grable, the City Council ap-
propriated the sum of $295.74 to be paid to the H.B.Unit, 4th Regiment
(composite) California State Guard, for.the purpose of defraying
expenses. The above mentioned amount being equivalent to receipts
- from the Fourth of July dance held in the municipal pavilion.
Fireworks The matter of paying the sum of $500.00 for fireworks staged
during the Fourth of July celebration was discussed. Councilman
Morehouse objected to the form of procedure and called attention to
the fact that the City Council had agreed at a previous meeting that
the expenditure of $500,00 for fireworks was not advisable at this
time. After further discussion a majority of the City Council agreed
` that the bill should be paid and, on motion by Talbert seconded by
Chamness, the City Council appropriated the sum of $500.00 to cover
1 expense of staging fireworks July 4, 1941. Motion put and carried
by the following vote:
AYES: Councilmen: Chamness, Grable, Talbert, McCallen.
NOES: Councilmen: Morehouse.
ABSENT: Councilmen: None.

Demands On motion by Talbert seconded by Chamness, demands approved '
by the Finance Committee were ordered paid.
Letter to C.of C. On motion by Grable seconded by Chamness, the City Clerk was
directed to write a letter to the Chamber of Commerce thanking
them for a successful celebration July 4th,"5th and 6th.
Salary of Steno. Councilman Talbert called attention of the Council to the

reduction of compensation to the city attorney for stenographic
help reduced from $75.00 to $50.00 per month and stated that he
believed that the original amount of $75.00 shou-ld be reinstated for
the reason that the city attorney was doing considerable work on
tax title lots and, on motion by Talbert seconded by Chamness, the
compensation for stenographic work for the city attorney was re-
stored to $75.00 per month beginning July 1, 1941.
Budget On motion by Talbert seconded by Chamness, the budget sub-
mitted -by the city auditor for the fiscal year July 1, 1941 to
June 30, 1942 was approved and adopted.
Salary Ord. On motion by Morehouse seconded by Chamness, the City Attorney
was authorized and directed to prepare an amendment to existing
ordinance providing for a salary of $150.00 per month for the city
Judge, same to be submitted -to a vote of the people at the regular
city election in April 1942,

by Talbert seconded by Grable, the recommendation was approved and
salaries allowed beginning July 1, 1941.

Planning
Commission
of Police to provide a new schedule for crossing guards and, on recommend-
ation of the City Engineer to increase the salary of H.W.Yost, motor
grader operator, to $175..00 per month, effective July 1, 1941.
On motion by Chamness seconded by Grable, the City Clerk was allowed
a vacation for a period of one month beginning July 14th.
The.Clerk informed the Council that 7:30 P.M. July 14th is the
time set by ordinance for meeting of the Board of Equalization.
The -Clerk also reminded the Council that July 14th, 8:00 P. M. was
the date set 'for meeting,with the Planning Commission.
On motion by Chamness seconded by Morehouse, the City Council ad-
journed until 7:00 o'clock P.M., Monday July 14th, 1941.
