Monday, August 4, 1941

The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor McCallen.
Councilmen present: Chamness, Grable, Talbert, Morehouse, McCallen.
Councilmen absent None.
Minutes On motion by Talbert seconded by Grable, minutes ofY�the City
Council for the month of July were approved as read.
License After some discussion in regard to license issued for watermelon
stand on Pacific Electric property on north side of Ocean Avenue, Mr.
Fanara was asked to take out a building permit to construct stand to
conform with building ordinance and that if he was unable to do that,

his license would be refunded.
Mr. Garrett o Francis J. Garrett who was employed on S,.R.A, at the camp ground,
application
for employment' asked the City for work. He was advised that there was nothing at the
present time but that he should file an application for employment
with the City Engineer. ;
Planning
Mr. D. I': Halliey asked the Council if the Planning Commission could

be disbanded by the City Council. After some discussion, on motion by
Talbert seconded by Chamness, the Council went on record as desiring

the Planning Commission to discontinue functioning as to master plan
for zoning the City of Huntington Beach.
Sale of Lots
This being the time set for sale of Lots 1 and 2, Block 503, Vista
1 and 2, Block
503,
VDM to McKnight
Del Mar tract, the bid of Chas. W. McKnight in the amount of $200,00,
as presented to the Council was read. There being no other bids, the
lots were declared sold to Mr. McKnight for $200.00. The City Attor-
ney was instructed to put the property in escrow,
Econolite Corp.
The Clerk read a letter from Econolite Corporation asking for ex -

tension of time to August 15, 1941, to complete contract for install-
ation of stop and go signals at Main Street and Ocean Avenue and, on
motion by Grable seconded by Morehouse, extension in,time was granted.
Baltimore St.
A letter from Geo. G. Knauss asking definite information regarding y
opening of Baltimore Street west from Alabama was read. The Mayor asked
Councilman Chamness to contact Mr. Knauss with reference to circulating of >.
petition to be prepared by the city attorney and that plans, applica-
tion to Railroad Commission and all other necessary papers be ready to
be presented to the City Council at the next meeting.
Underground gas On motion by Grable seconded by Chamness, application.of L. H.

Dodge to install 120 gallon gasoline underground tank on Lots 11, 13,
15 and 17, Block 214, Huntington Beach tract, as approved by the Fire, ,•
Chief, was granted,

Neon sign-
On motion by Talbert seconded by Chamness, the Union Oil Company

presented. There were no protests.

On motion by Chamness seconded by Grable, the request of Chief of

Dance
A letter from Geoo. A. Rubens was read. Mr. Rubens stated that he had
pavilion
a client desirous of leasing the dance pavilion for motion pictures on
nights it was mt otherwise in use. On motion by Chamness seconded by
Talbert, the City Clerk was instructed to write Mr. Rubens that the City
Council did not desire to enter into such a lease.
Defense
A letter from the Board of Supervisors of Orange County by Willis H.
,Council
Warner, Chairman,.was read to the Council calling attention to proposed

Ordinance of the County of Orange creating a local defense council and
prescribing its duties and responsibilities. On motion by Talbert seconded
by Morehouse, Councilman Grable was appointed on the Committee to repre-
sent the City of Huntington Beach in the matter of County Defense Ordinance.

Claim -
The City Clerk -presented claim from Denio, Hart, Taubman and Simpson
Denio et al
in the amount of $2,399.95, claimed on account of receiptsr by the City of
} Huntington Beach from the Southwest Exploration Company. The claim was
ordered filed.
,- Agreement - On motion by Chamness seconded by Talbert, the Mayor and City Clerk
C. of C.
were authorized to execute an agreement with the Huntington Beach Chamber
of Commerce for the fiscal year 1941-19420,
The Clerk read Resolution No. 883 O establishing certain streets as

Plans & Spec. On motion by Talbert seconded by Chamness, the City Engineer was in -

of Delaware Avenue and was instructed to segregate labor and material.

for expenditure of gasoline tax funds for Streets of Major Im-
portance. Resolution No. 984 adopting budget and approving Memorandum
of Agreement and directing the Mayor and City Clerk to sign on behalf
of the City was adopted by the following vote:

NOES* Councilmen* None.

Monthly On motion by Grable seconded by Chamness, monthly reports of the

City Clerk, City Treasurer, City Engineer and Building Inspector,
City Collector, City Judge and Chief of Police were accepted and
ordered placed on file.

On motion by Talbert seconded by Chamness, bills approved by the

Mayor McCallen called the Council's attention to the meeting of the

Mayor McCallen advised the Council that the State Park Board had

LOff er to lease The City Engineer presented letter from Ray Yakura offering to
band around

purposes. Councilman Talbert reported that he had a party offering
" to ]lease the property to farm. After some discussion it was agreed
that the Council was not in favor of leasing the property at this time.
