MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, August 19, 1941
Pursuant to adjournment of August 4th, the City Council met and
was called to order at 7:30 P.M. by Mayor McCallen.
Councilmen present:, Chamness, Grable,.Talbert, Morehouse, McCallen.
Councilmen absent: None.
Opening of Mr. H.-M. Vanderslice, 310 Huntington Avenue, addressed the
Chicago Street
Council relative to the opening of Chicago Street. He was informed v
that the matter was at this time being taken up with the Pacific
Electric Railway Company and the State Railroad Commission.
L. A. Examiner - Mr. Berger, representing the Los Angeles Examiner, addressed
the Council and asked the City to place an Ad or a series of Ads ,
in the Los Angeles Examiner. The matter was taken under advisement

until later in the evening.
Lots 1 & 2, Block Mr. Pierpont of the.Security-First National Bank presented
503 VDM e
Chas. W.McKnight escrow instructions for the transfer of Lots 1 and 2, Block 503,
Vista Del Mar Tract, Section 2, from the City to Charles W. McKnight
and Pherba F. McKnight, also deed for the above named property and,
on motion by Chamness seconded by Talbert, the Mayor and City Clerk
were authorized to sign the escrow instructions on behalf of the
City and, on motion by Talbert seconded by Chamness, the Mayor and
City Clerk were authorized to sign the deed on behalf of the City.
Lease with Brown- The Clerk presented and read a lease agreement between Brown -
Bevis Equip. for
tractor -loader Bevis Equipment Company of Los Angeles and the City of Huntington
Beach covering the use and an option to purchase a tractor -loader
and, on motion by Morehouse seconded by Chamness, the Mayor and Clerk _A
were authorized to execute agreement on behalf of the City.
Surety Bind - On motion by Talbert seconded by Grable, the surety bond of the
Pacific lumbing
Co. Pacific.Plumbing Company of Santa Ana was accepted and ordered placed
on file.
H.B.Vo1,Fire Dept.- The Clerk read a letter from D. E. Burry, secretary of the Hunt -
Delegates to State
Ass°n. ington Beach Volunteer Fire Department asking that the City appropriate
the sum of $50.00 to defray expense of sending two firemen to the Calif-
ornia State Firemen's Association at Pasadena the latter part of September.
Mayor McCallen stated that he did not believe that $25.00 each would be
required to cover expenses and that he would personally donate the y
gasoline and recommended that the City appropriate $10.00.each and, on
motion by Grable seconded by Chamness, the City Council appropriated
the sum of $20.00 for the above named purpose.

Community The Clerk read a letter from the Community Players asking for

use of Memorial Hall three nights each week for a period of four weeks.
r, The Clerk was directed to inform the applicants that it is not the
policy of the City to tie up the hall for so long a period with one
organization, but that if application is made not to exceed one week

in advance for two nights each week, the hall will be available pro-
vided previous reservations have not been made.

Charges waived On motion by Grable seconded by Chamness, charges for the use of
Lake Pk.Clubhouse
8-28-41. Lake Park Club house by the Orange County League of Municipalities,
Thursday, August 28th, were waived.
Orange Co. Mayor McCallen informed the Council that he had met with the
Defense Council
Board of Supervisors in the interest of Orange County Defense Council
and that it had been agreed at that meeting that all cities of Orange
County join in a County Council rgther than as individual cities; that
�- each city was asked to appoint one member to meet with the Council ap-
proximately three times per week for the next twelve months and, on
motion by Talbert seconded by Chamness, City Engineer Harry A. Overmyer
was appointed, the first meeting to be held in Santa Ana at 7:30 P.M.
Tuesday, August 19th.
Calif.State The Clerk read a letter from the California State Council of Defense
Council of \
Defense asking for information concerning what, if anything, the Gity.of Huntington
Beach was doing in the Defense program. The Clerk was directed to write
1_. Richard Graves, secretary, and explain that the City of Huntington Beach is
Joining the Orange County Council.
Local Defense The Clerk was directed to prepare copies of an Ordinance of the
County of Orange creating a local defense council and prescribing its
T duties and responsibilities and mail a copy each to the City Councilmen,
City Engineer and City Attorney.
J.H.Covington, The Clerk read a letter from J. H. Covington, executive secretary,
Div. of 'arks
Department of Natural Resources, Division of Parks, State of California,

thanking the Mayor for his letter of July 31st inviting the Commission to
hold its next regular meeting in the City of Huntington Beach. The letter
was ordered filed.
Hugh Wells - Pursuant to recommendations of City Engineer Overmyer and on motion
Utility man
by Morehouse seconded by Grable, Hugh Wells was transferred to the Classi-
fication of utility man, Class "B", salary of $150.00 per month, effective
August 15, 1941.
Delaware Ave. -City Engineer Overmyer presented plans and specifications for the
improvement of
improvement and repair of Delaware Avenue and, on motion by Talbert seconded
by Chamness, the plans and specifications were adopted and the City Engineer
authorized to submit same to the State Highway Department for their approval.
Dean Huguenin On motion by Chamness seconded by Grable, and upon recommendation of

taker at the municipal trailer park under Class "B", salary $110.00
per month, effective August 1, 1941 and to continue during the

Lease on Depot site The Clerk presented and read lease dated May 28, 1941, from
the Pacific Electric Railway Company to the City of Huntington.
Beach, leasing an irregular shape parcel of land known as the
Pacific Electric depot site to the City of Huntington Beach and,
on motion by Talbert seconded by Chamness, the Mayor and Clerk were
authorized to execute same on behalf of the City.
Demands On motion by Talbert seconded by Chamness, demands approved
by the Finance Committee were ordered paid.
Reso. #886 - The Clerk read Resolution No. 886, relative to pedestrain°s
Crossing at
3rd St. crossing at 3rd Street and Ocean Avenue and, on motion by Chamness
seconded by Talbert, Resolution No. 886 was passed and adopted by
the following vote:
AYES: Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen,
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Adv. in L.A. Examiner On motion by Chamness seconded by Grable, the Council approp-

riated the sum of $120.00 to defray advertising expense as follows:
$60.00 to the Los Angeles Examiner, $60.00 to the Los Angeles Times,
the preparation of the advertisements to be under the direction of
the Beach and Pier Committee,
Twin Conv., On motion by Talbert seconded by Chamness, the City appropria-

& Labor Day ted the sum of $400.00 to defray expense of the Twin Convention,
celebration
Black -Gold celebration and Labor Day celebration, to be held in
Huntington Beach August 30th, 31st and September lst under the direct-
ion of the Chamber of Commerce.
C. of C. On motion by Grable seconded by Chamness, the Chamber of
Commerce was given authority to engage pony rides, merry-go-round
and other similar entertainment during the period Au j
p gust 30th, 31st,
and September lst, and that license be waived, it being understood
that all of the above named entertainment to be located on Orange
Avenue between 3rd Street and Main Street.
Float for Tourna- On motion by Chamness seconded by Talbert, the Council ap-
ment of Lights
propriated the sum of not to exceed $50.00 to be used for- the• -build
ing and entering of a float at the Newport -Balboa Tournament of
Lights, Saturday August 23rd.
Highway crossing The Clerk read an application prepared by the City Attorney
at Baltimore
and to be presented to the Railroad Commission of the State of
California, asking for permission to construct a highway across the
Pacific Electric Railway property between Baltimore Street and
Lake Avenue and, on motion by Chamness seconded by Grable, the
Mayor and City Attorney were authorized to execute same on behalf
of the City.

Petition -
The Clerk presented and read a petition signed by 29 citizens
reading as follows: We the undersigned citizens of Huntington'Beach,
residing in the vicinity of Baltimore Street, do hereby petition the
Honorable City Council to take the necessary steps and proceedings to
r open Baltimore Street westerly from Alabama Street to Lake Street.
Vacation - On motion by Chamness seconded by Grable, Fire Chief Sargent
Sargent
was granted a two weeks vacation beginning September 1,•1941.
On motion by Chamness seconded by Grable, the Council adjourned.
