HomeMy WebLinkAbout1941-09-02E MINUTES Council Chamber, City Hall, Huntington Beach, Calif. Tuesday, September 2, 1941. The regular meeting of the City Council was called to order at 7#30 P.M. by Mayor McCallen. Councilmen present: Chamness, Grable, Talbert, Morehouse, McCallen. Councilmen absent: None. Minutes On motion by Chamness seconded by Morehouse, minutes for the month of August were approved as read. C. of C. report - The Clerk presented and read a detailed report covering ex - Celebration July,4, 1941 penditures by the Chamber of Commerce during the Fourth of July celebration. The report was ordered filed, Letter from The Clerk read a letter from Mrs. L. V. Buckner recommending Mrs. Buckner that the City Council place drinking fountains:'for ' dogs; -.along the beach front. The letter was referred to the Planning Commission. W.P.A. - Scarcity The Clerk read a letter from the Works Progress Administration of labor for drain- age project relative to an application of City Engineer Overmyer for labor to be used in the construction of improved drainage and sewage facilities, dated August 11, 1941. The letter stated that labor was not avail- able in the vicinity of Huntington Beach at the present time, there- fore, the administration could not consider the application for opening the project at the present time. City Engineer Overmyer was directed to keep in touch with the Administration with a view of opening the project at a later date. Shortage of On motion by Grable seconded by Talbert, the City Engineer was material authorized to compile a list of materials of which there might be a shortage and submit same to the Streets and Parks Committee with the view of securing and establishing a priority number. Letter to Mr. McDonough inre- City Engineer was directed to write a letter to Mr. Jack Mc - drainage Donough and enclose a copy of the letter from the Works Progress Administration relative to inability to furnish labor for the in- stallation of drainage in the vicinity of Seventh Street, Drum Corps The Clerk read a letter from the American Legion Drum and Bugle requests appropriation Corps asking the City to appropriate the sum of $750.00 to be used in the promotion of musical entertainment by the Drum Corps during the present fiscal year. The matter was taken under advisement and referred to Councilman Chamness to confer personally with officials of the American Legion. 57 Page #2 - Minutes Sept.2,1941 W- Salary On recommendation of Engineer Overmyer and on motion by Morehouse increase - `� C. J. seconded by Talbert, C. J. Webster was placed under the Classification Webster of truck driver. Classification salary $150.00 per month, effective September,:.,Z, `1941'. Gl Contract The Clerk read a letter from City Engineer Overmyer informing the completed EconoliteteCouncil that the contract of Econolite Corporation to construct and r install semi traffic actuated stop and go signals had been satisfactorily completed and recommended that the work be accepted by the City Council and, on motion by Talbert seconded by Grable, the work was accepted and the Clerk directed to record Notice of Completion with the Recorder of Orange County, Sowest Exp.- On motion by Talbert seconded by Morehouse, the application of �State well State Southwest Exploration Company to drill well known as State No. 28 was accepted and approved. Reso. 8� # 7 - The Clerk read Resolution No, 887, fixing the tax rate for the City tax rate of Huntington Beach for the fiscal year 1941-19142 and, on motion by j" Chamness seconded by Grable, Resolution No. 887 was passed and adopted by the following vote: AYES: Councilmen: Chamness, Grable, Talbert, Morehouse,.McCallen. NOES: Councilmen: None. ABSENT: Councilmen: None. Reso.#888 - The Clerk read Resolution No. 888, cancelling taxes upon certain Cancelling taxes on lots in the City of Huntington Beach and, on motion by Chamness seconded 1, certain .lots by Morehouse, Resolution No. 888 was passed and adopted by the following vote: AYES: Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: None. Monthly The Clerk presented and read monthly reports of the City Treasurer,. reports City Clerk, City Collector, City Engineer and, on motion by Grable seconded by Chamness, same were accepted and ordered filed. Mills Land The Mayor read copy of a letter dated August 21st addressed to the & Water Co. Mills Land and Water Company, Los Angeles, relative to the purchase of 49 acres located in the easterly part of the City and, on motion by Talbert seconded by Chamness, the City Attorney and City Engineer were authorized and directed to prepare the necessary maps, escrow instructions and otkier matters required to complete the purchase transaction and submit to the City Council at its next meeting. Aircraft The Mayor presented and read a letter from Aircraft Associates, Long Associates Beach, California, dated September 2d, 1941, and addressed to the Mayor and City Council of the City of Huntington Beach. The letter stated in part that the corporation, now located at the municipal airport in Long 1 Beach, is desirous of obtaining a new location for their activities, namely the sale and service of Aircraft, Aircraft supplies, and the teaching of students under government approved flying school. Page 3 - Minutes Sept.2,1941 J Aircraft The City Clerk was directed to write Aircraft Associates Associates and endeavor to arrange a meeting between their officials and -� the City Council, 4:00 o'clock P.M., Friday, September 5th at the plant of the above named corporation in Long Beach and the Clerk was also directed to telephone City Councilmen F, day morning, September 5th, calling their attention to the appointment. Steak bake - Mayor McCallen stated that the Commander of Company "E" had Co. "E" invited city officials to a steak bake in Lake Park, 6:00 o'clock P.M., Monday, September 8th. ✓ Mr. Reddick On motion by Chamness seconded by Grable, the Clerk was directed to write a letter. to Ben Reddick thanking him for his service during the Twin Convention. Helen Axton & On recommendation of the City Clerk and, on motion by M.E.Herlinger to Class "B" Talbert seconded by Grable, the two deputy clerks in the Clerk's office, Helen Axton and Myrtle E. Herlinger, were advanced to Classification "B", salary.$130.00 per month, as of September 1, _y 1941. Automobile The Clerk informed the Council that the present insurance Insurance policy covering automobiles would expire 12:01 A.M. September 16, 1941. The Clerk was directed to submit informal bids to the Council for renewing automobile insurance at its meeting to be held 7:00 o'clock P.M. Monday, September 15, 1941. Ll,1 Demands On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid. '4 Vacation City Engineer Overmyer was granted four days vacation, Sept - Mr. Overmyer ember 8th to 13th. On motion by Talbert seconded by Chamness, the Council ad- journed until 7:00 o'clock P.M.
