Monday; Septembers 22, 1941 Pursuant to adjournment of September 15th, the City Council u� met and was called to order at 7:00 o'clock P. 1A. by Mayor McCallen. Councilmen present: Chamness, Grable, Talbert, Morehouse, McCallen. Councilmen absent: None. Peace" The Clerk read A letter from the Peace Officers Association Officers' Assn. of California inviting members of the Police Department to attend J' their 21st annual convention to be held at Santa Rosa October 9th, loth and llth. The letter was ordered filed. Press -Telegram A letter from the Press -Telegram soliciting advertising in annual edition its annual edition was presented and read and, on motion by Grable seconded by Morehouse, $260.00 was allocated to cover 2 page ad- vertisement. The preparation of the advertisement was referred to Councilmen Grable, Morehouse, Chamness, Talbert and the Chamber of Commerce. A letter from the Home Ice Company thanking the Council for i i use of Lake Park for its annual picnic was read and ordered filed. La Habra A letter from the La Habra Fiesta and Horse Show inviting Fiesta officials of the City of Huntington Beach to attend its celebration October llth and 12th was referred to the Chamber of Commerce. y Lease - Clapp The application of D. K. Clapp for renewal of beach ground f renewal - I lease was read and, on motion by Chamness seconded by Talbert, the i City Attorney was authorized to prepare a lease for a period of three years beginning April 1, 1942 with an option to renew for a period of two years. The regular rate of $200.00 per year plus $100.00 i cash bonus, terms and conditions to be similar to the agreement now in effect. Elks The Clerk read a letter from B. M. Jarkovich, chairman of Hunt- ington Beach Committee of the Santa Ana Lodge of Elks asking per- mission to use the dining room under the pavilion for a barbecue .Tuesday, October 14, 1941, and to use the dance pavilion for a lodge meeting at 8:30 P.M. of the same date. The letter stated that approxi- mately 1500 Elks will attend the meeting and, on motion by Morehouse seconded by Grable, the Council voted unanimously to waive the cus- tomary charge and allow the lodge to use the building as requested. - - Page 2 - Minutes Sept.22,1941 61 Surety bond On motion by Talbert seconded by Chamness, the surety bond of Two Macks Electric Company was accepted and ordered filed. Mrs. Westmore- On motion by Talbert seconded by Morehouse, the request of Mrs. land Beulah Westmoreland for permission to use Lot 18, Block 105, tax deeded lot, was granted with a proviso that the lot be kept clean and be surrendered at the will and pleasure of the City Council. Renewal of The application of Beulah Westmoreland for renewal of lease lease for a three year period on the beach front was referred to the Beach and Pier Committee. Charges on On motion by Talbert seconded by Chamness, the Council waived Memo.Hall waived charges for use of Memorial Hall by the Chamber of Commerce during Labor Day holidays. Blanket The Clerk read a letter from City Engineer Overmyer recommending priority Number that the Council request a blanket priority number to be granted by the Office of Production Management so that we may maintain the service re- quired of a municipality. Reso.#889 Whereupon the City Attorney submitted Resolution No. 889 requesting that the Office of Production Management grant a priority number. The resolution was read by the Clerk and, on motion by Chamness seconded by Grable, Resolution No. 889 was passed and adopted by the following vote: AYES: Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: None. Grover On motion by.Talbert seconded by Chamness, the recommendation of Barrows Engineer Overmyer that Grover Barrows be appointed janitor of the Lake Park building under Classification "B°, salary $125.00 per month, effect- ive as of September 15th, was approved. Reports On motion by Talbert seconded by Chamness, reports of the Chief of Police and City Judge for the month of August were accepted and ordered filed. Crossing The Clerk read a letter from John R. Peterson, District Super - guards intendent, Huntington Beach Elementary School District, asking the Council to supply crossing guards in the vicinity of 14th and Palm Streets. The letter was referred to the Police and Fire Committee and :: • the Chief of Police for their investigation and report at next meeting of the City Council. Mrs. Zacharias The Clerk read a letter from Lorain Zacharias, owner of property at-6th.and Walnut. --The letter stated that surplus water had in the past done considerable damage to her property and that in the future she would hold the City --of Huntington Beach responsible and liable for damages of a similar nature. The letter was ordered filed. (32, Page 3 - Minutes Sept.22,1941 Life Guard The Clerk read a letter from members of the Life Guard Dep c t. Department, summer season crew, thanking the Council for employ - went. The letter was ordered filed. Orange Cho A letter from the Orange County League of Cities inviting League of Cities city officials to attend their meeting at 6:45 P.M. September 25th, was read. The following members stated that they would attend the meeting - Morehouse, Talbert, Chamness, Grable, Blossom and Overacker. Meeting to be held at Sam's Sea Food located on Highway 101, Sunset Beach. Frank King - The bid of Frank King in the amount of $10.00 for a tin shed bid on shed situated on Lot 21, Block 213, was referred to the City Engineer to check ownership and to the City Attorney for his opinion. Church services on Sts - The Clerk read a letter from Alton M. Smith of Long Beach ask- ing permission to hold church services on the street and, on motion by Grable seconded by Chamness, the Clerk was directed to write Reverend Smith that it had not been the policy of the City Council to allow the public streets to be used for public meetings of any kind. Petition - The Clerk presented and read a petition asking the Council to Parking on Walnut make all parking on Walnut Avenue between 3rd and Main Streets two hour parking limit including Sunday and holidays. The petition was signed by interested property owners in the district affected. The matter was referred to the Chief of Police and to the Police Committee and City Attorney for investigation and report to the City Council at.i�ts`next meeting. Cafe - Mrs. Hull On motion by Grable seconded by Chamness, the application.of Blanche Hull to operate cafe at 438 Main Street was approved. Cafe'- C.W.IQiller On motion by Morehouse seconded by Talbert, the application of C.W.Miller, 412 Walnut to operate cafe was approved. Service Sta - On motion by Grable seconded by Talbert, the application of the Union Oil Co. Union Oil Company to operate service station at 220 Ocean Avenue was approved. Hotel - E.J.Allen On motion by Talbert seconded by Grable, the application of E.J.Allen to operate hotel at 106 Ocean Avenue was approved. Bids on Automo- The Clerk informed the Council that he had a number of informal bile Ins. bids for furnishing the City with automobile insurance for the year beginning September 26th, 1941. The following bids were opened and. read: Cheney, Gillespie & Stricklin - $1,076.34. Finley and Terry - 1,168.95 C.H.King - 1,058.36, together with an alternate of $997.17 provided policies are written in two different companies. Ila N. Dabney - 12076.50. Calif. On motion by Grable seconded by Talbert, the City Clerk and League f City Engineer were authorized to attend the California League of Municipality Municipalities to be held in Sacramento October 13th to 16th, inclusive, and were allowed an expense account of $60.00 each. Lease - The matter of renewing lease for Cliff L. King was referred to Cliff King the Beach and Pier Committee for,its recommendation at next meeting of the City Council. Contract - The Mayor presented and read a proposed contract between the 49 acres Mills Land'and Water Company and the City of Huntington Beach for the purchase of approximately 49 acres in the City of Huntington Beach { near its easterly limits. Action by the Council was deferred until r � next meeting of the City Council, it being understood that members of the City Council will meet with owners of the above named property at 'r noon Wednesday, September 24th for the purpose of completing the I Q i agreement.
