League of Cities American Legion Aircraft Associates I !I i -MINUTES Council Chamber, City Hall, Huntington Beach, Calif. Monday, October 6, 1941 The regular meeting of the City Council was called to order at 7:30 P. M. by Mayor McCallen: Councilmen present: Chamness, Grable, Morehouse, McCallen. Councilmen absent: Talbert. I On motion by Chamness seconded by Morehouse, minutes fpr the month -f of September were approved as read. The Clerk read monthly reports of the City Treasurer, City Clerk, City Collector, City Judge, City Engineer and Chief of Police and, on motion by Grable seconded by Chamness, same were accepted and I ordered filed. Mr. F. E. Bundy addressed the Council and stated that he had learned a recently that he owned a small portion of the circle at the intersection + of 12th Street and Magnolia Avenue in what was originally the Methodist Camp grounds and suggested that the proper papers be prepared for deeding same to the City. The matter was referred to Councilmen Morehouse and McCallen and the City Attorney. E On motion by Morehouse seconded by Grable, the request of John Beyer to have two pine trees removed from in front of his property on Alabama Street was referred to the City Engineer with authority to proceed and i remove or have the trees removed under his supervision and that �Ieither same be replaced with suitable trees. On motion by Chamness seconded by Grable, the City Engineer was autho— rized to install two flood lights for use of the State Guard units, cover— I' ing a portion of 6th Street opposite the City Hall. �! The Clerk read a letter from the Orange County League of Cities re-- questing that member cities of the Orange County League of Cities adopt J11 a resolution calling for more Highway Patrol in Orange County and, on motion by Grable seconded by Chamness, the Mayor and City Attorney were authorized to prepare the resolution, a copy of which is to be sent E. i Raymond Cato together with photographs of wrecks which have occurred recently in the vicinity of Huntington Beach. On motion by Morehouse seconded by Chamness, the request of the I American Legion for an appropriation of $100.00 to cover expense of I' the Drum & Bugle Corps September 19th and 29th was approved and�� ordered paid; The Clerk read a letter from the Huntington Beach Chamber of Commerce recommending that the City Council use its efforts to have the Aircraft Associates locate in Huntington Beach. The matter was Page 2 - Minutes Oct.6, 1941 t. 67 referred to the City Council as a committee of the whole with the under- standing that they will meet with Mr. Martin of Aircraft Associates in the near future. Maps for The request of the Chamber of Commerce to have small maps printed C . of C. from a cut to be furnished by the Security -First National Bank showing the name of the bank on the map was referred back to the Beach and Pier Committee and the Chamber of Commerce for further consideration. Sowest Exp. On motion by Morehouse seconded by Grable, the application of the Well #42 Southwest Exploration Company to drill well known as State No. 42 was _ —approved. Offer on Lots - The offer of Gordon Talbert in the amount of $50.00 for Lots 1-2- 3 & 4, Block 203, Vista Del Mar Tract, Section 2, was read and, on rAotion by Chamness seconded by Grable, the City Clerk was directed to write Mr. Talbert to the effect that the City is not in position to offer clear title for the above named property. Metal sign On motion by Chamness seconded by Grable, the application of E. J. Allen to erect metal sign at 106 Ocean Avenue was approved. „ Application The application of James W. Gartin for position as janitor of City James Gartin Hall was ordered filed. Assistance League On motion by Chamness seconded by Morehouse, the request of Ila N. Dabney for free use of Memorial Hail October 28th, to be used by the Assistance League, a charity organization, was granted. Delaware Ave. The Clerk read an estimate by City Engineer Overmyer covering pro- posed improvement on Delaware Avenue. Reso.#890- The Clerk presented and read Resolution No. 890 establishing the Establishing wage rate general prevailing rate of per diem wages for labor needed in the const- ruction and improvement of Delaware Avenue, whereupon, Engineer Overmyer testified, under oath, that hourly rates in the above named resolution were the prevailing rates in Huntington Beach and vicinity and, on motion by Chamness seconded by Grable, Resolution No. 890 was passed and adopted by the following vote: �- AYES: Councilmen: Chamness, Grable, Morehouse, McCallen. NOES: 'Councilmen: None. ABSENT: Councilmen: Talbert. rr Girl Scouts Mrs. Adah Kirkpatrick addressed the Council and asked that days for meeting of the Girl Scouts in the Lake Park Club house be changed from Monday to Wednesday nights of each week. The matter was referred to the City Engineer and the Building Committee with the understanding that in the event important meetings are scheduled for Wednesday that the Girl Scouts will adjust their meetings accordingly. Flag in Lake At the request of Mrs. Kirkpatrick, the City Clerk was directed to have Park Bldg. a flag moved from the Memorial Hall to the Lake park building. Offer on Bldg. Engineer Overmyer submitted a written report to the effect that the building rejected located on Lot 21, Block 213, has been assessed by the City since 1929. He also stated that the building was worth approximately $20.00. The City Clerk was 68 Wage 3 - Minutes ;Oct.'6,1941 directed to write Mr. Frank King, 701 - 10th Street, to the effect that his offer of $10.00 for the builaing had been rejected by the City Councilo Telephone The Clerk read a letter from the Assdciated Telephone Company asking Co. permission to use for their telephone lines a pole belonging to the Pacific Electric Railway Company which is located at the corner of Main Street, east side and 201 south of Ocean Boulevard. The reason given was that service is furnished the police telephone box and the Standard Oil Station from this pole and, on motion by Chamness seconded by Grable, the request was granted subject to the will and pleasure of the City Council. Lease -Agreement- The Clerk read an agreement between the City and Cliff L. King Cliff L. King covering lease on the northwesterly corner of the Pav-A,.Lon building, lease to be dated October 1, 1941 and run for a period of three years at the rate of $25.00 per month, payable in advance and, on motion by More- house seconded by Chamness, the Mayor and City Clerk were authorized to execute same on behalf of the City. Contract - The matter of renewing contract with the Orange County Health Depart - Health Dent. ment as of September 21, 1941, was referred to the City Attorney. State Compen- The Clerk called attention to the fact that the State Compensation sation Ins. Fund. Insurance Fund had declined to pay a doctor bill which had been incurred by J. C. Clark, operator of the Sewage Disposal Plant. Mr. Clark claims that the infection was caused as a direct result of the type of work being done in the disposal plant and, on motion by Chamness seconded by Grable, the matter was referred to the City Attorney with directions to con- sult with the State Compensation Insurance Fund and inform them that it was the opinion of the City Council that protection should be given to employees in the Sewage Disposal Plant against possible infection. In the event of the refusal of the State Compensation Insurance Fund to meet the demands, the Attorney was authorized to ask for a hearing before the State Board in the above named matter. Demands On motion by Chamness seconded by Grable, demands approved by the Finance Committee were ordered paid. Sidewailk Councilman Grable stated that a small sidewalk repair job was needed in front of the Postoffice. The matter was referred to the City Engineer. Adv. for bids - On motion by Chamness seconded by Morehouse, the City,Clerk was direct - Delaware Ave. ed to advertise for bids for the furnishing of labor and material in the construction and improvement of Delaware Avenue in the City of Huntington Beach. Bids to be opened and examined at 7:30 P.M. Monday, November 3, 1941. On motion by Chamness seconded by Grable, t ouncil adjourned until 7:00 P.M.
