MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, December 1, 1941
The regular meeting of the City Council was called to order
at 7:30 P.M. by Mayor McCallen.
Councilmen present: Chamness, Grable, Talbert, Morehouse, McCallen.
Councilmen absent: None.
Minutes On motion by Talbert seconded by Morehouse, minutes for the
month of November were approved as read. 1
Monthly The Clerk read monthly reports of the City Treasurer, City Clerk,
reports
City Collector, City Judge, City Engineer and Chief of Police and, on
t motion by Grable seconded by Chamness, same were accepted and ordered
filed.
C. of C.- The Clerk read a letter from the Chamber of Commerce asking
Christmas
decorations the City to appropriate the sum of $300.00 for Christmas decorations as

provided by the budget and, on motion by Morehouse seconded by Grable,
the request was granted.
H.B.Country The Clerk read a letter from Grace Womelsdorf, secretary of
Club - the Huntington Beach Country Club, 426 Main Street, asking for use of
dance Dec,31st
the Lake Park Club House for a dance New Year's eve, December 31st and,
on motion by Morehouse seconded by Talbert, the request was granted and
the City Engineer was directed to write Mrs. Womelsdorf and also to
notify Mrs. Kirkpatrick, Councilor of the Girl Scouts, to the effect that
the hall will be in use on New Year's eve.
Light in Councilman Chamness recommended that a light be placed in the
alley
alley between 5th and 6th Streets and between Walnut and Ocean Avenues
and, on motion by Morehouse seconded by Grable, the City Engineer was
directed to install the light.
lst Lieut. The Clerk read a letter from First Lieutenant David C. Miss, 217th

C.A., Camp Haan, California, to the effect that on October S, 1941, a

search light truck from the above Regiment failed to clear a concrete
c arch in attempting to man a position with resulting damage to the arch
and, on motion by Councilman Morehouse seconded by Councilman Chamness,
the Clerk was directed to inform Lieutenant Miss that no damage toharges

will be pressed by the City at any time in the future for the reason
that the damage was slight and for the further reason that the arch
was removed for a different type of improvement shortly after the
accident. Motion put and carried unanimously.
Orange Co. The Clerk read a letter from the secretary of the Orange County
League of
Oities League of Cities calling ng attention to a meeting to be held in Fullerton

Miss Brittenham - The Clerk read a letter from Sarah J. Brittenham, 112
trees in parkway
Termino Avenue, Long Beach, obJecting=.to the type of trees placed
around her property. The Clerk was directed to write Miss
Brittenham to the effect that the City Council decides upon the
type of trees to be placed in its parking along the streets but
that there is a possibility of the owner substituting trees
suitable if application is made to the City Engineer and if'he
agrees to the substitution.
City of Fullerton The Clerk read a letter from the City of Fullerton, also

their Resolution No. 1041, dated the 21st day of October, 1941,
requesting the Director of Motor Vehicles and Chief of Highway
Patrol to assign or appoint additional highway patrolmen in
Orange County. The City Clerk was directed to thank the City
Council of Fullerton and recommend that a copy of their resolution
be sent to E. Raymond Cato. Director of Motor Vehicles,
Resolution #994 = The Clerk read Resolution No. 994, requesting the Director
additional patrol-
men in Orange Coo of Motor Vehicles and Chief of Highway Patrol to assign or appoint
additional highway patrolmen in Orange County, and on motion by
Chamness seconded by Talbert, Resolution No. 894 was passed and
adopted by the following vote:
AYES: Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Resolution #895 - The Clerk presented and read Resolution No. 895 cancelling
cancelling weed
cleaning chgs. weed cleaning charges and, on motion by Morehouse seconded by Chamness,
Resolution No. 895 was passed and adopted by the following vote:
AYES: Councilmen: Chamness, Grable, Talbert, Morehouse, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
APPLICATIONS: On motion by Grable seconded by Talbert, the application of
Burton cafe elm. T. Burton to operate restaurant at 120 Main Street was approved.
Southwest Ex oCo.- On motion by Grable seconded by Talbert, the application of
State well #44Southwest Exploration Company to drill well known as State No. 44
was approved.
Shell Oil Coo- On motion by Talbert seconded by Chamness, the application
Neon sign of Shell Oil Company to erect Neon sign at 7th and Ocean was approved.
Associated Oil Co.- On motion by Talbert seconded by Chamness, the application of
Neon sign, the Associated Oil Company to erect Neon sign at 5th Street and Ocean
Avenue was approved.
P.E.Ry.Coo- The Clerk read Pacific Electric Railway Company°s renewal of
Renewal of lease
9301 lease No. 9301 covering rectangular shape parcel of land near the City
trailer park and, on motion by Chamness seconded by Grable, the.Mayor
and Clerk were authorized to execute same on behalf of the City,

Rooming house o On motion by gable seconded by Chamness, the application of
Mrs. Clark
Mrs. M. H. Clark to operate rooming house at 228 Main Street was approved.
Appointment
of On motion by Talbert seconded by Chamness, the appointment of
Diekoff as
laborer
Everett H. Diekoff as laborer at the rate of 622 per hour beginning
December 1, 1941, was approved.

Tract 1074
The City Engineer presented for approval of the City Council the
original and duplicate tracings of Tract 1074, the same being a sub-
division of Block 811, Wesley Park Tract by the Huntington Beach Company
and, on motion by Councilman Talbert seconded by Councilman Grable, the
above named plot was approved by the City Council of the City of Hunt-
ington Beach and the City Clerk and City Engineer were authorized and

directed to sign on behalf of the City. Motion put and carried unanimously.

Rego The Clerk presented and read for the first time. Ordinance No.
Traffic
446, regulating traffic upon the public streets of the City of Huntington
Beach.
Agreement m
The Clerk read an agreement between the City of Huntington Beach
Tipton & Carr
and Chas. B. Tipton and Glenn R. Carr covering rental of a certain conces-

Sion on municipal pier for a period of three years beginning November 16,
1941 at a rate of $25.00 per month, payable monthly in advance and, on
motion by Chamness seconded by Talbert, the Mayor and Clerk were authorized
to execute same on behalf of the City.
Demands
On motion by Talbert seconded by Chamness, demands approved by
the Finance Committee were ordered paid.
Chicago'St. ext. On motion by Grable seconded by Chamness, the City Engineer
was directed to prepare a memorandum showing the location of the Pacific
Electric Railway Company's depot and the most advisable location for the
prolongation of Chicago Street to connect with Lake Avenue and submit
to the City Council at its next meeting.
Mr. Talbert - Councilman Talbert addressed the City Council relative to the

of tract of purchase of a tract of land near the easterly city limits. Mr. Talbert
land
submitted a map from which he explained the location of proposed imp-
rovements to be mde by the City after acquiring the property by a bond
issue. Mr. Talbert stated that he believed a $150,000 bond issue would
enable the City to purchase the property and do a great deal of improve-
ment thereon, also that he was of the opinion that the voters would
approve the bond issue. Mr. Talbert submitted and the Clerk read a
resolution determining that the public interest and necessity demand
the acquisition and construction of certain municipal improvements
and making findings relating thereto. Councilman Talbert moved the
adoption of the resolution, Councilman Morehouse seconded the motion.
A general discussion followed in which Mayor McCallen suggested that
r the wording of the resolution be changed so as to show more clearly
the purpose of voting on the issue. After the discussion it was

decided by the City Council that the matter should be investigated
farther, whereupon Councilman Talbert, with the consent of his

second, withdrew the motion for adoption of the resolution.
Call on Bonding It was decided among the councilmen that they or as many
Attorneys
of them as pos,sible'would call on a firm of Los Angeles bonding Y
attorneys for further ruling on the subject and that the Council
would again meet at 2:00 o'clock P.M.Wednesday, December 3rd to give
the matter further consideration.
Amendment to On motion by Talbert seconded by Grable, the City Attorney
salary Ord,
was authorized to prepare an amendment to salary ordinance increas-
ing the salary of the City Judge to $150.00 per month, payable on
and after the next general City election.
Mayor McCallen informed the Council that in the event the
City wishes to increase the salary of its Chief of Police or Fire
Chief, that same could be done by an amendment to the salary ord-
inance. Mayor McCallen recommended that the Councilmen give this
some thought before next meeting of the City Council.
On motion by Talbert seconded by Morehouse, the Council
adjourned until 2:00 o'clock P.M. Wednesday, December 3, 1941.

Pursuant to adjournment of December 1st, the Clerk appeared
at the Council Chamber at 2:00 o'clock P.M. There being no quorum '
present, the Clerk adjourned the meeting until 9:00 A.M. Thursday;
December 4, 1941.
