MINUTES
Council Chamber, City Hall,
Huntington Beach, Calif.
Monday, December 8, 1941.
Pursuant to adjournment of December 4tYi:, the City Council
met and was called to order at 7:00 o°clock P.M. by Mayor McCallen.
Councilmen present: Grable, Talbert, Morehouse, McCallen.
Councilmen absent: Chamness (Councilman Chamness arrived at 7:55 P.M.)
Acreage On motion by Talbert seconded by Morehouse, the matter of purm
purchase
deferred chasing acreage within the city limits near the easterly boundary
was taken under further advisement and later determination by the
City Council.
The City Clerk was directed to write those who had given
options to Councilman Talbert and thank them for their interest
in the matter and advise them that the City Council hopes to be able
to take up the matter of purchase at a later date.' The reason for
this action being the present national emergency.
Demands On motion by Talbert seconded by Grable demands approved.by the
Finance Committee were ordered paid.
Camp Ground On motion by Grable seconded by Talbert, the City Engineer was

deferred authorized to hold up further action on furnishing estimate of cost
for improvement of the city camp ground.
Police & Fire On m3tion by Talbert seconded by Morehouse, the Council voted
Dept.
unanimously to place implicit confidence in the Huntington Beach
Police and Fire Departments and that they are hereby authorized to
purchase material and supplies necessary in the present emergency,
it being understood that when convenient, extraordinary purchases
be taken up either before the City Council as a whole or with the
Fire and Police Committee.
Medical On motion by Talbert seconded by Morehouse, the City Council
supplies
appropriated a sum not to exceed $500.00 to be used when necessary
for the purchase of medical supplies.
Councilman At this time, 7:55 P.M., Councilman Chamness arrived.

Air Signal On motion by Grable seconded by Chamness, the Fire Chief was
equipment directed to secure price and date of delivery ari air signal equip -
went and report at next meeting of the City Council.
Ord. #447 The City Attorney presented and read for the first time, Ord-
ist reading

Chart for The Mayor presented and explained a chart headed "Tentative Dis-
defense
purposes aster and Defense Chart" and asked that the City Councilmen give some
thought concerning the appointment of heads of departments suggested
by the chart.
Signals for The City Council and Fire Chief agreed that the present signals
black -out
to be used at the Fire Department are as follows: Five blasts of the
siren to indicate complete and immediate black -out; one long blast of
the siren for all clear,
Ord, to be On motion by Grable seconded by Morehouse, the City Attorney was
prepared
authorized to prepare an ordinance in conjunction with the City Council,
Fire Department and Police. Department setting up regulations for signals,
black -outs and other matters relating to the protection of the public
and providing for fines and imprisonment for those who disregard signals
or instructions.
Proclamation The Clerk presented and read the Mayor's "Proclamation, Declaration
by Mayor
of a State of Emergency", reading as follows:

DECLARATION OF A STATE OF EMERGENCY
To the people of the City of Huntington Beach:
As you all well know our country at this time is under a state of
siege. The Japanese Navy has attacked the outposts of our National
D.efens,e in the Pacific, and our vessels and our people have been fired
upon,
We in Huntington Beach who are conducting work so vital to the
Defense of our nation and our way of life are situated in a position
of close proximity to the world's richest oil deposits; therefore I,
M. M..'McCallen, duly.appointed Mayor of Huntington Beach, do hereby
declare a state of emergency to exist within our city.
Therefore be it known that every able-bodied man of this community
is asked to keep his arms and service in readiness for the defense of his
home community and way of life.. Further, it is hereby requested that all
those who may have extra small arms which they will not need in their own
home defense, voluntarily bring such arms to the police station of the
City of Huntington Beach, from where such arms may be loaned to other
citizens.

And, on motion by Talbert seconded by Morehouse, the Proclamation was
approved and ordered spread on the Minutes of the City Council.
Application On motion by Grable seconded by Morehouse, the application of South-
approved
State west Exploration Company to drill well known as State No. 45 was approved,

On motion by Grable seconded by Morehouse, the Council adjourned
until 10:30 A.M. Tuesday, December 9, 1941.
