HomeMy WebLinkAbout1941-12-10MINUTES Council Chamber, City Hall, Huntington Beach, California 10:30 A.M. Wednesday, Dec.10, 1941. Pursuant to adjournment of 4:30 P.M. December 9, 1941, the City Council met and was called to order at 10:30 A.M., by Mayor McCallen. Councilmen present: Chamness, Grable, Morehouse, McCallen. Councilmen absent: 'Talbert. Necessary On recommendation of the Mayor and motion by Chamness seconded by radio" Equip. . Grable, the City Engineer and Chief of Police were directed to install necessary radio equipment in the city hall building, office of the Mayor, to be used in connection with civilian defense activities. The Mayor presented and. explained "Major Disaster and Defense Chart", he also ex- plained the appointment and location of seven Sector Committees as out- lined by map on file. Committee - On motion by Grable seconded by Morehouse, the Council approved appointments made by the Mayor to serve on the Major Disaster Emergency Committee and the Clerk was directed to notify members of the committee. Sectors On motion by Chamness seconded by Grable, the appointment by the Mayor of citizens to function in each of the seven Sectors as outlined .- by map and the Clerk was directed to so notify all members. Signal Fire Chief Sargent informed the Council that signal apparatus and apparatus equipment to be used in the Fire Department building will be received not later than Thursday, December llth and that the cost will be approximately $519.90 and, on motion by Morehouse seconded by'Chamness, the Fire Chief r. was: authorized to purchase the above named equipment at a cost of $518.50 and that formal advertising for bids be waived for the reason that the equipment is for emergency use by the City. Motion put and carried by the following vote: r AYES: Councilmen: Chamness, Grable, Morehouse, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: Talbert. Chev.pick-up On motion by Grable seconded by Morehouse, the Fire Chief was r_ authorized to purchase a used Chevrolet pick-up, cost not to exceed $600.00 and that the formality of advertising for bids be waived for the reason vi that the equipment is for emergency use. Motion put and carried by the following vote: AYES: Councilmen: Chamness, Grable, Morehouse, McCallen.' NOES: Councilmen: None. ABSENT: Councilmen: Talbert. 86 Page 2, Dec. 10, 1941 Ord.#448 - The Clerk presented and read for the first time, Ordinance 1st reading Identification cards No. 448, an ordinance of the City of Huntington Beach, California, declaring and defining an emergency to exist and requiring protect- ion against incendiary and sabotage by owners and occupants of premises located in said City and advising penalty for violation thereof, The matter of furnishing identification cards for all city officials and employees was discussed and was referred to the Mayor by the Police Commission to work out a form of card and to purchase same and to arrange for having photographs and fingerprints taken of all city employees and officials.
