1941, the Clerk appeared at the Council'Chamber at 7:30 P.M. December 15th.

Pursuant to adjournment of the meeting of 7:30 P.M. Monday, December
15, 1941, the City Council met and was called to order at 10:30 A.M. by
Mayor McCallen.
Councilmen present: Chamness, Grable., Morehouse, McCallen
Councilmen absent: Talbert.
Ord. 447 The Clerk presented and read for the second time Ordinance No. 447,
passed
Civilian an ordinance of the City Council creating a Civilian Defense Council

Council and, on motion by Morehouse seconded by Grable, Ordinance No. 447 was
passed and adopted by the following voter
AYES: Councilmen: Chamness, Grable, Morehouse, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: Talbert.
Ord. #446 The Clerk presented and read for the second time Ordinance No. 446,
passed-
RegulatingLn ordinance regulating traffic in the City of Huntington Beach and, on
traffic
motion by Grable seconded by Chamness, Ordinance No. 446 was passed and
adopted by the following vote:
AYES: Councilmen: Chamness, Grable, Morehouse, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: Talbert.
Annual The Clerk presented to the.City Council for their examination the
report of
Auditors annual report of Certified Public Accountants covering audit of the City
of Huntington Beach and, on motion by Grable seconded by Chamness, same
was accepted and ordered filed.
So. Counties The Clerk read a letter from the Southern Counties Gas Company
Gas Co.
asking the City to repeal its ordinance requiring lights to.be maintained
on obstructions during the night. The letter was referred to the City

Attorney and Streets and Parks Committee.

Geo. Mitchell On motion by Chamness seconded by Grable, George M. Mitchell
transferred to ..
Police Dept. was transferred from the position of janitor at the Pav-A-Lon to.
the Police Department as police patrolman at a salary of $145.00
per month, Classification "B", as of December 16, 1941, and to
serve subject to the will and pleasure of the City Council'
D. Higgins On motion by Grable seconded by Chamness, Delbert Higgins
patrolman two
nights each was transferred from the Life Guard Department to the Police Depart -
week
ment to serve as patrolman two nights each week as temporary relief
officer, salary to continue at the present rate.
Amendment to Mayor McCallen informed the Council that he believed that the
Charter
City Charter should be amended so as to clearly define Section 11,
Article 7 and authorize the City Council to fill a vacancy in the
event of resignation, death or inability of the City Attorney to
function as such and, on motion by Grable seconded by Morehouse,
the City Attorney was authorized to prepare the necessary amendment.
On motion by Chamness seconded by Grable, the Council adjourned
until 4:00 o'clock P.M. Tuesday, December 16, �9

December 16, 1941, the Deputy City Clerk appeared at the Council
Chamber. There being no quorum present, the Clerk adjourned the
meeting until 10:30 A.M. Wednesday, December 17, 1941
