Pursuant to adjournment of 4:00 o'clock P. M. Tuesday.:-, February 3, 1942, the Clerk appeared at the Council Chamber at 4:00 P. M. Wednesday, February 4, 1942. There being no quorum, the Clerk adjourned the meeting until 4:00 P. M. Monday, February 9, 1942. City Clerk and ex-officio Clerk of ATT City Clerk MINUTES Council Chamber, City Hall, Huntington Beach, California 4:00 P. M. Monday, Feb. 9, 1942. Pursuant to adjournment of 4:00 o'clock P. M. Wednesday, Febr- uary 4, 1942, the City Council met and.was called to order at 4:00 b!cicok P. M. Monday, February 9, 1942. Councilmen present: Henrickson, Grable, Talbert, Morehouse, McCallen. Councilmen absent: None. On motion by Henrickson, seconded by Talbert, the City Attorney was authorized to prepare a lease for Mrs. Beulah Westmoreland in accordance with the provisions included in the lease which has been terminated at the rate of $150 per year for a period of three years subject to a 30 day cancellation notice. The clerk read a letter from Chief Police Blossom requesting the stepping up of salaries of all patrolmen with the exception of Officer Double, from bracket C to bracket D of the salary.ordinance; Officer Double and Assistant Chief Belshe from bracket B to bracket C effective February 1, 1942, and on motion by Henrickson seconded by Grable the request was approved by the following vote. AYES: Henrickson, Grable, Talbert, Morehouse, McCallen. On motion by Henrickson seconded by Morehouse the City Attorney was authorized to prepare an amendment to the salary ordinance providing for a Pavilion Manager as follows; A 150 per month. • B 160 per month. Salary - On motion by Talbert seconded by Grable the City Attorney was autho- Chief of r Police rized to prepare an amendment to the salary ordinance providing a salary of $240 per month for the Chief of Police effective on and after the city general election. Motion put and carried by the following vote: AYES: Henrickson, Grable, Talbert, McCallen. NOES; Morehouse. Lease - Coordinator Chamness informed the Council that James DeGuelle had DeGuelle .contacted officers of the United States Army,relative to allowing DeGuelle compensation for use of the outer T of the Municipal Pier which he has leased from the City. On motion by Grable seconded by Henrickson the City Council ordered that in the future no -agreements be made to lease personal or real property to the United States Army until the matter was first submitted to the Mayor and his recommendations received by the City Council in regular or adjourned ,t session. On motion by Henrickson seconded by Talbert, the Council voted un- animously to continue the present lease contract with James DeGuelle cover- ing rental of the outer T of the Municipal Pier, also to permit Mr. DeGuelle to renew at its conclusion, a lease for a period of three years similar to f one now in effect and that the first year's rental be nominal. Parks Mayor McCallen informed the Council that the State Interim committee had called in Huntington Beach to examine the beach and prospective Park property. Overmyer to convention On motion by Talbert seconded by Grable, City Engineer Overmyer was to of Mayors authorized to represent the City Council on February 14th and 15th at & Councilmen Fresno during the meeting of Councilmen and Mayors and that his traveling expenses be paid by the City. 126 Page 3 - Minutes Feb.901942 Ord.#451 - The Clerk gave Ordinance No. 451 its first reading at First reading this time. Demands On motion by Talbert seconded by Henrickson, demands approved by the Finance Committee were ordered paid. On motion by Henrickson seconded by Talbert, the City Attor- ney was authorized to write the United States Army authorities and inform them thAt a recent agreement authorizing the Army to use the outer T of the Municipal Pier was executed by the Mayor prematurely due to a misunderstanding concerning a lease entered into by the City Council with one James DeGuelle which.lease has not been can- celled and does not expire until June 10, 1943. The City Attorney was directed to assist Mr. DeGuelle in any reasonable manner in filing a claim and securing same on account of reasonable losses sustained by him.
