MINUTES
Council Chamber, City.Hall,
Huntington Beach, California.
7:30 P.M. Monday, Feb. 16, 1942.
Pursuant to adjournment of the 4:00 o'clock.P.a$. meeting of
Monday, February 9th, 1942, the City Council met and.was.called to
order at 7:30 P.M. by Mayor McCallen:
Councilmen present: Henrickson, Grable,1albert, Morehouse, McCallen.
Councilmen absent: None.'
Report - City Engineer Overmyer's report on the Fresno City Officials
Convention -
Overmyer meeting February loth and 15th was presented and read by the Mayor, and
• on motion by Grable seconded by Henrickson, the report was accepted and
ordered filed.
Mr. Overacker City Attorney Overacker made a verbal report on the Fresno meeting
,. covering proposed Civilian Defense Ordinances, In Lieu Tax and Civilian
Defense functions.
A letter from the State League outlining establishment of Civilian
Defense control center was read and ordered filed.
H.B.Garden A request df;the Huntington Beach Garden Club to use Memorial Hall
Club
for display April 23,24,25, 26 and 27th was read and, on motion by Talbert
seconded by Grable, the City Council allocated the sum of $25.00 asked for
in the request, and directed the City Clerk to advise the Club that the
City Council will advise them not later than March 24th whether or not the
Memorial Hall will be available for their use on the dates asked for.
Neon sign .On motion by Morehouse seconded by Henrickson, the application of
Standard Stations Inc. to erect Neon outline on their station at 23rd
and Ocean was approved.
Ord.#451 m The Clerk gave Sewer connection Ordinance No. 451 its second and
passed =
sewer° final reading, and on motion by Henrickson seconded by Morehouse, Ordi-

nanee No. 451 was passed and adopted by the following vote:
AYES: Henrickson, Grable, Talbert, Morehouse, McCallen.
NOES: None.
Use of Mun. The Clerk presented and read an agreement of the United States Army
Pier by Army -
Agreement for use of the reconstructed portion of the Municipal Pier (except the outer
T) and, on motion by Henrickson seconded by Morehouse, the contract and re-
quest for use was ordered placed on file pending the settlement concerning
certain lease to private parties to use the pier in a manner satisfactory
to the City Council.
Mr. DeGuelle Coordinator Chamness informed the Council that he had contacted Army
authorities and had been informed that they would not deal directly with the
lessee James DeGuelle, but that his claim for loss .and damage should be placed
with the City Council and they in turn to file with the Army Claim Department
' and addressed to RENTS AND CLAIMS OFFICE, Headquarters Southern California
Sector, Army Post Office (A.P.O.) 303, Los Angeles, California, for hearing.

Progress of A verbal report of progress of the Civilian Defense Council
Civilian Defense
was made by Coordinator Chaniness. The report gave in detail the
9 sector setup, the Lake Park headquarters and personnel of the
organization in general.
Ord, -Civilian On motion by Henrickson seconded by Morehouse, the City
Defense Corps
Attorney, City Engineer and the Coordinator were authorized and
directed to prepare a Civilian Defense Corps ordinance and submit
to the City Council at next meeting.
Demands On motion by Henrickson seconded by Talbert, demands approved
by the Finance Committee were ordered paid.
Musicians - Councilman Talbert reported on the matter of furnishing the l

city with evidence that contracting musiciafs carry compensation
insurance while employed at the City dance pavilion. Councilman
Talbert submitted a proposed contract of the General Amusement Corp-
oration Local No. 687, account Ken Baker, orchestra leader. This
contract calls for the employment of 13 musicians to be known as
"Employees" of the City and as such, the city would be required to
carry Compensation -Insurance.

On motion by Henrickson seconded by, Grable, the Mayor and City
Clerk were authorized to execute the above named contract for date of
February 28th, 1942 dance, and that all future contracts for music
provide that the musical organization furnish Compensation Insurance.
Amend Salary On motion by Henrickson seconded by Grable, the City Attorney
Ordinance
was authorized to amend the salary ordinance under_"POLICE DEPART-
MENT" providing classification "D" $185.00 per month, for Motor Officers.
On motion by Henrickson seconded by.Grable the classification of
the present Motor Patrol officer was-ordered_changed to that of
Patrolman under classification "D" $175.00 per month.
Councilman Morehouse recommended a general increase of*$10.00
per month for all employees designated in the salary ordinance under.
"Engineering Service", provided; that no further overtime be allowed

except in emergency.

On motion by Talbert, seconded by Morehouse, the City Attorney
was authorized and directed to prepare an amendment to the salary
ordinance providing for the addition and change in the following
-
classifications:
All classifications under heading "Engineering Service" to be
increased $10.00 per month, beginning with City Engineer and ending
with Wharfinger.
That the office of Chief Life Guard be made to read :
A $145.00; B $150.00; C $160.00; D $175.00; E $185.00.

On motion by Grable seconded by Henrickson, a new classification
was ordered under the head of "City Coordinator" and that the salary
provision be made as follows: Coordinator $250.00 per month, Assistant
Coordinator $50.00 per month and 2 office clerks at 50 cents per hour.
On recommendation by Councilman Talbert and on motion by Grable L

seconded by Talbert, the allowance for stenographic service to the City
Attorney was increased to $100.00 per month.
Beach front Mayor McCallen reported that he had contacted the president of the
Standard Oil Company of California relative to deeding to the city the

surface .rights of the beach front from Main Street to the Westerly city
limits and, on motion by Henrickson seconded by Morehouse, the Mayor
was authorized to continue the negotiations.

Salary of
On motion by Grable seconded by Talbert, the salary of C. H. Killian,
C.H.Killian
Trailer dark Caretaker was advanced to Class C, $155.00 per month, effect-
ive on the adoption of the salary ordinance amendment hereinabove mentioned.
Ask Governor
On motion by Henrickson, the Mayor and City Clerk were authorized
for State Guards-

Guardsmen in active service to patrol the city and especially the oil-
field section at no cost to the City. The Mayor.agrees to personally

Railway Company with a view of securing permission to cross the railroad

Air base
Councilman Henrickson and Chamber of Commerce Secretary Gallienne
were appointed by the Mayor as a committee to investigate the possibility
of.locating lighter than air base in or near Huntington Beach.

The City Council agreed to meet at 7:30 P. M. Tuesday, February 24th,

to adopt the necessary measures for the coming municipal election and such
other matters as might properly come before the Council.

On motion by Henrickson, seconded by Grable, the City Council ad-
journed until 4:00 P.M. Tuesday,
the 17th day of ebruary, 1942.
