HomeMy WebLinkAbout1942-03-024 131 T MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, March 2, 1942 The regular meeting of the City Council was called to order at 7:30 P. M. by Mayor McCallen. Councilmen present: Henrickson, Talbert, Morehouse, McCallen. Councilmen absent: Grable. Minutes On motion by Henrickson seconded by Morehouse, minutes for the month of February were approved as read. • Monthly The Clerk read monthly reports of the City Treasurer, City Clerk, reports City Collector, City Judge, City Engineer and Chief of Police and, on motion by Henrickson seconded by Morehouse, same were accepted and ordered filed. Cooking On motion by Henrickson seconded by Talbert, the application of School Mcholl, Southern California Edison Company to conduct a free cooking school in 12&13 .Memorial Hall March llth, 12th and lath from 2;00 to 4:00 P. M. was ap- proved with the understanding that permission to use the hall may be cancelled at any time. Windsor. Bob Lindley, President of the Windsor Club, addressed the City • Club Council and stated that the Windsor Club is negotiating the purchase of a larger building to be located on Lots29, 31 and 33, Block 813, Wesley Park tract and asked on behalf of the Windsor Club that the City give the club permission to -.:move the building to the above named lots, also per- mission to remove the present building from Lots 33 and 35. Mr. Lindley stated that if the club was successful in securing and locating the build- ing that it would be an asset to the City inasmuch as city buildings were now being used for civilian and military defense. That the Club would be willing to turn the building over in the event of a major disaster, either war or otherwise for the use of the city. On motion by Talbert seconded by Henrickson, the City Attorney was authorized to proceed to clear, in as far as possible, title to Lots 29,- 31, 33 and 35 in Block 813, Wesley Park tract. On motion by Talbert seconded by Henrickson, the Windsor Club was granted permission to remove the present building from"Lots 33 and 35 and to move in another building to be located on Lots 29, 31, 33 and 35, and that the club at any future time will be allowed to remove. the building from the above named lots. H.B.Chamber The Clerk read a letter from the H. B. Chamber of Commerce asking of Commerce for full cooperation from the City Council and Police Department in reducing speed on Ocean Avenue between 1st and 9th Streets. The matter was referred to the Police and Fire Commission and to the Chief of Police. u State Guard Lieut. Harry L. Hopkins addressed the Council relative to activities of the Huntington Beach branch of the State Guard. Lieut. Hopkins stated Page 2 - Minutes Mar.221942 State Guardthat he believed that the Guard could be of more service to the City if allowed to function under the directions of the Civilian Defense Corps Police Department, that the men under his command were :-.' of the same opinion and that there was .some dissatisfaction on gccount of the fact that the men believed they were not giving sufficient service for local'defense. The same opinion was ex- pressed by Officers Joe'Elliott and Ray Elliott as well as by Major Frank Wharton of Laguna Beach. Coordinator Chamness voiced his approval of any movement that -would assist the Huntington Beach State Guard in being of direct service to local defense and,, on motion by Henrickson seconded by Talbert, the Mayor was authorized to appoint a committee to work with the Commander of Company "E" State Guard and perfect a plan satisfactory to the State Guard, the Chief of Police and the Huntington Beach Coordi- nator. Mayor McCallen appointed on this committee Councilman Henrickson, Coordinator Chamness and Chief of Police Blossom. Capistrano The Clerk read a letter from -the Capistrano High School High School asking permission to use the Pav-A-Lon for a dance on June 13,- dance 1942 and, on motion by Henrickson seconded by Talbert, the Clerk was directed to write the school to the effect that the Pav-A-Lon is being used for dances of the City on each and every Friday and Saturday nights. Hours for public dance The Clerk informed the Council that notice to circulate halls initiative petition, dated February 12, 1942, requesting all public dance halls to be closed between the hours of midnight and 8:00 A.M., had been filed in his office. Bond In the matter of the New York Casualty Company requesting permission to cancel bond of the Rhoads Petroleum Corporation under the provisions of Ordinance No. 418, the Clerk was directed to notify them that the bond is continuous under Ordinance No.419, Compensation The matter of compensation insurance for members of the bands Ins. for furnishing music for dances was discussed b the Council and on bands g y motion by Henrickson seconded by Morehouse, the Beach and Pier Com- Helmets & whistles for Civilian Defense workers mittee was authorized to receive contracts in the future with the provision that the contracts provide for compensation insurance to be carried by the band management and that a certificate from their Insurance company be submitted showing that such insurance is carried. 1 7 The Clerk read a letter from Coordinator Chamness calling atten- tion to the fact that Civilian Defense workers were badly in need of steel helmets and that the Civilian Defense police would need 250 whistles to be used in controlling traffic. The letter stated that 400 helmets would be needed at a cost of $3.00 each and that the whistles would s cost about 20¢ each and, on motion by Talbert seconded by Henrickson, the City Controller was authorized to purchase 400 helmets and 250 whistles Page 3 - Minutes Mar.2, 1942 ` and that the City Engineer be authorized and directed to make appli- cation immediately for priority rating for the above named purchases. Ord.#452 The Clerk gave salary drdinance No. 452 its first reading at ` First reading this time. Lease -Agreement On motion by Henrickson seconded by Talbert, lease agreement �. Mrs. West more land between the City and Mrs. Beulah Westmoreland was approved as read and the'Mayor and Clerk were authorized to execute same on behalf of the City. It being understood that the above named contract is not to be delivered to Mrs. Westmoreland until she has executed an agreement to cancel a similar lease now in effect. ` Chicago St. On motion by Talbert seconded by Henrickson, the City Attorney • was authorized to ask for dismissal of application to open Baltimore Street and make a new application before the Railroad Commission re- questing permission to open Chicago Street across the Pacific Electric Railway. Demands On motion by Talbert seconded•by Henrickson, demands approved by the Finance Committee were ordered paid. ` Mr. Heil on tire On motion by Talbert seconded by Morehouse, the appointment by rationing board Mayor McCallen of Vernon C. Heil on the tiro rationing board was approved r and ratified and the City Clerk was to so notify Mr. Heil. Acreage Councilman Talbert informed the Council that up to the present time he had not been able to secure a tenant farmer for the 40 acre tract -owned by the city. Amendments to The matter of submitting to the voters at the next general election City Charter certain amendments to the City Charter was discussed by the City Council and City Attorney and, on motion -by Henrickson seconded by Talbert., the City Attorney was authorized to prepare an,'amendment to Section 11, Article ` 7 and to Section 1, Article 10 and to add Section 19 to Article 7, also to amend Section 3 in Article 9 and submit same for the approval of the City R Council at its next meeting. Reso.#896 The Clerk read Election Resolution No. 996 at this time and on passed motion by Henrickson seconded by Talbert, Resolution No. 896 was passed and adopted by"the following votes ' AYES; Councilmen; Henrickson, Talbert, Morehouse, McCallen. NOES: • 'Councilmen; None ABSENT; Councilmen; Grable Mr. Burleycamp The Clerk read a letter from Charles Burleycamp requesting the City to purchase 1911 Street Improvement Bond #23 on Lot 22, Block 711, Wesley r Park tract for the sum of principal $35.59, interest $14.44, total $49.93, the City Council February 23, 1940, as and called attention to letter of of ' authority for making the request. The matter was referred to the City Attorney for his recommendation at next meeting of the City Council and the Clerk was directed to notify Mr. Burleycamp of the action taken by the Council. 134 Page 4 - Minutes Mar.2,1942. The City Council agreed to meet at a regular adjourned meeting 7:30 P.M. Monday, March 9, 1942. On motion by Talbert seconded by Aenrickson,'the Council adjourned until 4:00 P.M. Tuesday, March, 3, 1942 Pursuant to adjournment of March 2, 1942, the Clerk appeared at the Council Chamber at 4:00 o'clock P.M.
