Council Chamber, City Hall,
Huntington Beach, California
Monday, April 6, 1942.
The regular meeting of the City Council was called to order
at 8:00 o'clock P.M. by Mayor McCallen.
Councilmen present: Henrickson, Grable, Talbert, Morehouse, McCallen.
Councilmen absent: None
On motion by Morehouse seconded by Henrickson, minutes for the
month of March were approved as read.
The Clerk read monthly reports of the City Treasurer, City
Clerk, City Collector, City Judge, City Engineer and Chief of
Police and, on motion by Henrickson seconded by Grable, same
were accepted and ordered filed.
The Clerk read a letter from the Pacific Coast Building
Officials' Conference relative to the adoption of a resolution
covering the "Defense Housing Critical List". The letter was
referred to the City Engineer for his recommendation.
On motion by Henrickson seconded by Talbert, the Junior
Class, Fullerton High School was given permission to use
Memorial Hall for a dance Saturday night, May 16, 1942.
The Clerk read a letter from the League of California Cities
relative•to the adoption of a resolution or ordinance appointing
a local property officer to have charge of property loaned to the
cities by the U. S. government. The letter was referred to the
City Attorney forhis information and advice.
The Clerk read a letter from the Automobile Club of Southern
California recommending that the City adopt a resolution urging
a 40 mile speed limit within the City of Huntington Beach. The
letter was referred to the Chamber of Commerce.
The matter of increasing fire iansMrance for the City on account
of the increased cost of replacement was discussed by the Council
but no action was taken.
The Clerk informed the Council that he had had a conversation
with Mr. Chas. Burleycamp relative to the purchase of Lot 22,
Block 711, Wesley Park tract, and that Mr. Burleycamp stated
that he did not wish to purchase the property at the present
time. The matter was held over pending further development.
The Clerk gave Ordinance No. 453, an ordinance establishing
a certain restricted area in the oil field, its first reading
at this time.

The Clerk called the Council's attention to the great amount of
overtime work by M. C. Larson, city hall janitor. After some dis-
cussion by the Council, it was decided that an error had been made
in establishing the salary of Mr. Larson and that the best remedy at the
present W6uld be to allow Mr. Larson $1.00 instead of $2.50 as hereto! -
fore allowed for extra service during nights, Sundays and holidays and,
on motion by Morehouse seconded by Grable, this procedure was authorized.
Councilman Henrickson stated that Mrs. Yost had complained because
the increase in her salary was not equal to the previous overtime made.
No action was take by the City Council.
Councilman Henrickson stated that the high school was considering
making a proposal to the City for the use of the Aircraft building
located near the easterly city limits. The plan proposed probably
would be to move the building to the high school grounds to be used for
the women's defense classes and after it had served its purpose in this
line it would be returned to the City. The matter was referred back
to Councilman Henrickson to investigate and advise later.
On motion by Talbert seconded by Henrickson, demands approved by the
Finance Committee were ordered paid.
On motion by Talbert seconded by Henrickson, the Council adjourned
until 7:30 P.M. April 13,.1942.
