Tuesday, April 21, 1942
Pursuant to adjournment of April 20th, the City Council met
and was called to order at 7:00 P.M. by Mayor McCallen.
Councilmen present: Henrickson, Grable, Morehouse, Talbert, McCallen.
Councilmen absent: None.
Demands On motion by Talbert seconded by Henrickson, demands approved by
the Finance Committee were ordered paid.
Application The Clerk presented and read application from Southwest Exploration
Soweat Zxp.Co.
State #46 Company to drill oil well known as State No. 46. The application was
accompanied by agreement and blue print of location and was approved by
the City Engineer and, on motion by Grable seconded by Henrickson, the
application was granted and ordered filed.
Fullerton De Molay°s
The Clerk read a letter from the Fullerton De Molays requesting
dance e. Memo Hall
permission to use Memorial Hall for their spring dance on the night of

May 9th. On motion by Henrickson seconded by Talbert, the clerk was
authorized to notify them that the hall would be available at the
,
usual charge of $5.00.

Aiflr Raid Warning
The Clerk read a letter from P. E. Sheehan, district supervisor,
Service
Air Raid Warning Service, requesting use of Memorial Hall for a district
meeting Friday night, May lst, 7:30 P.M. and, on motion by Morehouse
seconded by Grable, request was granted, charges to be waived.
Ord. # 453
The Clerk presented Ordinance No. 453, an ordinance of the City
passed
of Huntington Beach, California, declaring a certain portion of said
City closed to public travel, and, on motion by Henrickson seconded by
Talbert, Ordinance No. 453 was passed by reference with the following vote:
AYES: Councilmen: Henrickson, Grable, Talbert, Morehouse, 14cCallen.
NOES: Councilmen: None
ABSENT: Councilmen: None.

First reading
The Clerk read, for the first time, Ordinance No. 454, an ordinance
adding a new section to Ordinance No. 327 entitled: "AN ORDINANCE OF THE CITY
OF HUNTINGTON BEACH LICENSING ALL KINDS OF BUSINESS CARRIED ON IN THE CITY
OF HUNTINGTON BEACH, FIXING THE RATE OF LICENSE TAX UPON THE SAME, PROVIDING
PENALTY FOR ALL VIOLATIONS THEREOF, AND REPEALING ALL ORDINANCES OR PARTS
OF ORDINANCES IN CONFLICT HEREWITH.

The hour of 7:30 P.M. having arrived, the City Council proceeded to

canvass the results of the general municipal election held in the City of
Huntington Beach April 14, 1942. The returns from the four consolidated
election precincts were canvassed; the total absentee ballots were thirtyp
one (31). During the canvas the following proceedings were had, the vote `
of Mrs. Jane Parker was challenged and, on motion by Henrickson seconded
by Morehouse, the ballot of Mrs. Jane Parker was rejected for the reason -#

that it did not bear signature and there was no affidavit on the iden-
tification envelope. The vote of Richard.M. Beeson was challenged and,
on motion by Talbert seconded by Grable, the ballot of Richard M. Beeson
was rejected for the reason that there was no identification on the
envelope. The vote of Ira D. Critton was challenged and, on motion by
Morehouse seconded by Talbert, the ballot -of Ira D Critton was.rejected
for the reason that the identification envelope did not bear his signature
and the affidavit was not filled out.

Oath of Office At this time the Clerk administered the oath of office*to the
newly elected officers as follows; Arndt L. Henrickson, Councilman,
4 year term; T.B.Talbert, Councilman, 4 year_,term;Ralph E. Hawes,.
Councilman, two year term; Charles P. Patton, City Judge; Donald M.
Blossom, Chief of Police and Ray H. Overacker, City Attorney.
The Mayor addressed the Council and the newly elected officers
and expressed congratulations on their election.
Councilman Henrickson expressed appreciation of the leadership

given by Mayor McCallen and presented him with an honorary Mayor's
badge. Mayor McCallen expressed his thanks and in turn presented
Councilmen Morehouse, Talbert and Grable with gold keys to the City
of Huntington Beach.
Bonds The City Attorney advised the Council that the bonds of City
Judge, Chief of Polia6- and City Attorney had been approved as to form
and were in good standing.

Tuesday, April 21, 1942
Immediately following adjournment of the old Council, the
deputy city clerk called the new Council to order.
Councilmen present: Henrickson,Grable,Hawes,Morehouse, Talbert.
Councilmen absent: None.
On motion by Henrickson seconded by Morehouse, Councilman
Talbert was elected mayor of the Council by unanimous vote.
Mayor Talbert addressed the Council and expressed his appre-
ciation for being selected as Mayor for.the ensuing two years.
