MINUTES
Council Chamber, City Hall,
Huntington Beach, California.
Monday, May 11, 1942.
Pursuant to adjournment of May 4th, the City Council met and
was called to order at 7:30 P.M. by Mayor Talbert.
Councilmen present: Henrickson, Grable, Hawes, Morehouse, Talbert.

Councilmen absent: None.
Oil & Gas
Mr. Morton D'Evelyn, representing Frankley-Harriman, Inc.,
Lease
presented an oil and gas lease covering approximately 44 acres
owned by the City surrounding the sewage disposal plant. The Mayor,
the City Attorney and each of the Councilmen examined the above named
lease and, on motion by Henrickson seconded by Hawes, the Mayor and
City Clerk were authorized to execute same on behalf of the City and
the City Clerk appointed escrow agent to hold the lease in accordance
with certain escrow instructions dated May 11, 1942, Mr. D'Evelyn
presented the Clerk with a check in the amount of $99.00 covering

first rental period in accordance with the provisions of the above

named lease
Agricultural
On motion by Henrickson seconded by Hawes, the City Attorney

was authorized to prepare a five year agricultural lease between the
City and Juan Miranda covering the 44 acres surrounding the sewage
disposal plant and submit same to the City Council at its next meeting.
De Molays
The Clerk informed the Mayor and City Council that the De Molays
has asked to take charge of the city government Tuesday, May 12th.

Mr. Boer -
The Clerk read a letter from Louie Boer, R. #3, Box 390, Santa
offer to buy
bldg.
Ana, offering the City the sun of $100.00 for the sheet iron building
located near the sewage disposal plant and, on motion by Hawes seconded
by Henrickson, the Clerk was directed to inform Mr. Boer that the
Building is not for sale.
Civilian Defense The Mayor informed the Council that he had appointed Councilman
Council officers
appointed Ralph E. Hawes, M.D. as Civilian Defense Medical officer, George Wheat
director of Public Utilities and R.Y.DeBritton as director of Public
Welfare and Housing and, on motion by Morehouse seconded 1 Henrickson,
the appointments were confirmed.
Meeting - Civ. The Mayor informed the Council that there is to be a meeting of
Defense Council
the Civilian Defense Council in the Council Chamber at 12 o'clock noon,
Wednesday, May 13th.

in the Council Chamber at 3 o'clock P.M..,Wednesday, May 13th and the
Clerk was directed to notify the following officers of this meeting by
telephone: Chief of Police, Fire Chief, City Attorney, Police and Fire
Committee of the City Council, Mr. Elliott, Mr. Hopkins and Mayor Talbert.

Vacations
Councilman. Henrickson asked that.the Council establish a policy
for allowing vacations of employees leaving the service to engage in other
lines of work and, after some discussion, the following motion was made by
Councilman Hawes:t1That no vacation period be allowed any employee who had
6 worked three months or less following the last Januar.'.y..Ist.That one weeks
vacation be allowed any employee who had worked from three to six months
following the lastjanuaryvll and that two weeks be allowed any employee who
had worked between six and twelve months following -the last J-anuary-1,11t."
Motion seconded by Henrickson, put and carried unanimously.
Letter The Clerk read a letter'from W.A.Greer, chairman of the rationing

board, thanking the Council for equipment furnished the board. The letter
was ordered filed.
Bus Transpor- The Clerk read a letter from the Seal Beach Chamber of Commerce

concerning bus transportation and urging the -City Council to assist in
securing -better bus service between the various coast cities and war
munition and air plane plants. The letter was ordered filed.
Mr, Burleycamp The matter of'paying Charles Burleycamp the sum of $49.83 covering
Street Improvement Bond No. 23, principal $35.49, interest $14,34, was dis-
cussed and, on motion by Henrickson seconded by Morehouse, the City Council

appropriated the sum of $49.83 for the purchase of the above named bond.
Insurance The Clerk informed the Council that the comprehensive insurance
policy furnished the City by Huston, Suter and Huston would expire on or
about June loth. The Clerk recommended that the policy be referred to the
City Attorney and that the City Attorney furnish the Council with written
recommendations for endorsements and changes in the policy and submit same
to the City Council at its next meeting.

Black -out - On motion by Henrickson seconded by Hawes, the City Clerk was direct -

ed to write insurance agent C. H. King and ask that his company furnish an
endorsement protecting members of the Police Department while driving auto-
mobiles during black -outs.
Baseball park - The City Engineer was authorized and directed to install lights in the

city's baseball park.
The City Council voted to adjourn until 7:30 P.M. Monday May l8th and
instructed the Clerk that in the event no meeting was held on this date he
should adjourn the meeting until 7:30 P.M. Monday, May 25th and, on motion by
Henrickson seconded by Hawes, the Council adjourned until 7:30 P.M. Monday,
May l8th, 1942.
