Huntington Beach, California
Monday, June 1, 1942.
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor Talbert.
Councilmen present: Henrickson, Grable, Hawes, Morehouse, Talbert.
Councilmen absent: None.
On motion by Morehouse seconded by Grable, minutes for the month
of May were approved as read.
Girl Scouts m On motion by Hawes seconded by Henrickson, the Girl Scouts were
Tea
r given permission to use Memorial Hall from 12 o'clock noon until 5:30 P.M.
Wednesday, June loth, for a tea and waive charges for the hall.

Bond On motion by Morehouse seconded by Henrickson, the bond of Electric
Motor Repair Shop was accepted and ordered filed.
Bond On motion by Morehouse seconded by Grable, the bond of Surf Asso-
ciates, Inc. was accepted and ordered filed.
Monthly The Clerk read monthly reports of the City treasurer, city clerk,
reports
city collector, city,,judge, city engineer and chief of police and, on
motion by Grable seconded by Morehouse, same were accepted and ordered
filed.

Newport Bay The Clerk reed a letter from the War Department, U.S.Engineer's
float
Office":; 751 So. Figueroa Street, Los Angeles, relative to installation
of a float in Newport bay. There being no objections to the work, the
letter was ordered filed.
Life Guards The Clerk read a letter from Chief Life Guard Higging asking per -
for the
summer mission to make the following appointments in the Life Guard Department:
Robert Tucker, Lieutenant $135.00 per month,
Arthur Bermudex, Lifeguard 135.90-°per month,
Charles Lawson, Lifeguard 125,00 per month,
Bucky Wells, Lifeguard 125.00 per month,
Robert Hoyt, Lifeguard 125.00 per month,
beginning June 15, 1942. Also the following as needed for extra life
guards at $4.00 per day:
John Overmyer Jack Cockrell
Marcus McCallen Leroy Harris
Lewis Ross Robert Murray
Robert Clemmens Walter Dabney
Raymond Robb
PBX And that Barbara Jean Bristol be employed as PBX switchboard operator
operator
at a salary to be recommended by the City Council and, on motion by
Henrickson seconded by Morehouse, the recommendation was approved and the
employment authorized as asked for by the chief life guard. That Barbara
Jean Bristol be employed as switchboard operator at the rate of $75.00
per month and carried under classification "B", City Clerk's office until
a classification is provided in the Life Guard Department. All of the
above named employees to serve during the will and pleasure of the
Qouncil.

Salary Ord. to On motion by Henrickson seconded by Morehouse, the City

Life guard Attorney was authorized to amend the salary ordinance and

ment as follows:

James G.Jones The recommendation of Engineer Overmyer to employ James G.

fication."B" at. a salary of $140.00 per month was approved, on
motion by Morehouse seconded by Grable.
New car Councilman Henrickson recommended the purchase of a new
Police Dept.
automobile for the Police Department and, on motion by Hawes
seconded by Morehouse, the purchasing department was authori-
zed to make application for the purchase of one 1942 Buick
Sedanette, Model 48 S, with 118 inch wheel base, 125 Ii.p.,
price of car $1,363.29, accessories $103.75, sales tax $44,01, .
total $1,511.05, allowing a trade-in allowance on 1940 Sedan-
ette, motor #44191970 at $911.05, leaving a balance of $600.00
to be paid by the City.
Agreement -
The Clerk presented and read an agreement between the City
P.L.Wood
of Huntington Beach and P. L. Wood and Genevieve Wood leasing
a certain building located on T-3 on the municipal pier for a
period of two years, six months and eighteen days beginning
June 1, 1942 and ending December 31, 1944 for a total charge of
$573.75 payable as follows: $67.50 on or before the first day
of October 1942, and the sum of $56.25 on or before the first
day of January, April, July and October until the whole sum is
paid and, on motion by Henrickson seconded by Hawes, the Mayor
and City Clerk were authorized to execute the agreement on be-
half of the City.

.Land Lease
The Clerk read a land lease agreement between the City of
J.M.Melvin
Huntington Beach
and J. It. Melvin covering approximately 44
acres in the vicinity of the sewage disposal plant to be farmed
by the lessee for a period of five years beginning the first day of
June 1942 and, on motion by Henrickson seconded by Hawes, the
Mayor and City Clerk were authorized to execute same on behalf

The Clerk gave Ordinance No. 459, regulating the compensation of

Custodian-
On motion by Henrickson seconded by Hawes, the City Engineer was

directed to investigate the procedure for appointing a civilian defense
custodian and report back at next meeting of the City Council.
Weeds -
The Mayor informed those present that this was the time set for
LA Protests
hearing protests against the Superintendent of Street's procedure for
the abatement of weeds and asked if there were any objections. The
Clerk informed the Council that.no written or verbal objections had
been received. F.E.Bundy addressed the Council and stated that he had
been directed to make objections by the property owners having to pay
for the cleaning of weeds in front of their lots, namely that portion
`
between the curb and sidewalk and, on motion by Henrickson seconded by
Hawes, the protest was overruled and the Superintendent of streets in-
structed to proceed with the abatement of the nuisance.
Fire Plan
The Clerk read a mutual aid fire plan agreement proposed by the

various cities of Orange County and the County of Orange whereby the
cities and county might exchange fire fighting equipment in the event

of an emergency and, on motion by Henrickson seconded by Grable, the
City Council expressed its approval of the agreement form and ordered
further investigation of the matter and to report t:6 the City Council

Demands

be made monthly and that this approval be subject to can-
cellation at any time.
Recreation bldg.- Councilman Grable reported that he had investigated the
Standard Oil Co.
feasibility of purchasing the Standard Oil recreation building
and that he had been informed by Superintendent Wflson that
there was.a probability that the City Could purchase the
building. Councilman Grable recommended that, if.purchased,
the building be placed in the center of the 17th Street parr,
this met with the approval of the members of the City Council
and the City Council ordered that the committee.investigate
further and report.
Budget The Clerk informed the Council.that budget requirements of
the various heads of departments would be submitted to the City
Council in the near future.
Barbecue - Chief of Police Blossom invited members of the City Council
Orange Co. Peace
officers to attend the Orange County Peace Officers' barbecue starting
noon Wednesday, June 3d and to be held at the Santiago Park,
Orange County.
Dimout Chief of Police Blossom reported to the Council that he had
attended a meeting of the State Highway Patrol Department and
had listened to a discussion of the problems of dimouts. He
stated that the big problem appear6d to be lights from moving
automobiles and that the final conclusion was that each city
and community would have to organize and regulate its own rules.
On motion by Henrickson seconded by Grable, the Council
adjourned until 7:30 P.M. Monday, June 15th, 1942,
