MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, June 29, 1942.
Pursuant to adjournment of June 25th, the City Council met and was
called to order at 7:30 P.M. by the Clerk.
Councilmen present: Henrickson, Grable, Hawes, Morehouse.
Councilmen absent: Talbert.
P"ayor pro-tem On motion by Hawes seconded by Grable, Councilman Henrickson was
appointed mayor pro-tem.
Denio vs The Clerk read a letter from Drumm, T upker & Drumm, attorneys,
City
relative to the status of the case Denio et al vs City of Huntington
Beach to the effect that the City had been granted a hearing on
petition'by the Supreme Court. The letter was ordered filed..
Crossing The Clerk read a letter from City Attorney Overacker to the effect
that. the Railroad Commission under Decision 35502 had granted the City
permission to construct a crossing at 3rd Street across the railroad
connecting with Alabama Avenue and, on motion by Hawes seconded by
Grable, the City Engineer was directed to proceed with the improvement.
Petition - The Clerk read a petition signed by fourteen citizens living in the

fort & Dela- vicinity of the. intersection of Frankfort and Delaware petitioning the

Council not to abandon the stop signals at the above intersection and,
on motion by Morehouse seconded by Grable, the request of the petitioners
was granted.
First Church On motion by Grable seconded by Hawes, the First Church of Christ

Scientest Scientist was given permission to display literature in a container on
the inside of the first floor of the beach pavilion.
Cooking On motion by Hawes seconded by Grable, the Huntington Beach News was

given permission to use Memorial Hall for a cooking school, 2 to 4 P.M.,
Wednesday, Thursday and Friday, September 2d, 3d and 4th.
C. of C. On motion by Grable seconded by Hawes, the Council appropriated the
sum of $250.00 to be paid the Chamber of Commerce for defraying expense
of Fourth of July celebration.

The Clerk read a letter from the dhamber of Commerce asking per-
mission of the City Council to allow A. H. Dixon to build a new four
apartment frame -stucco building at 3rd and Olive. The engineer in-
formed the Council that such a request was not necessary because the
district was not zoned against this type of building. The letter was
ordered filed.

On motion by Hawes seconded by Grable, the city clerk was

directed to prepare a complete list of property to be covered
by war risk insurance.
Rubber
The Clerk informed the Council that the city owned some

rubber matting and typewriter pads and asked if the City Council
desired to replace this with non -rubber material and turn the

rubber over to the rubber collectors. No action was taken by
the Council.
License
On motion by Morehouse seconded by Grable, the Council autho-
refund
rized the refund of license paid by the Icyclair Corporation which
payment was in error and should have been paid to the City of
Huntington Park.

The Clerk gave Ordinance No. 460, being an amendment to the
1st reading
salary ordinance, its first reading.

On recommendation of Councilman Henrickson and on motion by
camp grounds
Morehouse seconded by Hawes, the City Engineer was authorized

to employ a clerk to work at the municipal auto camp, salary
class "A", $75.00 per month, beginning July 1, 1942 and to serve
at the will and pleasure of the City Clerk.
Dances -
Councilman Henrickson informed the Council that the Friday night
Friday nights

dances were running a little behind and asked permission to offer
small prizes to promote better attendance. No action was taken by
the Council but all members signified their willingness to grant
the request.
Fire Hose
Councilman Grable informed the Council .that it would take about
four hundred feet of rubber fire hose for each of the nine sectors
of the Civilian Defense; that the cost would be about 65¢ per foot
and that nozzles would cost $1.25 each and reducers $2.50 each.

The matter was referred to the City Engineer for further investigation .°
relative to the time when at least a part of this hose would be

.furnished by the office of the Civilian Defense.
Recreation Councilman Grable informed the Council that the Standard Oil
Bldg - Standard
Oil Co. Company recreation building had been bid on outside the City of
Huntington Beach and recommended that if the City proposed to pur-
chase the building the Council would have to take action immediately
and, on motion by Morehouse seconded by Grable, the City Council
appropriated the sum of $325.00 to purchase the above named building,
the matter of moving to be attended to later.
Flowers - Councilman Morehouse called attention to the flowers growing around

hall the City Hall and in front of the Pav-A-Lon and stated that seeds had _
been furnished free by Joe Palladino and recommended that a'letter c'
be written Mr. Palladino thanking him for his interest, and on

On motion by Henrickson seconded by Morehouse, the Council ad-
journed until 3 o'clock P.M. Tuesday, June 30, 1942.

Pursuant to adjournment of Monday, June 29th, the City Council met
and was called to order at 3:00 o'clock P.M. by the Clerk.
Councilmen present: Henrickson, Grable, Morehouse, Hawes.
Councilmen absent: Talbert.
On motion by Grable seconded by Morehouse, Councilman Henrickson
was appointed mayor pro-tem.
War Risk The Clerk presented to each of the City Councilmen a list of city

property proposed to be covered by war risk insurance and, on motion by
Grable seconded by Morehouse, the verbal contract was awarded to C. H.
King at a total premium cost of approximately $600.30.
City employ- Councilman Morehouse informed the City Council that some of the city

local merchants. The matter was referred back to Councilman Morehouse,
chairman of the Streets and Parks Committee, for further investigation
and recommendation.
Councilman Henrickson stated that a number of business houses in the
city were in the habit of allowing their license to become very much de-
linquent. He stated that the matter had been taken up with the city
attorney a number of times but that no definite action had been taken
to date and recommended that legal action be taken. No action was taken
by the City Council.
On motion by Hawes seconded by Morehouse, the application of Mrs. Vita
Azzara to operate popcorn and soft drink stand in front of 213 Main Street
was denied.
On motion by Morehouse seconded by Hawes, the application of Rom° C.Hill
to operate hotel at 3072 Main street was approved.
