Tuesday, September 8, 1942
The regular meeting of the City Council was called to order at 7:30
V IP.M. by Mayor Talbert.
Councilmen present: Grable, Hawes, Morehouse, Talbert.
Councilmen absent: Henrickson.
Minutes On motion by Morehouse seconded by Hawes, minutes for the month of
August were approved as read.
Monthly The Clerk read monthly reports of the City Treasurer,.City Clerk, City
reports
Collector, City Judge, City Engineer and Chief of Police and, on motion
by Grable seconded by Hawes, same were accepted and ordered filed.
Protection The Clerk read a letter from the Orange County Health Department
of water
supply relative to protection of water supply against pollution due to cross
connection with emergency or fire fighting supply. The letter was
accompanied by a copy of the resolution passed by the Board of Super-
visors. The matter was referred to Mayor Talbert for further investigation.
Application On motion by Grable seconded by Morehouse, the application of the Calif -

Mrs. BenningThe-Clerk read a memorandum to the effect that Mrs. Henning had been
accident
injured on August 27th due to an accident while walking near the first
parking space on Main Street south of Olive.Avenue. The clerk was directed
a to write the insurance company concerning the accident.

C.B.Tipton The Clerk read a letter from C. B. Tipton informing the Council that the
concession on the municipal pier had been vacated as of August 1, 1942.
Remove On motion by Grable seconded by Morehouse, the Southern California Edison
palm trees
Company was authorized.to'•remove Palm trees on the west side of Huntington
Avenue south of Yorktown in accordance with their letter, provided they are
replaced with trees agreeable to the Streets and Parks committee, Council-
man Morehouse chairman.
x Memorial The Clerk read an application of the Mexican Honorary Committee to hold
Hall
a dance in Memorial Mall Sunday evening, September 13th. The Clerk was
directed to inform the applicants that it was against the policy;of the City
Council to allow dancing in Memorial Hall on Sunday evenings but that the City
Council would be glad to consider their application to hold dances on week day
evenings.
Orange Co. The Clerk read a letter from the Orange County Coast Assooiation stating

that there would be a meeting of their organization at Christian's Hut, Bay

Front, Saturday afternoon, September 12th, one o'clock luncheon. The matter
was referred to the secretary of the Chamber of Commerce.

Option on
The matter of exercising option which the City of Huntington
Parcel 2
Beach holds on Parcel 2, consisting of approximately ten acres, of
Mills Land and Water Company property on or before September 24, 1942,
was referred to the City Attorney to examine, and submit deed and re-
solution to the City Council in the near future. This on motion by•
Morehouse seconded by Grable.
Claim - The Clerk read a letter from the State Compensation Insurance Fund
Mauldin
calling attention to a hearing before the Industrial Accident Commission
for adjustment of claim arising out of the injury of Frederick W.
Mauldin which occurred July 9, 1942. The date of the hearing to be
10:30 A.M. September 23rd, 1942 at the City Hall, Santa Ana, Calif-
ornia. The notice was ordered filed.
Resolution The Clerk presented and read Resolution No. 905, a resolution
No.905 -
fixing tax, of the City Council of the City of Huntington Beach, California,
rate
fixing the tax rate for said City of Huntington Beach for the fiscal
year 1942-1943 and, on motion by Morehouse seconded by Hawes, Reso-
lution No. 905 was passed and adopted by the following vote:
AYES; Councilmen: Grable, Hawes, Morehouse, Talbert.
NOES: Councilmen: None.
ABSENT: Councilmen: Henrickson.

James E.Whitsel -The Clerk read applica-/from James E. Whitsel, 619 - 10th.Street for
application
employment with the city. The application was ordered filed.
Insurance on The Clerk informed the Council that insurance policy covering:

1. Earthquake;
2. Flood and action of tidal waters;
3. Malicious damage to the sewage disposal plant;
written by Robbins -Henderson, Ltd., Santa Ana, expired as of August
24, 1942. That Mr. Robbins had offered to furnish a 30 day extension
coverage in Lloyds of London, if possible. The Clerk was directed to
write Huntington Beach insurance agents and ask for informal bids
covering the above named property and that the amount of insurance be
$159000.00.
Jack Colvin - On motion by Hawes seconded by Morehouse, the Council approved the
camouflage
payment of expense to be incurred by Jack Colvin in attending the
University of Southern California September 25th and 26th to study
camouflage methods. The expense account to cover traveling back and
forth, meals and lodging. �
Salary - Upon recommendation.of Chief of Police Blossom it was moved by
C.A.Double
Councilman Grable and seconded by Councilman Hawes that Police Officer IL
C.A.Double be advanced to classification "D", $175.00 per month beginning
September 1, 1942.
Mrs. Dabney - Mrs. Ila Dabney addressed the Council relative to the renewal of ,
Ins.
automobile fleet insurance. She was informed by the Mayor that a three
year policy ending September 26, 1944 is in effect. The matter was re-
ferred to the committee on buildings and insurance, Hawes and Henrickson. '

Jhe matter of repairs to the sewage disposal plant machinery was

referred to the committee on sewage disposal and the City Engineer for
further study and recommendation.
Bids for
Engineer Overmyer informed the Council that he had received two bids
moving bldg.
for moving the Standard Oil Company recreation building from its present
site to the 17th Street park:
Sam Talbert - $450.00 plus installation of chimney and
fireplace $50.00
Bucey Houpemovers - $60o.00 lus installation of chimney and
fireplace 9200.00.
On motion by,Grable seconded by Morehouse, the bid of S. E. Talbert at
$450.00 for moving the building was accepted with the proviso that the
work be completed within thirty'days from this date. The contractor to
furnish and carry the necessary insurance.
Vacation -
On motion by Grable seconded by Dawes, Fire Chief Sargent was granted
Sargent
vacation for two weeks beginning September 9, 1942.
State League On motion by Hawes seconded by Grable, the police chief, fire chief,
meeting
city attorney, city engineer and city clerk were authorized to attend the
State League meeting to be held in Los Angeles, Monday September 21st to
24th inclusive.
Increases
in Councilman Morehouse submitted a list of increases for employees in the
salaries
Street Department. He stated that the department had lost seven men during
the last few months which caused a decrease of approximately $1,00.0.00 in
monthly salaries. That the increases submitted would amount to approximately
$225.00 per month.
On motion by Morehouse seconded by Grable, the City Attorney was autho-
-* rized to draw the necessary amendment to the salary ordinance in accordance
with the following schedule:

On motion by Grable seconded by Hawes, five pine trees were ordered
removed from 6th Street between Walnut and Olive at the request of property
owners provided the property owners agree to replace with suitable trees
approved by the Street and Parks Committee and the City Engineer.
On motion by Grable seconded by Morehouse, demands approved by the Finance
Committee were ordered paid.
Claim The verified claim of Denio, Hart, Taubman and Simpson of September 2,
1942 was ordered filed.
Federal On motion by Hawes seconded by Morehouse, Mayor Talbert was appointed as a
Housing
committee of one to cooperate with the Chamber of Commerce in an appeal to the
Federal Housing Committee for the relief of Huntington Beach home owners who
have started certain improvements to their homes, but are unable to complete
the work on account of expenditure limitations.
On motion by Hawes seconded by Grable, the Council adjourned until 7:30
P.M. Monday, September 14, 1942.
