HomeMy WebLinkAbout1942-10-05MINUTES 193 Council Chamber, City Hall, Huntington Beach, California Monday, October 5, 1942 The regular meeting of the City Council was called to order at 7:30 P.M. by the City Clerk. Councilmen present: Henrickson, Grable, Hawes, Morehouse. Councilmen absent: Talbert. Hawes - On motion by Henrickson seconded by Grable, Councilman Hawes wad-., mayor pro-tem appointed mayor pro-tem. • Minutes On motion by Morehouse seconded by Henrickson, minutes for the month y of September were approved as read. Chev.truck On motion by Henrickson seconded by Grable, the Clerk was directed to hold check for the payment.of the Chevrolet pick-up until the car is re- paired to the satisfaction of the city engineer. Motor -grader The Clerk read a letter from the Naval Operation Base, llth Naval District, requesting the use of the City's motor -grader to be used in the construction of a Marine Corps Air Station and, on motion by Morehouse seconded by Grable, the City was authorized to rent its motor -grader and to furnish an operator provided that the grader be protected by written agreement. Mr, Gallienne The Clerk read a letter from William Gallienne, Director of Citizens, Service Corps to the effect that it was difficult to get junk collected in Huntington Beach because of the City's $100.00 license fee. No action was taken by the City Council. Monthly The Clerk read monthly reports of the City Treasurer, City Clerk, City reports Collector, City Engineer, City Judge and Chief of Police and, on motion by Henrickson seconded by Morehouse, same were accepted and ordered filed. Southwest On motion by Grable seconded by Morehouse, the application of South EXD. Comte Well -w west Exploration Company for permit to drill well known as State No. 47, was approved. .� Application- On motion by Henrickson seconded by Grable, the license application of Ingersoll Alice C. Ingersoll to operate hotel at 3072 Main Street was approved. Application- On motion by Grable seconded by Henrickson, the application of E. W. Pinkley _h Pinkley to operate florist shop at 215 Main Street was approved. Ins,, policy- The Clerk presented insurance policy from Huston, Suter and Huston sewage Disp. plant covering the sewage disposal plant and, on motion by Henrickson seconded by Morehouse, same was accepted and the premium ordered paid. Memo Hall On motion by Henrickson seconded by Grable, the request of Mrs. Mohn for free use of Memorial Hall September 24th was approved. a h 0 194 Page 2 - Minutes Oct. 5,1942 Fire Fighting Councilman Henrickson stated that the State Fire Warden is equipment asking that the City equip a building to house fire fighting equip- ment and men. The. matter was referred to the Streets and Parks Depart- ment and Engineer Overmyer to do everything possible in having the Standard recreation building moved to 17th Street park. Girl Scouts - On motion by Henrickson seconded by Grable, the Girl Scouts were Lake Pk.Club hseo given permission to use Lake.Park Club house from 3:30 to 5:30 P.M. on Wednesday of each week provided that they defer meeting when it is necessary to allow others to use building. P.L.Wood The Clerk was directed to look up and report the rent now being paid by P. L. Wood for concession on municipal pier. Elks - The Clerk read a letter from B. M. Jurkovich, district chairman Pave4,on of the Santa Ana Elks, for use of the Pav-A-Lon Tuesday evening, October 27th for the purpose of serving a picnic dinner on the first floor to be followed by a regular Elks Lodge meeting on the main floor at 9:00 P.M. and, on motion by Grable seconded by Morehouse, permission was granted and charges waived. Demands On motion by Henrickson seconded by Grable, demands approved by the Finance Committee were ordered paid. Boy.Scouts - The Clerk was directed to contact Captain Hopkins and, if possible, Horseshoe club hseo to secure permission for the Boy Scouts to use the Horseshoe Club house at least one evening each week. 'heel -tax Judge Patton addressed the Council relative to wheel -tax stating that there seems to be some misunderstanding relative to the payment of wheel -tax by those making only casual deliveries to the City of Huntington Beach. This was followed by discussion around the Council table to the effect that Ordinance No. 327 should be amended and wheel -tax waived at least until the close of the war. Mr, Bundy F. E. Bundy addressed the Council and stated that the streets now being improved through property between llth and 13th Streets and Orange and Magnolia Avenues were in bad shape and needed to be either sprinkled occasionally or oiled immediately. The matter was referred to the Streets and j'arks committee. Dim -out Judge Patton referred to dim -out regulations and especially to regulations violation of Proclamation No. 10 covering automobile head -lights. City Councilmen were of the opinion that a $15.00 fine was not excessive. On motion by Grable seconded by Fenrickson, the Council adjourned until 7:30 P.M. Monday, October 19, 1942.
