HomeMy WebLinkAbout1942-11-02199 MINUTES Council Chamber, City Hall, T Huntington Beach, California Monday, November 2, 1942 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Morehouse, Talbert. Councilmen absent: None. Minutes On motion by Morehouse seconded by Hawes, minutes for the month of October were approved as read. Monthly The Clerk read monthly reports of the City Treasurer, City Clerk, City reports Collector, City Engineer, City Judge and Chief of Police and, on motion by Grable seconded by Henrickson, same were accepted and ordered filed. Mr. Ha111cy - The Clerk read a letter from D. T. Hallicy relative to rental regulat- Rental regu- lations ions as prescribed by the government. The letter asks the cooperation of the City Council in inducing the department in charge to allow the City of Huntington Beach to increase its rentals over March 1, 1942 and, on motion by Hawes seconded by Morehouse, William Gallienne, secretary of the Chamber r of Commerce, was asked to write the Rent Control Board requesting that a filing board.be established in Huntington Beach to assist in arranging the fair rentals. Surety Boil On motion by Henrickson seconded by Hawes, the surety bond of Joseph L. Edwards of Garden Grove covering electrical contractor was approved. Contract - The Clerk read contract between the Stevenson Chemical Corporation and Stevenson Chemical the City of Huntington Beach for furnishing chlorine to the City for the Corp. period of December 1, 1942 to December 1, 1943 and, on motion by Henrick- son seconded by Grable, the Mayor and Clerk were authorized to execute same >: on behalf of the City. Treasury The Clerk read a letter from the Treasury Department asking if the City Dept. had made provisions to allow city employees to take 10% of their salaries for the purchase of Vhr Saving Bonds and, on motion by Hawes seconded by Henrickson, the City Attorney was directed to prepard an ordinance pro- viding for deduction from payroll. Southwest On motion by Hawes seconded by Morehouse, the application of Southwest Exp.Co.- State Exploration Company to drill well known as State 48 was approved. Well #49 U.S.Army m Bills against the U.S. Army for utilities paid by the City of Hunting - utilities ton Beach during the latter part of 1941 and beginning of 1942 were re (erred to the City Attorney for his action. r Legion On motion by Morehouse seconded by Grable, the request of the American Auxiliary Legion Auxiliary to waive charges or- account of a benefit card party on y September 24th was granted. r Elks Lodge The Clerk read a letter from the'Elks Lodge thanking the City Council for use of the Pav-A-Lon on October!27th. 200 Page 2 - Minutes Nov.2, 1942 v Surety Bond cancelled Lots 31 & 32, B1k.911,W.P. Claim for damage Red Cross Lease Red Cross Lease - P.E.Ry. Co. Demands Bill presented Coast lost at Pav- A -Lo n On motion by Henrickson seconded by Hawes, the surety bond of Rhoads Petroleum Corporation, dated June 16, 1939, as required, by the City for drilling an oil well was ordered cancelled for the reason that the oil well was not drilled. The Clerk read a letter from John P. Conduit offering to deed the City Lots 31 and 32, Block 911, Wesley Park tract, providing the City assume the taxes and, on motion by Henrickson seconded by Morehouse, the matter was referred to the City Attorney to check up with the County for additional charges and report back to the City Council for recommendations. The Clerk read a letter from Attorney Henry S. Rupp, Farmers and Merchants Bank Bldg., Long Beach, dated October loth, relative to alleged damage and consequent claim of a Mr. Burrows on account of an accident at Atlanta and Newland Streets on September 19, 1942, The estimated damage was claimed to be $125.00 and, on motion by Hawes seconded by Grable, the Clerk was directed to send a copy of the above named letter to the insurance company having the city automobile fleet insurance. The Clerk read a letter from Mrs. Mollie Hardy, Captain of the Red Cross Motor Corps, thanking the City Council for the use of the Chevrolet Suburban Carryall and stating that from October 12th to November 1st the car had been driven 379 miles on official Red Cross work. The letter also thanked the Council for use of -the Horseshoe Club for the Red Cross. The letter was ordered filed. On motion by Hawes seconded by Grable, the City Attorney was authorized to prepare a lease with the Huntington Beach Red Cross in the amount of ;41.00 per year for use of the City's Chevrolet Suburban Carryall. On motion by Henrickson seconded by Hawes, the Mayor and Clerk were authorized to sign lease agreement No. 11024 of the Pacific Electric Railway Company covering parcels westerly of Ocean Boule- yard and between 8th and 9th Streets to be used for parking space for the period November 1, 1942 to the 31st day of October 1947 at a rental charge of $15.00 per year. On motion by Henrickson seconded by Hawes, demands approved by the Finance Committee were ordered paid. Councilman Henrickson presented bill of Mrs..F. Flanders, 2520 Broadway, Huntington Park, in the amount of $16.99 for a coat claimed to have been lost or mislaid in the Pav-A-Lon checking room. The matter was referred to the City Attorney to investigate T .Y 1 .4 -1 and advise. Councilman Henrickson of the Beach and Pier Committee, stated `' Page 3 - Minutes Nov.2, 1942 20 1 Musicians that on a recent occasion it had been impossible to secure a union Pav-A-Lon band for a Saturday night dance and that as a last -.resort they had employed a nonunion band from Long Beach. That he had been informed Y by a representative of the musician's union that the city could not again employ a nonunion band. Whereupon the following motion was made by Councilman Morehouse: "Inasmuch as the Beach and Pier Committee 4 has not been able to secure a union band regularly for the Saturday night dances, the City Council hereby approves recommendation of the Committee and that the committee be authorized to employ nonunion bands during the will and pleasure of the City Council". The motion was seconded by Councilman Talbert, put and carried. Councilman Grable not voting. State The Clerk informed the Council that the State Guard would like to Guard have use of Memorial Hall on Monday nights.but that in the past the Catholic Church - Altar Society hAd been using it once a month on 11 Monday nights for card party. The Clerk was directed to take the matter up with the commander of the State Guard and see if some other night than Monday can be arranged for. Standard Oil Mayor Talbert called attention of the City Council to the fact that Recreation Bldg. - moving the Huntington Beach hospital unit of the motor Corps would like to have the Standard Oil Club building moved either to Circle Park or on 13th Street between Crest and Main. Engineer Overmyer stated that he had discussed the matter of moving with different housemovers and he did not know when it would be possible to move the building. That to move it anywhere other than 17th Street park would be quite expensive and that the building would have to be cut in two pieces to move any other place. The matter was referred back to the City Engineer for further investigation and -report. Repair roof e On motion by Henrickson seconded by Hawes, the City Engineer was Fire Hall directed to repair roof on city fire hall in such a manner to provide z. a drain and prevent water from standing on the roof. Watch tower, On motion by Hawes seconded by Henrickson, the City Engineer was directed to proceed with the.construction of a watch tower on Memo- rial Hall in accordance with plans previously suggested by the Engineer and Building Committee.
