Monday, December 21, 1942.
Pursuant to adjournment of December 7th, the City Council met
and was called to order at 7:30 P.M. by Mayor Talbert.
Councilmen present: Henrickson, Grable, Morehouse, Talbert.
Councilmen absent: Hawes (Councilman Hawes arrived at 8:10 P.M.)
The Chair appointed Councilman Grable on the Finance Committee.
Offer on Lots 6 & 8, On motion by Morehouse seconded by Henrickson, the offer of
Blk, 304, rejected
John F. Burkhart to purchase Lots 6 and 8. Block 304, for the sum of
$300.00 was rejected and the Clerk directed to return the check for
$30.00.
Stop signs The Clerk read a letter frorft the Automobile Club of Southern
California asking the City Council to eliminate all cross stop sig-
nals and devices. The matter was referred to the Police Committee.
Councilman Hawes arrives Councilman Hawes arrived at this time 8:10 P.M.
Wilshire Oil Co.- The Clerk presented and read a letter from Wilshire Oil Company

Inc., 1206 Maple Avenue, Los Angeles, reading in part as follows:
"Pursuant to requests for bids by the State Lands Commission of the
State of California Wilshire Oil Company, Inc. will bid to secure
easements from the State of California for the drilling of certain
oil strata lying off shore from the City of Huntington Beach by
directionally drilling from surface locations on the so-called Pac-
ific Electric Strip lying between Twenty-third Street and Eighth Street.
We anticipate at this time that there will be at the outside
sixteen locations which may be required in these operations.
Attached is a map showing these surface locations on the Pacific
Electric Strip, which map is made a part of this application."
Whereupon Councilman Henrickson made the following motion:
"That Wilshire Oil Company, Inc. be granted permission to drill 16
wells on the ocean side of the Pacific Electric Railway between 23rd
Street and 12th Street in the City of Huntington Beach. Same to be
drilled on locations shown on map prepared by the Wilshire Oil Company,
Inc. and now on file in the office of the City Clerk. Drilling permits
for each of the above named wells to be subject to regulations pre-
scribed in City of Huntington Beach 8rdinance No. 418." Motion seconded
by Councilman Grable, put and carried by the following vote:
AYES: Councilmen: Henrickson, Grable, Hawes,Morehouse, Talbert.
NOES: Councilmen::' None.
ABSENT:Councilmen.;, None.
Gas masks On motion by Henrickson seconded by Hawes, the Mayor and City
Clerk were authorized to execute contract for the safe keeping of
twenty gas masks furnished by A. A. Beard, local property officer of
the County of Orange.

Demands On motion by Grable seconded by Henrickson, demands approved
by.the Finance Committee were ordered paid.
Occidental On motion by Grable seconded by A awes, C. R. Furr and Harry P.R. Sheue
College
were authorized to attend Civilian Defense school at Occidental College
January 3 to 8th inclusive and the City -to bear traveling and living ex-
penses for that period not to exceed'$25.00 each.
Mr. Manning On motion by Hawes seconded by Grable, the Clerk was directed
to prepare a Resolution -of Condolence and send to the family of Ed
Manning, first Mayor of Huntington Beach.
On motion by Grable seconded by Dawes, the Council adjourned.
