Monday, January 19, 1943.
Pursuant to adjournment of January 4th, the City Council met
and was called to order at 700 P.M. by Mayor Talbert.

Councilmen present: Talbert, Henrickson, Grable, Morehouse.
(Councilman Hawes arrived at $ 00 o4clock P.M.)
Councilmen absent: None.
The Clerk read a statement from Engineer Overmyer calling
attention to the following delinquents:
Harry Hunter - one well - waste water - $24.00
Guy.: A. Stine. --five wells.- waste water - 90,00
S. M. Trimble - one well - waste water - 14.00
Fletcher Dart -. - sewer connection - 16.00
On motion by Henrickson seconded by Grable, the matter was re -
ferred to the City Attorney.for collection.
Director of The :Clerk read a letter from the Civilian Defense Council
Civilian Service.
asking the City Council to assist in the appointment of.William'
Gallienne as Director of -Civilian Service. That the City Council
have a representative appear.before the Board of Directors of. the
Chamber of Commerce and urge them to allow Mr. Gallienne and his
secretary to engage actively for about three-quarters of their.
time in the work of organizing and directing the various Civilian
Service Corps and, . on. nation by .Henrickson seconded by Grable, the
request was granted and City Clerk C. R. Furr directed -.'to appear
before the Board of Directors of the Chamber of Commerce Monday
evening,January 25th and make the request on behalf of the City
Council.
Standard Oil Co.
On motion by Grable seconded by Morehouse, the application

Standard Oil Company to drill well A-37 was approved.

Boulevard Stops
The Clerk read a letter from Chief of Police Blossom re-
commending the following boulevard stops removed:

The Clerk read a letter from the State Rationing Officer
OPA
urging the City Council to eliminate all stops possible within
the
City of Huntington Beach for the purpose of conserving rubber.
On motion by Morehouse seconded by Henrickson, the above recommend-
ations were taken under advisement for further study.
Application
On motion by Henrickson seconded by Grable, the application of
approved

Costello to operate cafe at 123 Main Street was approved.

Councilman Hawes arrived at this t ime,-S:00 o'clock P.M.
The Clerk read the copy of a letter which he had written to
Rationing Board -
Memo Hall War Price Rationing Hoard, attention W.A. Greer, chairman, giving
authority for the Board to use.'certain parts of Memorial Hail for
the duration of the War and, on motion by Henrickson seconded by
Morehouse,. the Council ratified the action of the Clerk,
Girl Spouts The Clerk read a letter from Girl Scout .Troop #2, Mrs. Harry Lebard
Troop #2
leader, asking permission to use the Lake Park Clubhouse every Friday
afternoon 2:30 to 5:30 P.M..unless otherwise used. On motion by Henrick-
son seconded by Hawes, the request was granted.
Mothers of Councilman Morehouse stated that representatives of the Mothers of
Armed forces
Armed Forces had appealed to him for a place in which to meet and perform
certain work in connection with their organization -and to entertain mem-
bers of the Armed Forces. No action was taken by the Council..
Jack Colvin- The Clerk read a letter from Jack Colvin in which he attached a
Lots 12-14-
16-19,Blk.cheek in the sum of $75.00 to cover court costs in clearing title to
812 W P.
Lots 12-14-16 and 18, Block 812, Vesl.ey Park tract, and on motion by
Henrickson seconded: by Hawes, the check was accepted and the -City
Attorney authorized to prepare a deed and other necessary papers and
that Mr. Colvin be requested to surrender the 1911 Act Bonds which he
now holds as a part consideration.
Vol.Fire The Clerk read a letter from the Huntington Beach Volunteer Fire
Dept. -dance
Department, D.E.Burry secretary, asking permission to use the Pav A -Lon
to stage the Fire Department annual dance,February 12, 1943, and on
motion by Morehouse seconded by Grable, the request was granted.
Demands On motion by Hawes seconded by Grable, demands approved by the
Finance Committee were ordered paid.
Victory Onnmotion by Councilman Hawes seconded by Councilman Henrickson,
Tax
the City Treasurer was authorized and directed to open a trust dund
account in the Security -First National Bank of Los Angeles, Huntington
Beach branch, for depositing pay roll deductions, a part of which is
later to be used in the purchase of Defense .Savings Bonds and -a part
to be remitted.to the Treasury Department in payment -of Victory Tax.
Motion put and carried unanimously,
Ord.#465- The Clerk gave Ordinance No. 465, providing for the administration
first reading
of Victory Tax,its first reading.
Ord.#466- The Clerk gave Ordinance No; 466, relating to Air Raid precautions,
First reading

Blanket Bond -
drilling
Councilman Morehouse stated that he believed it would be a good
plan for -the Council to assist in any way possible the promotion of
Victory gardens by helping to secure suitable plots of ground. The
Chair appointed..Mr. Morehouse a committee of one to investigate further.
On motion by Henrickson seconded by Grable, the City Attorney
was authorized to inform the Standard Oil Company that the Council
will accept a blanket bond in the amount of #5,000 to cover drilling
operations in accordance with city ordinance, also a general agree-
ment covering the same operations..
On motion by fienrickson seconded by Hawes, the Council
adjourned.
