MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, February 1, 1943.
The regular meeting of the City Council.was called to order at
7:30 P. M. by Mayor Talbert.
Councilmen present: Henrickson, Grable, Hawes., Morehouse, Talbert.
Councilmen absent: None.
Minutes.
On motion by Morehouse seconded by Henrickson, minutes for the
month of January were approved as read.
Monthly
On motion by Henrickson seconded by Hawes, monthly reports of the
reports
city treasurer, city clerk, city collector, city engineer, city judge and
chief of police were accepted and ordered filed.
Bids -
On motion by Henrickson seconded by Morehouse, the City Clerk was
gasoline
authorized to advertise for bids for furnishing the city with gasoline for

the year beginning February 16, 1943— Bids to.be received at the office of
the City Clerk up until 7:30 P.M. Monday, February 15, 1943. Bids will be

opened and examined by the City Council at said time.
Funds for
-The Clerk read a letter from D. E. Burry asking permission to use
Infantile
Paralysis
the proceeds from the Pav-A-Lon check room February 5th, 6th"and 13th for

funds to be sent the National Foundation for Infantile Paralysis, also to be
permitted to place one of their cash containers in the check rocft'during
these dates and, on motion by Hawes seconded by Grable, the request was'granted.
Girl Scouts The request of Mrs. Adah Kirkpatrick for use of the. Lake Park Club
house from 11:00 A.M. until 12:30 P.M. Saturday mornings for meeting of the
Girl Scouts was approved on motion by Henrickson seconded by Morehouse.
L.A.By-products The Clerk read a letter from the Los Angeles By-products Company
Co. -
Tin'cans
asking the City to enter into a contract to sell all tin cans collected in
the City to their company for a period of years and, on motion by Hawes
seconded by Morehouse, the Clerk was directed.to write them -to the effect that
the City is now under contract to deliver tin cans to Bruce Bros. at their
dump yard.
Bid on The Clerk read the bid of Madge Turner Allen., R#1, Box 34, Hunting -
Lots
ton Beach, in the amount of $100.00 for Lots 9 and 10, Block 1202, Vista Del
Mar tract. The matter was referred to the City Attorney.
Tax Title
On motion by Morehouse seconded by Grable, the City Attorney was

authorized to proceed to clear tax title lots now owned by the City with the
provisions that insofar as possible the Police Department furnish an officer
to serve notice on owners of record.
Suburban The Clerk informed the Council that the Suburban Carryall now being

used by the First Aid Department is being stored nights at the Main Street
Garage. There was no objections offered by any of the City Councilmen.

Monthly The Clerk read monthly report of Harry A. Overmyer, City Defense Director

Def.Director and, on motion by Grable seconded by Henrickson, same was accepted and
ordered filed.
Offer on Lots The Clerk called attention to the offer of C. J. Webster to
declined _
C.J. Webster purchase Lots 5 and 6, Block 1002, Vista Del Mar, for the sum of $100.00
and, on motion by Hawes seconded by Henrickson, the offer was declined as
,being insufficient,Applications: The Clerk read application of the Mighty American Circus to
Circus operate circus In -Block 1102, Vista.Del Mar tract, on March 10, 1943,
afternoon and evening and, on motion by Henrickson seconded by More-
house, the request was granted. '
Bookstore On motion by Morehouse seconded by Hawes, the application of
Gus Adams and Rorie Adams to conduct bookstore, new books, at 119 Main.
Street was approved.
Well Southwest On motion by Grable seconded by Hawes, the application of South-
Exp. Well #12
west Exploration Company to drill state Well No. 12 was approved.
H.B. A-39 -Stand- On motion by Grable seconded by Morehouse, the application of
and Oil Co.
Standard Oil Company to drill H.B. A-39 well was approved.
Citizens Service The Clerk read a letter from the president of the H. B. Chamber
Corps
of Commerce informing the City Council that the Chamber of Commerce
agrees to have its secretary, William Gallienne, act as.director of the
Citizens Service Corps and that he may use his office and clerical help
in this work. It being understood that he is to continue his Chamber +
of Commerce duties in the meantime._ The letter was ordered filed.
Ord. #p465 - passed The Clerk presented and read Ordinance No. 465, providing for the
Victory Tax _administration of Victory Tax within the City. This being the second and
final reading, on motion by Henrickson seconded by Hawes, Ordinance No.-
465 was passed and adopted by the following vote:

NOES: Councilmen: None.
ABSENT: Councilmen: None.
Ord. #466 passed- The Clerk presented and read Ordinance No. 466 relating to Air'

precautions Raid precautions. This being the second and final reading,.on motion by
Hawes seconded by Grable, Ordinance No. 466 was passed and adopted by

Quit -claim The Clerk was directed to prepare quit -claim deed covering the
deed
above named property.
Claim The Clerk read claim of Denio, Hart, Taubman,and Simpson, same
was ordered filed.
Grant deed - The Clerk read Grant Deed of the City of Huntington Beach to Jack
Jack Colvin
Colvin and Margaret W. Colvin covering Lots 12; 14, 16 and 18, Block 912,
Wesley Dark section and, on motion by Henrickson seconded by Grable, the
Mayor and Clerk were authorized to execute same with the understanding that
the buyers are to stand all costs of title policy insurance and recording.
Demands On motion by Henriakson seconded by Grable, demands approved by
the Finance Committee were ordered paid.
Salary of The Clerk called attention to the salary and overtime now being
M.C.Larson, _
janitor paid,janitor M.C.Larson. Attention was called to the fact that during the
month of January Mr. Larson turned in 291 hours. The overtime being due
to extra work on account of Rationing Board,quarters and numerous meetings
in the main auditorium of the Memorial Hall. The matter was referred to the
City Clerk to discuss with Mr. Larson and arrive at a more equitable compensation.
Victory Councilman Morehouse called attention of the Council to the number of
gardens
people who want to cultivate victory gardens in the city. After some discuss-
ion the secretary of the Chamber of Commerce said that provisions were being
made to furnish information to the public in the Chamber of Commerce,office.
The matter was referred to the Chamber of Commerce.
Draperies Fire Chief Sargent recommended that the draperies in the Memorial Hall
and the pavilion be fire -proofed. The matter was referred to the Police and
Fire Committee of the City Council for its investigation and recommendation.
Pav-A-Lon Councilman Henrickson stated that adverse publicity had been given
to the fact that the Pav-A-Lon was being occupied indefinitely by the Army
and that this had.greatly reduced the number of dance patrons on last Saturday
night.
Damage to Engineer Overmyer gave a preliminary verbal report covering damage to
Mun. pier
the municipal pier caused by waves and storm on January 23rd. He stated that
r the boat landing had been entirely wrecked and that one piling washed out and,
another damaged, also some cross -beams were damaged. He stated that he had
informed the company carrying the insurance covering the damage to the pier
and that their preliminary survey had been made but that a more complete.
survey will be made just as soon as it is possible to get under the pier and
a written report will be filed with the City Council at its next meeting.
Roof of C.of C. The matter of repairing the roof of the Chamber of Commerce was re -
